1 CLERK & COMPTROLLER, PALM BEACH COUNTY CLASS DESCRIPTION CLASSIFICATION TITLE: SUPERVISOR INFORMATION TECHNOLOGY GENERAL DESCRIPTION OF DUTIES Under limited supervision, employees in this classification are responsible for leading and supervising the daily operations of staff in an assigned area within Information Technology. Employees in this classification are responsible for planning, coordinating, supervising, budgeting, and controlling assigned resources to achieve organizational objectives. This position functions as a lead coordinator for the analysis, design, implementation, and maintenance of enterprise software systems. This position serves as a senior technical member for a group of technical staff and is responsible for creating, planning and ensuring timely completion of projects, interacting with users and vendors, and troubleshooting problems. This position operates in an office setting Monday through Friday; however, occasional evening, holiday and weekend hours are required for critical system support and for technical emergencies. This will require reporting to the office or accessing the systems remotely depending on business need. Employees assigned to the Applications area support web and enterprise applications. Position responsibilities dependent of functional area may include PeopleSoft, CMS, Imaging, Court Applications and/or SharePoint/Web applications. Employees assigned to the Infrastructure area are responsible for overseeing and supporting the various aspects of the servers, networks, and database environments. EXAMPLES OF ESSENTIAL FUNCTIONS SPECIFIC DUTIES AND RESPONSIBILITIES The list of essential functions, as outlined herein, is intended to be representative of the tasks performed within this classification. It is not necessarily descriptive of any one position in the class. Provides technical leadership and mentoring to staff to include preparation/conduct of training and development plans Coordinates submission/presentation of status reports to senior management Prioritizes and coordinates projects including cross functional areas; actively participates and/or leads team in the accurate and timely implementation of solutions Rev. 9/2012, 2/2013, 4/2014, 9/2014 Page 1 of 5

2 Consults with management and staff to identify business needs and evaluate system impact; analyzes existing processes or procedures; provides input and suggestions including refining business requirements and alternative approaches Conducts project planning and implementation; prepares and reviews cost benefits and requirements analyses; monitors status of projects in relation to projected timetable; estimates timetable and presents project status updates to management; identifies problem trends and areas for improvement Prepares, completes and/or receives/reviews various forms, reports, correspondence, project plans, user/technical documentation, presentations, or other documents; processes, forwards and/or retains as appropriate Communicates with supervisors, employees, other departments, customers/users, technical personnel, vendors, outside agencies, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems Maintains a working knowledge of a variety of computer operating systems and software programs associated with work activities, which may include word processing, spreadsheet, database, report generation, desktop publishing, presentation, communications, diagnostic, utilities, Internet, and ; maintains working knowledge of computer programs utilized by various Clerk & Comptroller departments Maintains an awareness of new products, technologies, trends, and advances in the profession; reads professional manuals and publications to increase knowledge of computer operations; attends user group meetings, conferences, workshops, and training sessions as appropriate Conducts weekly status meetings with team; prepares and delivers weekly status reports to management Defines and communicates performance measurements and regularly review team members against those metrics Maintains established organizational/departmental productivity standards Monitors all organizational/department related performance and productivity standards for compliance Safely and successfully performs essential job functions consistent with the ADA, FMLA and other federal, state and local standards, including meeting qualitative and/or quantitative productivity standards Maintains reasonably regular, punctual attendance consistent with the ADA, FMLA, other federal, state and local standards and the organization s attendance policies and procedures Comes to work and works the regular schedule and shift for the position Complies with all personnel policies and procedures FUNCTIONS SPECIFIC TO APPLICATIONS AREA Employees assigned to the Applications area perform the essential functions as outlined above, as well as: Acts as technical lead for staff including Systems Analysts; consults with team and assists with complex problem solving Rev. 9/2012, 2/2013, 4/2014, 9/2014 Page 2 of 5

3 Maintains and modifies enterprise software systems to support user needs; analyzes user requirements and defines specifications; plans, recommends, develops, tests and implements solutions and enhancements Serves as a technical resource to system users, providing assistance and support of various enterprise software systems; troubleshoots and/or resolves questions and problems Researches, coordinates, and performs/applies upgrades, bundles, patches and fixes to existing hardware and software applications; monitors applications for efficiency and performance Produces and executes test plans and test scripts; analyzes output, and ensures modifications are made as necessary to meet objectives Defines, creates, modifies and tests electronic interfaces between applications and/or systems Performs system security functions Develops user and technical documentation; writes and maintains records, reports and documentation on systems and software specifications and configuration Evaluates new technologies and methods in relation to existing systems; develops recommendations, based on best business practices that provide alternatives, costs and time frames; presents findings and recommendations to management Assists with disaster recovery planning and readiness implementation Communicates with hardware/software vendors; provides information concerning contracts, problems, new products, or other issues; acts as liaison between management and vendors FUNCTIONS SPECIFIC TO INFRASTRUCTURE AREA Employees assigned to the Infrastructure area perform the essential functions as outlined above, as well as: Assists Director Information Technology with planning, developing, and implementing hardware and software solutions in a 24/7/365 support environment that maximize the availability of mission critical systems for the user community Performs capacity and resource planning; assists in the evaluation of computing resources to ensure effective and efficient use; recommends additional resource capacity where/when necessary to ensure optimum systems performance Develops and implements backup and recovery strategies to protect the Clerk s data assets to include disaster recovery procedures; ensures integrity of all backup operations; ensures backup related problems are resolved as quickly as possible and backup tapes are sent off site daily Assists with the development and implementation of security policies, practices, and procedures to ensure the Clerk s computing resources are protected from unauthorized access and malicious attacks Rev. 9/2012, 2/2013, 4/2014, 9/2014 Page 3 of 5

4 Supervises the implementation and enforcement of system change control policies/processes; ensures significant changes are documented in administration log as a permanent record; reviews log entries of the staff to ensure the thorough and accurate record of changes Assists with development and implementation of help desk policies such as asset management, customer service and request for service tracking as it relates to Infrastructure Schedules and maintains an on call rotation Develops and implements Service Level Agreements surrounding support services Recommends technical and business proposals for management consideration; defines functional/technical specifications for network and computing resources; researches, evaluates, and recommends new hardware and software technologies Develops tier support; provides third tier problem determination/resolution as it relates to IT Infrastructure issues Reviews/utilizes measurement data to evaluate the Infrastructure department s performance in meeting established goals and milestones; works with Director to plan and implement initiatives in support of the organization s vision, mission, and values MARGINAL FUNCTIONS While the following tasks are necessary for the work of the unit, they are not an essential part of the purpose of this position and may also be performed by other unit members. Provides customer service using multilingual skills as the need arises, if applicable Performs related duties as directed MINIMUM TRAINING AND EXPERIENCE Bachelor s degree in Computer Science, Information Technology or related field, supplemented by five (5) years of recent and relevant experience that demonstrates a progression of responsibility; or an equivalent combination of education, training and experience. ADA COMPLIANCE Physical Ability: Tasks involve the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5 10 pounds). Tasks may involve extended periods of time at a keyboard or work station. Sensory Requirements: Some tasks require visual perception and discrimination. Some tasks require oral communications ability. Environmental Factors: Tasks are regularly performed without exposure to adverse environmental conditions.
