3 1 INTRODUCTION This document describes the process for Engineering Service Providers applying for consideration under Manitoba Infrastructure (MI), Prequalified Service Provider Registry for use with MI s Service Provider Procedure. The goal of the Procedure and its associated Registry is to ensure the effective and efficient selection of Engineering Service Providers that are capable of delivering quality services. This instructional document does not supersede any information contained in the Services Procurement Procedure. It is intended as an additional tool available to Engineering Service Providers in the completion of their prequalification applications. 2 DEPARTMENT CONTACT INFORMATION The establishment of MI s Registry and the administration of the rests with the Engineering Services Contract Engineer in MI s Contract Services Branch. The Service Providers listed in the Registry as well as additions, revisions and deletions are considered for engineering assignments under the various Categories of Work. Page 1 of 6

4 3.1 Prequalification Application Contents Engineering Service Providers registering for the first time shall submit to MI a prequalification application package. This package will consist of the Forms included in Appendix A of the Services Procurement Procedure. The number of Forms submitted will depend on the number of Categories of Work the Engineering Service Provider is applying for prequalification and the number of required staff included in each Category of Work. Forms A1 and A2 are to be used as the cover sheets for the Engineering Service Provider s overall prequalification application. Only one copy of each is required for the entire prequalification application. For each Category of Work the Engineering Service Provider submits for prequalification, individual application packages should be assembled that contain Forms A3 A7. For each Category of Work, only one copy of Forms A3, A4 and A7 are required. The number of copies of Forms A5 and A6 required will depend on the prequalification requirements listed under the Category of Work. Sample Prequalification Application The Winnipeg office of ABC Inc. wishes to apply for prequalification under four Categories of Work: o Highway Planning and Design Branch: Detailed Design High Complexity Roadway and Detailed Design Low Complexity Roadway o Water Control and Structures: Detailed Design Major Structures and Detailed Design Minor Structures As noted on Form A2, prequalification under a high complexity Category of Work will automatically prequalify the Applying Office for the lower complexity Category of Work. Thus, the Winnipeg office of ABC Inc. only needs to submit two application packages within their overall prequalification application (Detailed Design High Complexity Roadway and Detailed Design Major Structures). However, ABC Inc. must indicate on Form A2 their desire to be registered for the minor Categories of Work (i.e. Detailed Design Low Complexity Roadway and Detailed Design Minor Structures). The Applying Office needs to submit only one copy of Form A1 and Form A2. The application package for Detailed Design High Complexity Roadway should consist of the following as a minimum: Page 2 of 6

5 o Form A3 one copy o Form A4 one copy o Form A5 two copies, one for each Professional Engineer o Form A6 one copy o Form A7 one copy The application package for Detailed Design Major Structures should consist of the following as a minimum: o Form A3 one copy o Form A4 one copy o Form A5 three copies, one for each Professional Engineer o Form A6 not applicable o Form A7 one copy Each Category of Work application package will be reviewed by individual teams within MI, and thus each Category of Work, should be a separate and complete application (Forms A3 A7). Please do not bind all your applications together. Rather, submit your cover letter and Forms A1 and A2 as one package and each Category of Work prequalification application (Forms A3 A7) as separate packages. Prequalification will be based on the application information submitted by the Engineering Service Providers and past performance. The Department may deny prequalification to Engineering Service Providers with inadequate documentation of Category of Work requirements or unsatisfactory past performance. 4 FREQUENTLY ASKED QUESTIONS Which forms in Appendix A of the Procedure for the Procurement of Engineering Services does my office have to submit to be considered for prequalification? Appendix A contains seven forms (Form A1 Form A7). All seven Forms must be submitted to be considered for prequalification. If my office is applying for prequalification in multiple Categories of Work, how many copies of each form in Appendix A are required? Only one copy of Form A1 and Form A2 are required, regardless of how many Categories of Work the Engineering Service Provider is applying for prequalification under. For each Category of Work the Engineering Service Provider is applying for prequalification, separate copies of Form A3 through Form A7 are required. Page 3 of 6

6 Can my company s Winnipeg office and Edmonton office both apply for prequalification in the same Category of Work? Yes. As noted in Section 3 of the Procedure for the Procurement of Engineering Services, engineering firms with multiple office locations may register more than one office in the same Category of Work. Each office will be required to submit a complete prequalification package (Forms A1 A7) as appropriate for the Categories of Work they are seeking prequalification under. If my office doesn t have the minimum number of staff as listed under Requirements of the Professional Staff within the Applying Office, can we include an individual from another office (but still within our company)? Under some Categories of Work (e.g. Detailed Design Major Structures) professionals from outside the Applying Office may be utilized for the purposes of prequalification. The individual Categories of Work identify the staffing levels required. Under most Categories of Work, all professionals are expected to be located within the Applying Office. What does registered in the Province of Manitoba mean in all the Categories of Work? Registered in the Province of Manitoba means that the Professional Engineer and/or the Certified Engineering Technician / Technologist has obtained the necessary credentials from the appropriate provincial body (Engineers and Geoscientists of Manitoba (EG) and Certified Technicians and Technologists Association of Manitoba (CTTAM)) to legally practice in the Province of Manitoba. Some Categories of Work require prequalification in other Categories of Work. How will my office s prequalification application be evaluated in these situations? Categories of Work such as Preliminary Design Major Structures require that the Applying Office be prequalified in additional Categories of Work outside the primary Category (i.e. Concrete Detailed Condition Surveys - Level III Inspections, Hydrologic and Hydraulic Assignments and Geotechnical Investigation and Design Structure Foundations). Under these situations, the Applying Office must successfully demonstrate that all prequalification requirements have been met in all applicable Categories of Work. Do we have to list the computer programs our office utilizes? If the Category of Work you are applying for prequalification under specifically identifies a computer program (MicroStation, Microsoft Word, Microsoft Excel, etc), then yes, your application should clearly indicate on Form A7 the applying office has this software. MI does not however, need the applying office to list every software package it utilizes. Page 4 of 6

7 Where should my prequalification application package be sent? All prequalification application packages should be sent to MI s Head Office at the following address: Manitoba Infrastructure Attn: Engineering Services Contract Engineer Garry Street Winnipeg, Manitoba R3C 3P3 Canada MIT-ContractServices@gov.mb.ca When is the deadline for new prequalification application packages or revised submissions? Prequalification application packages and revisions are reviewed on an ongoing basis. The length of time to review can vary but generally is complete within 90 days. A notification will be sent to the applying office when the registration or revision process is complete. 5 CONSIDERATION OF APPLICATIONS RECEIVED All prequalification applications received will be reviewed by the owner of the Category of Work (e.g. Water Control and Structures will review the Detailed Design Major Structures applications). Only information contained in the prequalification application plus past performance (if applicable) will be considered for qualification to the registry and subsequent ranking. If an Engineering Service Provider fails to satisfy any of the requirements listed under the various Categories of Work, their application for prequalification will be denied. As such, the Department encourages all interested Engineering Service Providers to ensure their application is complete and addresses all requirements related to professional staff and the Applying Office. 6 MAINTENANCE OF THE REGISTRY The Registry will be updated periodically and posted to the Contract Services website as follows: Engineering Service Providers are encouraged to submit updates to the prequalification packages when appropriate as the evaluation of team members listed in a request for proposal will be compared to the team members listed in the registration submission. 8 7 NOTIFICATION OF PREQUALIFICATION All Engineering Service Providers that submit prequalification applications or revisions will be notified in writing as to which Categories of Work MI granted prequalification for as well as the Categories of Work that were not granted prequalification for. If prequalification is not granted, revisions to correct deficiencies may be subsequently submitted. Page 6 of 6
