2 GLOBAL EXPRESSION OF INTEREST EOI DOCUMENT FOR THE JOB -- MAINTENANCE & INSPECTION (M&I) TURNAROUND OF PROCESS UNITS (FCCU / DHDS / CDU AND ALLIED UNITS) AT BPCL - MUMBAI REFINERY (MR) 1.0 Bharat Petroleum Corporation Limited (BPCL) is a fortune 500 oil refining, exploration and marketing PSU in India with Navratna status. 2.0 BPCL - Mumbai Refinery (MR) is planning for a major Maintenance and Inspection (M&I) Turnaround of FLUID CATALYTIC CRACKING UNIT (FCCU) / HIGH VACUUM UNIT (HVU)/ HEAVY CRUDE PROCESSING UNIT (HCPU)/ DE-HYDRO DE-SULPHURISATION UNIT (DHDS) along with its allied units tentatively in November BPCL is exploring options to execute the job as a single Package including preshutdown activities, decommissioning assistance (catalyst unloading/ loading, passivation etc.), procurement (short delivery items/ consumables), construction (turnaround maintenance activities including specialized cleaning, decoking and commissioning) covering the process units as per details below. 4.0 Description of Units and Facilities : Sr. No. REFINERY BLOCK CAPACTIY TECHNOLOGY COMMISSIONED IN 1 Fluid Catalytic Cracking Unit (FCCU) / High Vacuum Unit (HVU) & allied units 2 Heavy Crude Processing Unit (HCPU) 2500 MTPD / 4800 MTPD UOP 2.5 MMTPA Open Art [Engineers India Limited (EIL ) ] Mar-85 Sep-91 3 DHDS UNIT 6000 MT/D UOP Jun-97 4 Hydrogen Generation Unit 45 TPD Haldor Topsoe Jun-97 A.S. 5 Amine Regeneration 6 Sour Water Stripping Unit(s) EIL / Delta Hudson 7 Sulphur Recovery Unit (SRU) 2x45 MT/D Jun-97 Page 2 of 7

3 Tentative list of major equipments in above units include FCC RRS Unit - 1 no. CO Boiler - 1 no. Heaters - 5 nos. Columns - 28 nos. Vessels / Reactors / Tanks nos. Heat Exchangers / AFCs nos. Steam Generators / WHBs - 7 nos. Ejectors - 20 nos. Relief Valves nos. Cooling Towers (JCW) Associated process piping loops, cooling water circuit, rundown piping, process valves and cooling water valves etc. 5.0 Turn around job schedule : The tentatively planned milestone dates for these jobs are as follows: 1. Issue of Prequalification bid & Invitation to bid : May Award of Contract : September Start of Turnaround : November 2013 The total duration of turnaround shall be of approx. 26 days (Feed out to Feed in) and time period for completion of turnaround jobs under package contract shall be approx. 18 Engineering Days. 6.0 BPCL (MR) invites Expression of Interest (EOI) from competent Indian/ Foreign vendors with sound technical expertise and financial capabilities. The interested vendors should support their EOI with documents and company profiles, in sufficient details, to allow for initial appraisal of capabilities to perform the work outlined. 7.0 Vendors submitting the EOI must fulfill the following criteria; i. Experience for execution of at least two (2) nos. M&I turnaround jobs in process plants i.e. Refinery or Petrochemicals or Fertilizers industries on package basis or Conventional basis (Domestic/ International experience shall be mentioned) ii. Vendor should have executed at least one Project/Revamp/Maintenance job in Petroleum Refinery or Petrochemical/ Fertilizer complex of minimum value Rs. 25 Crores or 5 Million USD on quarterly basis. 4 iii. Vendor shall submit purchase order copies with scope of work and order value in support of the executed jobs mentioned above. 8.0 Contact persons:- Shri. No id: 9.0 Vendors shall submit the following documents /information along with EOI. a. Company profile indicating organization structure of bidding entity, with details of organization such as Organogram, resources, manpower, key personnel, registrations/ approvals etc in support of capability b. Audited Profit and Loss account and Balance sheet for three (3) preceding financial years (and/ or its joint ventures/ consortium partner s wherever applicable). c. Annual turnover of last three (3) preceding financial years. d. Vendors to submit Purchase order copies with scope of work and order value in support of the executed jobs as per above clause including completion certificate for planned/ actual completion schedule and awarded/ executed contract value for above jobs. Early completion bonus, if any, received by the vendors for jobs shall be highlighted. e. If the Vendor is a subsidiary of a parent company and if financial support of the parent company is declared by the Vendor, then the financial figures and experience of parent company shall be considered for evaluation. f. Vendor to indicate maximum value of works carried out in the last 5 years. g. List of contracts presently under execution with relevant contract value and present state of completion with schedule thereof. h. The Vendor should provide information regarding any current litigation, if any, in which the Vendor is involved. Page 4 of 7

Vendors wishing to participate as a part of a joint venture / consortium with another company must declare this fact in their EOI, specifying name(s) of the joint ventures/ consortium partners, structure of a joint venture / consortium and their willingness to participate. NOTE: For the purpose of clauses above, financial year (FY) will be Year Ending 31st March or as followed by the vendor. Further, for vendors who have not finalized their books of account for the latest FY, evaluation of these criteria would be done for the latest financial year(s) for which books of account has been finalized Special Conditions : i) The contract package will be on a fixed price (Lumpsum) and schedule of rates (SOR) basis. There will be only one contract package involving all the units and time for execution of the contract work(s) will be the essence of the contract. ii) iii) iv) Interested Vendors should note that EOI process shall not lead to short listing of Vendors for issue of formal Tender for the above mentioned turnaround jobs. BPCL will not be responsible for any costs or expenses incurred by interested vendors in connection with the preparation and delivery of their EOI. All costs and expenses will be the sole responsibility of the interested vendors. Telex / telegraphic / tele-fax responses are not acceptable. However, vendors can send their responses/ documents by to any of the contact persons mentioned above. We request the vendors to send the responses with mail sizes of less than 5 MB per mail. v) No correspondence or communication in this regard will be entertained after the due date. Determination of capability to execute the turnaround work will be assessed solely on the responses received from the interested vendors and subsequent clarifications, if any, sought by BPCL. vi) Vendors shall submit all relevant documents of their proven track records and satisfactory performance by giving detailed reference ( address/ contact details) of end user(s). Owner shall have the right to obtain feedback directly from any or all end user(s) about performance of the system installed at their location. vii) The Vendor shall not be on the Holiday List of BPCL/Any other PSU or government Organization in India and shall submit the declaration for the same as per Annexure I. 7 In the case of a Proprietary Concern: ANNEXURE - I PROFORMA OF DECLARATION OF HOLIDAY LISTING I hereby declare that neither I in the name of my Proprietary concern M/s. which is submitting the accompanying Bid / Tender nor any other concern in which I am a proprietor nor in any partnership firm in which I am involved as a Managing Partner have been placed on holiday list declared by Bharat Petroleum Corporation Limited or its Administrative Ministry or any other Indian Government Public Sector Undertaking, except as indicated below: (Here given particulars of holiday listing and in absence thereof state NIL ).
