1 CDM Executive Board Page 1 1st Revision of Monitoring Plan Fujian Beijin Hydropower Project in People s Republic of China (Reference No.1478) Background of 1 st Revision On Nov. 11~14, 2008, the first verification (on-site assessment) was conducted for the China Fujian Beijin Hydropower Project activity in the monitoring period (05 May Oct 08). In the request for issuance of above CERs, the transmission loss (from the monitoring point to the grid company) is to be calculated, because the meter is not installed at the inlet of the national grid company. In the initial monitoring plan, the geographic connection to the substation of power grid is not described. To avoid above uncertainty, it is necessary to revise the initial monitoring plan.. 1 st Revision of the Section B.7 and Annex 4 are attached. Annex 4 is the same as that of initial version but as an integral part of the monitoring plan, it is attached. Monitoring organization The project owner will set up a special CDM group to take charge of data collection, supervision, verification and recordation. The group director will be trained by CDM consultation organization and get support from these organizations. The structure of the monitoring group is as follows:

Monitored data Because the baseline emission factor is ex-ante calculated, the data to be monitored only refers to net electricity connected to grid of the proposed project. 3. Monitoring equipment and installation Power metering equipment should be collocated and installed according to Technique Management Regulation of Power Measure Equipment (DL/T , issued by State Economic and Trade Commission on Nov.03, 2000 and implemented on Jan.1, 2001). Before the power metering equipment puts into operation, the project owner and power grid company should check and accept according to Technique Management Regulation of Power Measure Equipment (DL/T ). Three ammeters will be installed, two of which are two-way metring ammeters. Check ammeter (M1) with precision of 0.5 installed at the outlet of Beijin Hydropower Station to measure the export amount of electricity is recorded by worker every day and import amount by Beijin hydropower station from the grid. Gate ammeter (M2) with precision of 0.2 installed at the inlet of Beimen Transform Station to measure the import amount of electricity is recorded together by Beijin Company and Grid Company on the 28th of every month and export amount to Beijin hydropower station which is recorded on the 20 th of every month. M3 is one-way measuring ammeter (backup ammeter) installed at the output end of reserve power supply and used when the output line of power station is in trouble. This ammeter will be used to measure the amount of electricity imported form grid and used by the power station when the transmission line is in trouble. It is recorded on the 20th of every month. During the monitoring period, we will adopt computer control system to collect data. This system can help us know the information about the project in time, which may concern the environmental, social and economical impacts. With the information reflected from the system, measures can be taken immediately to adjust the project to our original purpose to contribute to environment and sustainable development. The figure 4 indicates the ammeter location:

5 CDM Executive Board Page 5 The figure 4 indicates the ammeter location before and after 25 th Sep 2008(because that the 36.14km transmission line which phase resistance is 0.161Ω/km from Beimen to Tongyou substation (Attachment 1 1 ) was modified to include newly build Xudun substation between Beimen and Tongyou substation on 25 th Sep (Attachment 2), so the modified transmission line is from Beimen via newly-build Xudun substation to Tongyou substation, the distance from Beimen to Xudun substation is km and phase resistance is 0.161Ω/km, the distance from Xudun to Tongyou substation is km and phase resistance is 0.161Ω/km (Attachment 3 3, 4 4 ), the modified transmission line only use the generatrix of Xudun substation, do not enter the transformer, so the voltage remains 110kV). 4. Data collection The steps of monitoring the electricity supplied to the grid and the electricity imported from grid and consumed by the proposed project are as follows: (1) The project owner and power gird company should read collect data from check ammeter and gateway ammeter on 28th of every month, and check whether or not the data from two ammeters are the same; (2) The power gird company offers project owner the practical amount of the electricity delivered to the grid by the power station and electricity purchase/sales invoice; (3) The project owner records the electricity supplied to the grid and the electricity imported from grid and consumed by the proposed project; (4) Under normal circumstance, the amount of electricity delivered to the grid measured by M2 will be adopted, but according to the actual data since power station puts into operation and the convention of relevant stakeholders, if the difference of M1 and M2 exceed ±1.5% of data measured by M2, it is thought the monitored data of M1 and M2 can not reach the acceptable precision. If this case happens, M1 and M2 have to be calibrated and Guideline against Dispute Resolution in part 6 should be proceeded; (5) The project owner shows the record of gateway ammeter reading and copy of invoice to the verifier of DOE; If the difference of M1 and M2 exceed ±1.5% of data measured by M2, it is thought the monitored data of M1 and M2 do not have acceptable precision., The amount of the electricity supplied to the grid should be confirmed by Beijin Company and State Grid Corporation of China as the following steps: (1) Conduct calibration on M1 and M2 by qualified party to judge which one is in trouble. (2) If check ammeter (M1) can not reach the acceptable precision, while the gate ammeter (M2) is normal, the amount of the electricity supplied to the grid will data measured by M2, and the check ammeter (M1) will be replaced of fixed. 6 CDM Executive Board Page 6 (4) If the other cases happen and Beijin Company and State Grid Corporation of China can t reach agreement on the conservative method to estimate reading, arbitration should be conducted according to Power Purchase Agreement to confirm the consistency of estimating method. 5. Calibration and Maintenance The project owner should sign an agreement with power grid company that stipulates quality control process of measurement and calibration in order to ensure measurement precision. Periodical ammeter inspection and on-site check should be implemented according to standards and regulations of DL/T The on-site check period of M1and M2 should be 3 months and M3 should be one year at least. After inspection and on-site check, ammeters must be sealed. The project owner and power grid company should inspect and seal together, either party can t remove the seal or modify the ammeter when the other party (or its authorized representative) is absent. All installed ammeters should be tested by measurement inspection institution entrusted by both the project owner and power grid company within 10 days after the followings happen: (1) Measurement error of gateway ammeter and check ammeter is bigger than accepted; (2) Ammeter has been repaired due to component malfunction. Recoding of consumed electricity on backup ammeter should be read if the transmission line of power station is in trouble 6. Data management The CDM group appointed by the project owner should keep monitoring data in electronic archives at the end of every month; electronic documents should be copied by CD and printed to be kept in the form of paper document. The project owner should keep electricity sales/purchase invoice. Paper documents, such as maps, forms, EIA reports etc, should be used with monitoring plan to verify the authenticity of data. In order to help verifiers obtain documents and information related to the emission reduction of the proposed project, the project owner should offer index of the project document and monitoring report. All the data and information in the form of paper document will be kept in archives by CDM group, with at least one copy backup for each datum. All of the data should be kept for 2 years after the crediting period. 7. Monitoring Report The agency will write the monitoring report before checkup. 8. Training of personnel and the preparation of manual for operation and maintenance All personnel working for the monitoring department should be trained. They can t operate or maintain the equipment until they pass the exams and master the knowledge and skills. During the training, trainees have to be trained how to how to read, how to operate, how to manage data etc., in order to meet the requirements of the monitoring methodology. Through the training, the employees are competent for the daily operation and maintenance. At the same time, manual for operation and maintenance will be prepared as a rule for daily work to enhance the standard of monitoring. In the manual for operation and maintenance, emergency preparation, procedures identified for review of reported results/data and procedures identified for corrective actions for more accurate future monitoring and reporting are included.

The standard name of 110kv line from Tongyou Substation to Xudun Substation is 110kv Tongdun Line 129 line. The name of lateral interval of Tongyou Substation of 110kv Tongdun Line 129 line is Tongdun Line 129 switch and line. II. The standard name of 110kv line from Xudun Substation to Beimen Substation is 110kv Xubei Line 153 line. The name of lateral interval of Beimen Substation of 110kv Xubei Line 153 line is Xubei Line 107 switch and line. The new name will be effective after 110kv Tongbei Line breading into Xudun Line. All organization should complete the identification of the secondary device to ensure successful cooperation.
