3 Executive summary By May 2011 the 27 EU member states are obligated to transpose the revised EU telecoms rules into national laws. It is expected that (although not mandatory yet) many telecom providers will have the actual renewed number porting procedures implemented until this time. EU Telecom operators have one year plus the time allowed by individual EU nations to implement a local number portability solution that conforms to the revised EU telecoms rules. HYS Enterprise is a global consultancy working on projects with large telecom players (T-Mobile, KPN, Vodafone and others) specializing in cross country number portability solutions. This whitepaper describes the problem and a solution ready to be implemented by HYS Enterprise. Background Old EU telecoms rules require Member States to ensure that all telephone subscribers can retain their phone number no matter which phone operator they are using, for both fixed and mobile phone services, and is described in Directive 2002/22/EC of the European Parliament and of the Council of 7 March 2002 on universal service and users rights relating to electronic communications networks and services (Universal Service Directive). The revised EU telecoms rules adopted in November 2009 and to be fully legislated for all EU members by May 2011 foresee stricter rules on number portability and require that consumers must be able to change their phone operator within one working day while keeping their number (for some countries it is 13 times faster than currently implemented). On average across the EU, it currently takes 4.1 days for a mobile number and 6.5 days for a fixed number to switch operators while keeping the same number. The challenge for Poland telecom operators is that NP implementations should relay on not ended implementation of CDB from the Polish regulator.

4 Problem assessment Urgent Implementation required Polish Regulator plans to complete the CDB development till , all Polish telecom operators have low timeframe to implement functional solution. Also it is expected to have problems while implementing the EU directive. This is related to loose NP porting times in the past and ongoing learning processes during which bugs and deviations from regulators instructions are expected. These conditions call for good diagnostic tools to reduce and tightly control integration times. Porting processes overview Port In a number owned by another operator is ported to HYS Client. HYS Client initiates this process. Port Out a number owned by HYS Client is ported to another operator. The other operator is the initiator. Port Across a number owned by another operator is ported to a third operator. HYS Client initiates this process. Port Across a number owned by HYS Client is ported from another operator to a third operator. The other Operator is the initiator. Give Back a number owned by another operator is not needed by HYS Client anymore and hence ported back. HYS Client initiates this process. Receive Back - a number owned by HYS Client is not needed anymore by the other operator and hence ported back. The other operator is the initiator.

5 For ranges of numbers the operator has to be able to handle updates of: Geographical numbers Mobile numbers Service numbers (including tariffs) (Not shown) management of call number blocks (RNB) These processes originate at (and update data in) the applications within HYS Client landscape, namely: CRM Capacity Management Billing Provisioning of Network Switches Mediations and Rating Interconnect Billing IXBS HYS experience Based on our experience in implementation, delivery and support of telecom software components for Number Portability functionality in EU according to national porting process standards, HYS Enterprise has implemented solutions in 3 different EU countries that satisfy recent EU regulations (DIRECTIVE 2009/136/EC) in the following relevant areas: Article 30, 47: "NP process should be implemented with the minimum delay, so that the number is functionally activated within one working day and the user does not experience a loss of service lasting longer than one working day. (Current solutions enable a porting subscriber to get full services within 30 minutes after deactivation on donor side in Malta, 2 hours in Netherlands and 30 minutes in Ireland.) Article 30, 47: Addresses necessity to minimize risks of unauthorized porting. The national porting implementations make provision for a message exchange between recipient and donor operators as well as validation procedures to make sure that a porting request is properly authorized before commitment. Article 4: Addresses concerns of processing and data securing the message. Exchange between porting operators is accomplished via a secure encrypted transport channel (VPN or SSL). Proposed solution Overview HYS Enterprise can implement and integrate solution for all of NP processes and achieve maximum productivity and cost effectiveness; create operation center to monitor local affiliates porting processes quality metrics and escalate problems. Solution As stated in the chapter Problem overview, Operators should quickly response to the low and market changes. HYS enterprise can provide solution to reach the goal. 6 Operator benefits Other then compliance to the revised EU telecoms rules, by implementing the HYS solution Operator will benefit from: 1) Benefit: Decreasing operational costs. This can be achieved by automatic handling; reducing people intervention. By having a number of front-end business value applications on top of the NP gateway database and API. a. NP trouble-ticket system: front-end GUI for the affiliate to manage tickets related to porting problems. b. Alerts system: automatic alerts generator ( s, trouble-tickets) and delivery system, used to automatically start escalation procedures based on the configurable prioritization system to handle porting issues on time. c. Porting monitoring dashboard: web page with live statistical information about major KPI related to porting performance and quality. d. Porting manager front-end: web application that allows NP desk teams to view and troubleshoot specific porting order irrespective of the affiliate that the order belongs to. Porting manager seamlessly integrated with the trouble-ticket system which allows easily create trouble-tickets and deliver to the affiliate team. e. Porting reports: statistical and KPI reports that provide visual and textual view on the overall quality and performance of the porting process across all affiliates and Operator-wide.
