NBN - a Gov t funded infrastructure project Funding requirement is $A 41 billion, IRR = 7% Implementation vehicle is NBN Co, regulated as wholesale only, uniform wholesale pricing independent of location NBN Co is building Layers 1 and 2 only Physical Network (GPON, distribution, backhaul & transit) Logical Network (Ethernet Virtual Circuits) NBN Co will only provide Layer 2 (no Layer 1 unbundling) Layer 3 retail services provided by 3rd Parties through 120 Points of Interconnection (PoI)

23 Take Aways Importance of PNI in GPON Highly passive network (no active equipment between FAN site and ONT at service address) Desire to fully automate service activation process via B2B Creates much greater reliance on high quality network data and applications Shift from CAD to spatialnet Design contractors preferring to use spatialnetrather than CAD tools and ETL NBN Co highly supportive as this methodology enforces fiber engineering rules at data creation & edit time
