1 Contest Period Reinstatement Requests - New York Accounts (Update 5) Impacts New York Upon implementation of National Fuel s new billing system, manual processing of Contest Period Reinstatement Requests will be eliminated and replaced with an automated process. Currently, provided that the customer has given authorization, Incumbent ESCOs may submit requests to cancel a customer s pending switch to another ESCO by submitting a fill-in PDF form to the Company. Under the new system, ESCOs should submit such requests using an 814 EDI Drop ( 814D ) Contest Period Reinstatement Request transaction 1 with the code CHA in the REF Reference Identification (Drop Reason and Initiating Party) segment. The reinstatement request enrollment forms will be retired and removed from the GTOP 2 when the new billing system is implemented. A successful Contest Period Reinstatement Request will result in the following: Cancellation of the pending enrollment to the other ESCO. Cancellation of the 814D Drop for the Incumbent ESCO. An 814R EDI Reinstatement Request transaction being sent to the Incumbent ESCO. Historically, National Fuel has accepted the CHA code on ESCO initiated 814D Drops, but when the new billing system is implemented, when there is no pending enrollment with another ESCO, transactions with this code will be ignored. 2 EDI Matters To submit a Contest Period Reinstatement Request, ESCOs should submit an 814 EDI Drop ( 814D ) Contest Period Reinstatement Request transaction with the code CHA in the REF Reference Identification (Drop Reason and Initiating Party) segment. 3 Web File (non-edi) Matters While the Company does not provide for submission of Contest Period Reinstatement Requests via the web site, three files (hereinafter, web files ) are provided 4 that may be used to verify customer enrollment status and thereby, status of a reinstatement request. These web files are accessible from the Supplier / Customer Download Files link on the Services For Marketers, Producers & Suppliers web page at: 4 Some web files may not be ready at go-live. 7 Frequently Asked Questions (FAQs) 1) Will the Incumbent ESCO need to provide a specific code in the 814D Contest Period Reinstatement Request transaction? Yes the ESCO should send an 814D request with the code CHA in the REF Reference Identification (Drop Reason and Initiating Party) segment. 2) Will National Fuel continue to support manual processing of Contest Period Reinstatement Requests using its GTOP forms? No the form will be retired and removed from the GTOP. 3) Will National Fuel continue to accept the CHA code in the REF Reference Identification (Drop Reason and Initiating Party) segment for ESCO initiated 814D Drops when there is no pending enrollment with another ESCO? No ESCOs should use the B38 code in the REF Reference Identification (Drop Reason and Initiating Party) segment for ESCO initiated 814D Drops. If there is no pending enrollment with another ESCO, transactions using the CHA code in the REF Reference Identification (Drop Reason and Initiating Party) segment for ESCO initiated 814D Drops will be ignored. 4) Can a pending ESCO that loses a pending enrollment for a customer ( former pending ESCO ) to the Incumbent ESCO submit a Contest Period Reinstatement Requests to restore the pending enrollment? No the former pending ESCO will be blocked by the first-in rule from submitting another 814 EDI Enrollment ( 814E ) transaction for the remainder of the customer s billing cycle. The former pending ESCO can submit an 814E to enroll the customer at the next regularly scheduled switching date. 5) How does an ESCO find out if its Contest Period Reinstatement Requests was accepted? The Incumbent ESCO will receive an 814R EDI Reinstatement Request transaction. Additionally, the Company provides 3 web files that may be used by the ESCO/ESCO to verify a customer s enrollment status. 8 6) Generally, can ESCOs submit Last-In enrollments for a New York customer accounts? No New York enrollments are processed according to the first-in rule which blocks 814E transactions from other ESCOs for the remainder of the customer s billing cycle. 7) Suppose an ESCO has received an 814 EDI Drop ( 814D Drop ) from National Fuel because the customer has a pending switch to another ESCO, but after speaking with the customer, the current ESCO has determined that the customer no longer wants to switch to the other ESCO. Can the current ESCO submit a Last-In 814E in this case (as it would for a Pennsylvania customer)? No in NY all 814Es are treated as first-in. 8) Since Last-In enrollments will not be accepted for New York customers, is there any way other than a Contest Period Reinstatement Request that the customer can continue service with their current ESCO? There are two other ways the customer can continue service with their current ESCO. The customer should contact the pending ESCO to get them to cancel the pending enrollment. As a last resort, the customer may contact the Company before the customer s scheduled switching date to the pending ESCO. 9) Can NGSs submit 814D Contest Period Reinstatement Request transactions for Pennsylvania accounts? No the 814D Contest Period Reinstatement Request transactions is only available for National Fuel s New York service territory. In Pennsylvania, the Last-In rule is used to retain existing customers who no longer wish to switch to another NGS. 10) Will National Fuel require the B38 code in the REF Reference Identification (Drop Reason and Initiating Party) segment for ESCO initiated 814D Drops or will the A13 code still be accepted? While the Company prefers that the B38 code be used, the A13 will continue to be supported. The primary objective is to discontinue use of the CHA code in the REF Reference Identification (Drop Reason and Initiating Party) segment for ESCO initiated 814D Drops. 11) Suppose an ESCO customer receives the 10-day letter indicating a switch to another ESCO and contacts the Company to rescind (nullify or cancel) an enrollment request during the pending stage without first contacting their current ESCO (the Incumbent ESCO ). Will this be handled as a Contest Period Reinstatement Request? If not, please clarify how the Incumbent ESCO will be notified. 8 Contest Period Reinstatement Requests - New York Accounts - November 6, 2015

9 This would not be a Contest Period Reinstatement Request; the Incumbent ESCO would not be in a position of knowledge of the customer s intention even though it would have received a pending Drop. Presuming that the customer has notified the Company prior to the switch date, the Incumbent ESCO will receive an 814R Reinstatement transaction and service will be continuously maintained. Simultaneously, the 814D Drop would be cancelled. Also, the other ESCO gets an 814D to cancel the pending enrollment. 12) Suppose an ESCO customer sends an 814D to drop a customer. If an ESCO decides that it no longer wishes to drop the customers, will the procedure to rescind the drop change under the new billing system? Should the ESCO submit a Contest Period Reinstatement Request? As is the case with the current system, under the new system if an ESCO has submitted an 814D for a customer, an 814E will cancel (rescind) the 814D provided that another ESCO has not submitted an 814E for the same customer. A Contest Period Reinstatement Period Request would not be necessary and would be ignored. If another ESCO has submitted an 814E, the Incumbent ESCO s 814E would be rejected. In this instance, based upon consultation with and consent of the customer, the Incumbent ESCO could submit a Contest Period Reinstatement Request. 13) A customer, currently served by ESCO A (the Incumbent ESCO), receives a 10 day letter indicating a switch to ESCO B (the Pending ESCO). The customer doesn't want to switch and contacts ESCO who agrees to cancel the switch. Which EDI transaction should ESCO B send? An 814D with a CHA? How is ESCO A notified that they ll be retaining the customer? ESCO B should send an 814D with either a B38 or A13 code (not a CHA). This will cancel the pending 814E for ESCO B. ESCO A, which has received a pending Drop (814D), will receive an Reinstatement Transaction (814R) which will cancel the 814D. 9 Contest Period Reinstatement Requests - New York Accounts - November 6, 2015
