MESB CAD-to-CAD Interoperability Feasibility Report and Recommendations TOC presentation February 15, N. Kent St. Suite 802 Arlington, VA (p) (f)

Agenda Overview of CAD-to-CAD Study PSAP Interview Process & Findings CAD Interfaces CAD-to-CAD Vendors Contacted Capabilities Integration Options Network Diagram PSAP/Municipality Benefits Cost Estimates Q & A 2

Overview of CAD-to-CAD Study Objectives: Determine level of Interest among City, County, and municipal PSAPs Inventory by PSAP of current CAD, Mobile and Mapping product versions and vendors Evaluate AVL utilization and usefulness Evaluate existing cooperative agreements and data sharing initiatives Identify legal issues and determine an organizational structure that would support a successful Regional CAD-to-CAD solution 1611 N. Kent St. Suite 802 Arlington, VA (p) (f)

Overview of CAD-to-CAD Study Interview & Document: Interview MESB PSAPs to determine level of interest for CAD-to-CAD interoperability Document each PSAPs current CAD, Mobile and Mapping vendor and product version Document AVL utilization and usefulness Document existing cooperative agreements and data sharing initiatives Document legal issues and determine an organizational structure that would support a successful Regional CAD-to-CAD solution 1611 N. Kent St. Suite 802 Arlington, VA (p) (f)

Overview of CAD-to-CAD Study Vendors: Provided CAD-to-CAD vendors with high-level requirements CAD-to-CAD vendors provided cost estimates Provided CAD vendors CAD-to-CAD interface requirements CAD vendors provided CAD-to-CAD interface cost estimates Report and Recommendations: Report based on information derived from PSAP interviews, CAD and CAD-to-CAD vendor contacts Recommendations are based on analysis, PSAP and vendor interviews, industry knowledge and other similar projects 1611 N. Kent St. Suite 802 Arlington, VA (p) (f)

Process: PSAP Interview Process & Findings Most PSAP interviews were done onsite at each PSAP, and some were done remotely over the phone Findings: Overwhelmingly the PSAPs were in favor of a metro region CAD-to-CAD data sharing solution PSAPs were in support of MESB to deploy the CAD-to-CAD solution for the metro region and provide data sharing governance support

PSAP Interview Process & Findings Highlights of CAD-to-CAD Interoperability: Access to personnel and resources in neighboring jurisdictions Speed up the incident response by using pre-determined dispatch agreements to send the closest available unit In high visibility situations provides situational awareness of all resources near an incident Increase in personnel and vehicle efficiency Opportunity to evolve to closest available dispatch for ambulance and fire incidents Reduced response time has live saving potential

CAD Interfaces to CAD-to-CAD Solution CAD Interfaces by Vendor TriTech Superion (OSSI) ProPhoenix Hexagon/Intergraph Tyler Technology (New World) CIS (Computer Info Systems) Zoll

Milwaukee County, WI PSAP Consolidation MESB CAD-to-CAD Interoperability Feasibility Report and Recommendations Study Integration/Consolidation Options Vendors Contacted: FATPOT, Kologik and EDC Capabilities: CAD-to-CAD Solution Track and view the status of all sharable resources Track and view all sharable incidents View all incidents and resources on a regional map Transfer incident information along with call Share hazard, premise, alerts, etc. between PSAPs Share resources between participating PSAPs Track/View Snow Plows, Buses, Service Vehicles

CAD Integration Options: CAD-to-CAD Solution Bi-Directional - full data and resource sharing Read-only basic view of incidents and units with no data or resource sharing NG9-1-1 Integration Options: NG9-1-1 Data electronic fire and burglar alarms, panic buttons, car telematics, Video Feeds and Texting Other Applications - Shot Spotter, Social Media and Smartphone applications

Proposed CAD-to-CAD Network Diagram 11

PSAP Benefits: CAD-to-CAD Solution Reduced Stress less time spend tracking down resources Reduced Radio Traffic resources are visible & available Reduced Workload on average a 1 to 2 minute time reduction per mutual aid incident Municipality Benefits: Reduced Response Time on average 2 to 3 Minute reduction per fire and EMS incident Resource Visibility police, fire and EMS units can view and communicate with all responding resources dispatched to an incident

CAD-to-CAD Cost Estimates CAD-to-CAD Procurement, Implementation and CAD Interfaces Plus Five Years of CAD-to-CAD and CAD Interfaces Maintenance Cost for each PSAP Position & Unit per Year over Five Years 13
