General Summary of Function/Purpose of Position This Strategic Program Analyst serves as a resource to the Strategic Program Unit (SPU) to support the overall goals of the Center for Educational Performance and Information (CEPI) for data collection, analysis, reporting and development along with the maintenance of the Statewide Longitudinal Data System (SLDS) and education data portal. The unit is responsible for program and process management encompassing office-wide strategic planning and schedule coordination and support, process and tool selection in support of information management approaches, internal decision support tools and processes, and monitoring various activities that ensure quality and control over the flow of information to, through and outside of the agency. In this role, the analyst is part of a team that carries out the goals of the SPU with a key focus on project coordination and program/project related quality assurance processes. Responsibilities include a wide-range of analyst assignments related to project coordination, project schedule maintenance, office-wide project monitoring and reporting, quality assurance practices related to program/project processes, and supporting data governance and metadata. The work requires thorough knowledge of CEPI applications, processes, and policies, as well as strong planning, verbal/written communication, and organizational skills in order to effectively provide a professional level of service to a wide range of educational data stakeholders.

2 15. Please describe the assigned duties, percent of time spent performing each duty, and what is done to complete each duty. List the duties from most important to least important. The total percentage of all duties performed must equal 100 percent. Duty 1 General Summary: Percentage: 35 Serves as project coordination support to CEPI office-wide initiatives which includes coordination and tracking of projects as well as collecting and conducting analysis of CEPI-wide project performance metrics. Conduct project coordination related activities which includes leading/assisting with projects, scheduling, and tracking projects to closure. Assist with project coordination planning and operational schedule alignment across CEPI-wide initiatives and related schedules. Maintain and monitor project schedules. Identify instances when schedules are not on track. Develop plans to mitigate risks to project success. Meet regularly with project team members to understand and log their progress on detail tasks, problems and concerns in order to confirm the expectations set forth in the project plan. Continuously communicate detail plans and expectations to project team members and stakeholders throughout the entire lifecycle of the project. Maintain project issue and risk logs that identify potential or realized impacts to the project and communicate to higher management. Continuously follow up on project issues or risks to insure timely resolution or mitigation. Maintain and monitor an effective project communication plan and ensures the plan is utilized by the project team and all stakeholders. Enables all necessary project deliverable walk-throughs and stage exits required by the State Unified Information Technology Environment (SUITE) methodology. Maintain metrics and logs that specify the progress and performance of the project team and projects across CEPI. Collect and conduct analysis on office-wide projects and program initiatives to report status and potential issues. Prepare reports for team leaders and area managers to provide awareness of current issues and trends related to CEPI project progress. Use Team Foundation Server (TFS) software to track assignments and testing, and to produce reports of defects and resolution as necessary. Participate in status meetings to communicate schedule activities and to receive updates from related participants. Coordinate lessons learned session at the end of new development projects or operational cycles. Results will be used to make recommendations for further project/process enhancements. Duty 2 General Summary: Percentage: 30 Develop and execute Quality Assurance processes which supports CEPI from a program and project perspective which includes creation of processes and standards along with conducting analysis to ensure the adherence to quality assurance processes.

3 Participate in establishing CEPI standards, policies, procedures and protocols related to improving quality assurance processes (closely tied to a program/project perspective) and data quality. This will include such items as processes for end-to-end CEPI operations (data collection through reporting), processes related to project coordination which may include standards, procedures and templates (such as starting point project schedule templates) as well as processes for capturing program/project related metrics. Implement quality assurance processes and standards to all CEPI units. Make recommendations to management for policy and process improvements in the identification, development and validation of program and project level operations. Conduct analysis to help ensure CEPI processes are followed. Duty 3 General Summary: Percentage: 15 Perform analysis and provide coordination assistance to CEPI Data Governance processes and policies. Assist Strategic Program Unit team members and other CEPI staff in preparing presentations and reference materials for internal and stakeholder meetings as it pertains to data governance. Assist with drafting Memorandum of Understanding (MOU) and Data Sharing Agreements (DSA). Help update and maintain related tracking logs and project schedules. Draft correspondence to external stakeholders. Conduct analysis to help ensure CEPI procedures regarding privacy are followed. Assist with the coordination of CEPI change control process as it relates to data governance. Duty 4 General Summary: Percentage: 10 Perform analysis and provide coordination assistance to CEPI Metadata repository and processes.

4 Assist in the design, development and implementation of metadata repository model for CEPI, with an understanding of all data layers and lineage, as data elements are mapped from source collection system to the Michigan Longitudinal Data System (MSLDS) to the MI School Data portal. Assist with developing and implementing strategies and processes for the identification, collection, storage, retrieval and output creation from the metadata database. Assist with the development of a metadata repository system that will allow for the load, maintenance and display of CEPI metadata from the metadata repository database. Develop, implement and maintain data use manuals/reports/tools for CEPI and external stakeholders. Continuously analyze and interpret new versions of data manuals, file layouts, data dictionaries, and other materials in support of the metadata repository. Provide quality metadata outputs created according to agreed upon processes and standards, with attention to detail and accuracy. Review development code for related metadata content and translate content into metadata repository expected formats. Assist with alignment to other data models such as Common Education Data Standards (CEDS). This will include mapping alignment creation, validation and maintenance for CEPI collection systems and the MSLDS. Also assist with the draft comment process. Duty 5 General Summary: Percentage: 5 Maintain and update skills and knowledge of state-of-the-art strategic program processes/methods, tools and practices in the industry. Conduct training. Participate in planning, development and delivery of training and awareness activities for the Strategic Program Unit initiatives. Research and stay abreast of the latest technology, trends, and tools in strategic program/project planning, quality assurance, data governance, and metadata to support those initiatives. Attend training and acquire knowledge through seminars and other training formats on the latest program/project quality assurance techniques and tools. Participate in available program/project, quality assurance, data governance, and metadata user groups when possible. Duty 6 General Summary: Percentage: 5 Other duties as assigned. This analyst is authorized to use independent analytical and problem-solving skills to resolve stakeholder issues as related to project status and established quality assurance processes/standards, data governance and metadata methodologies. Present process, policy and procedure recommendations to the manager in order to achieve greater efficiencies and effectiveness toward the success of agency data collection and utilization activities and goals. 17. Decisions that transcend the analyst s authority, and set policy or precedent for the agency should be brought to the supervisor s attention for discussion and decision-making at the management level. 6 Conduct project coordination related activities which includes leading/assisting with projects, scheduling, and tracking projects to closure. Collect and conduct analysis on office-wide projects and program initiatives to report status and potential issues. Conduct quality assurance related activities which includes the creation and implementation of program/project related quality assurance processes, standards, procedures and templates. Collect and conduct analysis on office-quality assurance activities to ensure processes are being followed. Communicate with the CEPI teams to ensure that quality standards are met during transition of data between teams. Assist in creation and maintenance of data governance practices. Assist in the maintenance of the metadata repository by performing activities from loading data to recommendations to enhancements to the repository. 24. Indicate specifically how the position's duties and responsibilities have changed since the position was last reviewed. This is a new position. 25. What is the function of the work area and how does this position fit into that function? The Center for Educational Performance and Information was created to be the single electronic repository of K-12 public school data for the state of Michigan. It is authorized to coordinate, facilitate, expedite, and manage the collection and dissemination of educational data. CEPI objectives include: Conduct longitudinal analysis emanating from the core data sets. Direct and clarify student achievement, personnel, and finance collection efforts by other departments. Provide technical support and information analysis to those conducting research on public education. Conduct studies and prepare reports that create better policy.manage federal research and data collection projects. The position supports the implementation of the above goals. 26. What are the minimum education and experience qualifications needed to perform the essential functions of this position. EDUCATIO: Possession of a bachelor s degree in any major. EXPERIECE: Departmental Analyst 9 o specific type or amount is required. Departmental Analyst 10 One year of professional experience. Departmental Analyst P11 Two years of professional experience, including one year of experience equivalent to the intermediate (10) level in state service. KOWLEDGE, SKILLS, AD ABILITIES:

7 Demonstrated training and/or experience in the use of the Project Management and Quality Assurance processes including knowledge of methodologies such as Lean Value Stream Mapping, Agile/Kanban, and Capability Maturity Model Integration (CMMI), and State Unified Information Technology Environment (SUITE) is desirable. Experience in program and project management related functions is desirable. Working knowledge of project coordination/planning and monitoring tools and processes, with ability to prepare and present timelines, resource allocations and priorities. Demonstrated ability to organize project work into logical steps and create schedule tasks. Ability to anticipate and manage issues and risks. Ability to integrate projects and resolve inter-project dependencies. Ability to conduct assessments/analysis related to project or processes success. Demonstrated experience in the creation of Quality Assurance process which includes process flows/diagrams, process and procedure documentation as well as standards and templates. Working knowledge of software analysis and reporting tools to create flowcharts, diagrams, charts, graphical displays and other documents. Demonstrated training and/or experience with the creating and performing of testing processes including requirements analysis, test planning, development, execution, reporting and result analysis, and defect testing. Ability to demonstrate strong oral and written communication skills. Must display a positive, professional, team focused attitude. Knowledge and experience with a range of computer software programs, e.g., MS Project, and MS Office, including Excel and Word. Knowledge and experience with data analysis tools, e.g. SAS Enterprise Guide or Structured Query Language (SQL). Ability to organize, evaluate and prepare documentation and reports for consumption by customers, vendors, leadership, legislators and other stakeholders. Information technology developer skill set in order to review program code for identification of metadata related data such as business rules is desired. Knowledge of federal and state data policy and governance programs. Knowledge of data governance desired. Knowledge of business metadata repositories desired. Knowledge of information technology terms and processes. Ability to leverage lessons from past experiences. Demonstrated ability to apply attention to detail.
