2 Primary Goal To create a web based database that would effectively and efficiently manage the life cycle of illegal sign cases.

3 Technology A web-based application -uses industry standard products including: Microsoft.NET Framework (v4 SP1), Microsoft Visual Studio 2010, ASP.NET Microsoft Access 2007 Microsoft Server 2008 R2 Internet Information Server 7.5, AJAX.

5 Workflow overview New report of illegal signs reported in D.O.V.E. Each step or task assignment associated with workflow is triggered by the status change of the record. Each status change triggers an notification to the person responsible for the next phase of the workflow until the illegal sign is brought into compliance.

6 Process Driven Workflow Illegal Sign posted and entered in D.O.V.E. by Inspector. Alert triggers a message to Compliance Officer. Compliance Officer issues written Notice of Violation with removal cost via D.O.V.E. 30 Days later unless sign removed, status change alerts Inspector to post Warning Notice. Removal Invoice generated.

22 Revenue and Time Savings Eliminated central data entry. Improved communication associated with processing new cases. Since implementing the project, FDOT has reduced the time associated with each illegal sign by approximately 4 hours of work per sign. As of 07/19/2012, 769 signs were processed resulting in 481 potential administrative hearing cases being resolved. The program has saved over 3,076 work hours and approximately $46,000. Because Department staff designed, programmed and implemented D.O.V.E.-No extra funds were utilized for this project. Paper use has been reduced to two printed notices which are mailed to the sign and property owners. The electronic document storage system of this module has eliminated the need for paper files.

23 Benefits Realized by Agency Inspectors and consultants spend less time on administrative duties related to compliance issues. Their time is more productively utilized patrolling their regions and educating sign owners about outdoor advertising regulations. Consultants who conduct inventory are able to report unpermitted signs immediately. Data is live and immediately available for the appropriate regulatory action. Usage of valuable memory space for transactions is no longer necessary as information is uploaded directly to the database. Information and reporting of data is readily available allowing staff to have instant detailed and statistical information regarding the progress of enforcement cases. The public is able to easily report unpermitted signs in their community and track the enforcement process with the assistance of an ODA representative.

24 FDOT Step-up Plan Consistent Predictable Repeatable

25 Ability of other states to use D.O.V.E D.O.V.E. uses industry standard products so it can be adopted by other states with modifications to incorporate their specific work processes and regulations. The project would require a developer familiar with Microsoft.NET framework application development.
