5 CADE Vision and Major Initiatives Major Initiatives Cost Technical Strategic Planning Cost/Quantity Reporting Cost Data (CCDRs/1921s) contains most of what analysts need to build an estimate dollars, hours, quantities, and descriptive tagging FlexFiles new generation of cost reporting, government data reporting Quantity Report (1921 Q) provides actual account of physical units completed in a streamlined submission process improved ways of reporting business unit data Bill of Materials Standardized collection of parts and supplier pricing data Technical Reporting Cost Analysis Requirements Description (CARD) / Technical Data (1921 T) programmatic and technical descriptions analysts need to build estimates Software SRDRs software effort, size, and schedule estimating approaches including analogy, parametric, and commercial models Maintenance & Repairs 1921 M/R collection of information related to each maintenance event such as the specific system being repaired and reason for failure Co Planning Reporting strategy that aligns CSDR & EVM requirements Cooperative planning leads to better data, lower costs, and improved program management Institutional Knowledge/ Community Support What analysts need to know about the data Additional contextual information on programs Cost analysts will have all of this data and institutional knowledge at their fingertips. It will be the exception not the rule to go back to industry to do our estimates. 5

8 FlexFiles Legacy 1921 Reports 1. Requires cost and hours to be mapped/allocated to standard government categories Belief is that requesting data in standard categories from industry will relieve govt. effort normalizing data However, normalization is not straightforward and data requested does not provide enough detail to understand/reevaluate industry normalization 2. Forms do not account for capabilities of modern data systems Require Excel (~2004) and XML (2014) formats but volume of data requested same as when forms were submitted in paper Native data and tags that are already present in industry systems are not accommodated by legacy formats Legacy cost reports are useful in many cases, but given additional time and industry cooperation cost estimators will generally request more detailed data from industry 8

9 FlexFiles Value of FlexFiles 1. Additional insight for cost estimators Insight below WBS reporting level (e.g., control accounts, work packages) CLIN and contractor internal categories that align with FPRAs Helps to trace back to proposal information Time phased by month Other data fields explicitly planned into DID/ data structure E.g., allocation scheme (as necessary), 12 additional contract specific fields 2. Potential efficiencies for industry Less likely to require allocation from internal functional categories to government categories Some mappings/allocation still may be required Less incentive for Government to require lower level in reporting WBS Changes EACs to FACs in attempt to avoid concerns with CCDRs driving EVM effort FlexFiles require data already present in industry s systems that is useful to cost estimators and does so in a way that overall lessens or is neutral to the industry cost to prepare the reports Legacy Reports FlexFiles/Quantity Report CWBS FlexFile 1921 Q 9

10 FlexFiles Industry Submission Process EVMS Accounting ERP Convert Upload Submit Creation Tool FlexFile Data Model Schema Verification Tool Industry Submission FlexFile Short Term: 6 12 months Convert Upload Submit DCARC converts/normalizes industry s raw file into database format (JSON) for CADE ingestion 1. DCARC verifies that all data requirements have been met 2. DCARC iterates with contractor if necessary Once verified by the contractor, DCARC will submit file into CSDR SR for CWIPT validation Optimal Solution: months Contractor converts/normalizes file into database format (JSON) for CADE ingestion 1. CADE Developed Tool 2. Internally Developed Tool 3. Third Party Tool (optimal) CADE developed tool allows the contractor to verify all the data requirements (pre submission) Contractor will submit file into the CSDR SR for CWIPT Validation 10

Review Generate CWIPT Review CADE Database FlexFile SQL DB Submit Review Acceptance Display FlexFile Short Term: 6 12 months Generate CWIPT Review Display System validates submission & generates standardized reports (e.g and flat file) DCARC will provide specialized reports such as the mapping key Legacy validation rules will be applied automatically to reports DCARC will provide guidance on what else to review Analysts will have the ability to download both Legacy reports and flat files from accepted report Optimal Solution: months System generates new reports necessary for validation based on input from implementation period System will apply FlexFile unique validation rules based on input from implementation period Analysts will have the ability to dynamically view FlexFiles before downloading 11

Note how LRIP 2 starts about a year after LRIP 1. Previous CCDRs required separate submissions to get this insight. 21

In Person Sessions Will be holding 6 training events in CY18 21 Feb South (Huntsville, AL) Complete 9, 10 Apr West (SD/LA, CA) 10 May Midwest (Detroit, MI) 30 May, 12 Sep DMV Area 3 Oct North (Boston, MA) 2. Online Learning Learning Management System (LMS): Assists those who may not be able to attend In Person Sessions. Will host all training material and demos. Public Website: Contains all approved documents and policy in addition to user guides and FACADE (academic CADE). 3. Analyst Support Call our office to set up any additional meetings needed to answer questions or to provide feedback. FlexFile Material Team will have a number of different artifacts to train government analysts and industry on the FlexFile initiative.
