Problem The asymmetrical threat of organized crime, gangs, drug cartels and terrorist organizations and natural disasters know no political or geographical boundaries thus secure and trusted horizontal and vertical information sharing has become an imperative for governments in order to prevent, prepare and respond to manmade and natural incidents

What is Fusion? The intake and analysis of disparate information from various data sources into a collaborative environment resulting in the production of actionable intelligence (connecting the dots) disseminated in a timely manner to prevent, prepare and respond to natural or manmade incidents

Fusion Core Solution Vision Develop a referenceable and replicable mission-critical technology architecture for fusion centers that enhances information sharing and security

Fusion Core Solution Objectives Create a collaborative environment for intelligence and information sharing Leverage existing databases and systems to maximize information sharing both internally and externally Create seamless information exchange using NIEM (National Information Exchange Model) to integrate existing systems Develop appropriate security measures to help ensure that access to information is controlled and monitored Integrate people with technology through a senior leader vision, operator analyst driven IT architecture

Operational Concept Field Officers Fusion Center Customers Intake Operations Management Partners Command & Staff Analyze Command Disseminate

Partner Framework Vertical Partners Horizontal Partners Platform

Customer Based Solution 1. Begin with an Envisioning Session What are your Senior Leader fusion center vision and goals and how can Microsoft help? 2. Move to an Architectural Design Session What are your requirements for a fusion center? 3. Initiate a development project: Begin with an operational assessment determine the day to day activities and requirements of your operators and analysts.

Example and Demo Suspicious Activity Reporting The new SAR is near along the Charles River in Boston weeks before the 4 th of July Celebration. The SAR importance is escalated given it s proximity to this event. InfoPath Form Services is used to build the intake form. This technology provides operators with a way to build electronic forms on their own that save their data in XML.
