4 Objectives Overview Support and contribute to the Orange Button initiative. To act as a catalyst for accelerating the adoption and implementation of free and open standards, like XBRL and FIBO, for machine readable data interoperability to enable data analytics innovation that will make solar more bankable, reduce burdens on construction of energy and transportation projects and accelerate the implementation of efficiencies for rebuilding after disasters. By expanding the XBRL taxonomy by identifying Forms and Applications that contain as many commonly used data fields as possible for building the nation s energy infrastructure, from concept though construction and to ongoing operations, so the data fields can be clearly defined and then incorporated into the XBRL taxonomy. By synergizing the data sets with other data standards maintained by trade associations and contributed license free for multi-industry data interoperability. By incorporating data interoperability with industry standardized competing electronic surety bond providers (Surety2000, SurePath, BondPro Nationwide Multistate Licensing System and Registry) for transitioning to secure electronic bonds, and eliminating the practice of burdensome and inefficient manually prepared and manually administered paper bonds that waste thousands of hours every day and generate millions in financial exposures due to potential errors in manually completing the paper forms. To contribute to a significantly expanded and synergized XBRL taxonomy for a more productive final stage of the Orange Button, where NREL and kwh Analytics will be developing the repository and data translation resources for stakeholders. To provide one or more free shareware programs on the Salesforce App Exchange with simple and basic data exchange functionality that acts as a catalyst and cost effective running start for stakeholders to adopt and implement B2B data interoperability where the XBRL/FIBO data exchange is tightly controlled, with the option of exploiting NREL and other DOE resources for broader connectivity and collaboration. To have those shareware applications provide free tools and resources to public and private entities for significantly improving the administration of energy and transportation construction projects by reducing burdens and increasing innovation in data analytics to improve financial markets underwriting and enable improved risk management for more competitive terms and conditions. In the short term; to accelerate achieving objectives so that we can contribute to the urgent need in the gulf and Caribbean islands to undertake a massive rebuilding effort as quickly, efficiently and cost effectively as possible. In the longer term: to show our gulf states, Puerto Rico and other Caribbean islands how to reduce risk for better financing, and get qualified solar installation companies and EPCs to rebuild the grid with hardened DG solar and utility scale solar and wind. Add energy storage to smooth intermittency and fossil fuel generators as backups. Make the gulf states and Caribbean islands a showcase of the modern grid, reboot the local economies and turn them into a launch pad for well trained energy experts who can go help other places as this continues to happen around the globe.

5 Overview Problem The number of legacy systems that have inconsistent data field definitions makes it impossible to implement data interoperability with confidence in the quality and reliability of the data being apples to apples. Problem What data is comprised in the exchange of data is not well defined Problem XBRL and FIBO are only viable if they are widely adopted, which is a chicken and egg scenario The high cost of miscalculation regarding which standards to adopt is a barrier to any standards adoption. Problem Exchanging data has cyber risk that needs to be addressed before going forward. Problem The chicken and egg scenario Solution The government recognized machine readable data standards, like XBRL and FIBO, provide quality and reliability for the data being apples to apples. Solution The initial Forms and Applications that are commonly used are being converted to XBRL data sets, with their data field elements incorporated into XBRL taxonomy and FIBO Solution A free shareware application that can import/export XBRL and FIBO data sets that stakeholders can download and modify will significantly reduce the cost of implementation with a guarantee of compatibility and data interoperability with all other stakeholders Solution Collaborators and participants are working closely with Cyber experts and government agencies to make sure data exchange polices and procedures align with, and are under the national US cyber strategy. Solution This Hack-a-thon will provide all stakeholders in the supply chain with formally adopted Data Sets and with their respective data fields incorporated into the XBRL taxonomy to system developers can confidently develop data interoperability, including the option to leverage the free shareware for data interoperability capability.

11 Forms and Applications as Data Sets Data interoperability starts with agreed data definitions and attributes for each data element so that every data exchange is apples to apples, and that each data set that is being exchanged also has mutually understood set of individual data fields. Applications and pre-qualifications that seek company profile information often request the exact same data to some level. Contracts, and the resulting insurance, surety and financing associated with the contract likewise use the exact same data, and while each respective use and processing of the data will vary, and each system may perform different functions with the data, so long as the data exchange is apples to apples each system can rely on the agreed XBRL data definitions and attributes for each data element. Identifying the various forms and applications, followed by identifying the data fields that are common, and those that are unique, allow system developers to incorporate their import and export functionality confident their data exchange quality and reliability is quarantined. By identifying all the data elements required by the group of forms and applications, any data elements not in currently in XBRL, or not already part of the Orange Button Review Process, can be considered for adding to the XBRL taxonomy during the Orange Button Review process. By having all the data elements of the identified group of applications and forms in XBRL, then systems can transition from manually exchanging the printed forms and/or applications to importing and exporting the XBRL data elements as data sets confident the information expected is the information received.
