1 ORANGE COUNTY WATER DISTRICT Ward Street Fountain Valley, California ADDENDUM NO. 2 TO REQUEST FOR PROPOSALS FOR OCWD Physical Access Control System Replacement and Video Monitoring Upgrades Services THE VENDOR SHALL EXECUTE THE CERTIFICATION AT THE END OF THIS ADDENDUM AND SHALL ATTACH IT TO THE PROPOSAL SUBMITTED. The following revisions/clarifications/deletions are made to the Request for Proposal Documents: OCWD Physical Access Control System/Video Monitoring System Addendum #2 Clarifications 1. Identify concerned areas on Santiago Drawings Main entry gate, culverts leading to creek, area around pump house, and area leading to pump station and entire pipeline from pump to pump house. 2. Provide Santiago As-Built drawings 3. Will there be LD s after schedule is set? No. 4. What is the extent of anticipated communication between PACS and security system? 5. Would it be possible to request pictures of each of the new reader/door locations to show what type of door is going to receive the electrified locking hardware and auto-open specifications per the RFP Details? 6. Would it be possible to request a satellite snap shot of the OCWD Santiago Basin that could provide indication where 110V power is available? This will help identify the power infrastructure for camera connectivity. 7. Can you provide a door & hardware schedule for the new access control doors being install? 8. Can the district provide a picture of an existing single door module or specific part number? 9. Can you please provide a picture of an Access Control Module (showing the wiring/termination) with the enclosure open? 10. Do you have the model number and count of the existing Siemens Access Control Modules that are in the field? Provide clarification on your system s interaction between security systems and other building systems such as access control, alarm system, etc. Can the Video system verify and record a person s entrance into a critical area? Existing equipment is not necessarily manufactured by Siemens. The model numbers and counts of existing Access Control Modules can are shown in the additional as-built drawings included with Addendum #2. Page 1 of 8

2 11. Are CAD drawings available for the awarded vendor to all campuses/facilities? If no CAD s of certain facilities will clean PDF documents be provided to the awarded vendor? 12. Will the Owner provide AutoCad drawings for the production of the required "as-built" drawings? 13. If not, can we assume that your team will be accountable for creating a list of users, access control levels, naming of all access doors (so they make sense to your team)? 14. Also, do you want the security vendor to include project management and technical support labor to program all ~300+ users or would you delegate an OCWD member to perform this database creation (with the training/assistance of security vendor)? 15. Currently you identify that you have readers on the following: 94 single doors, 13 double doors, and 6 gates. Is it possible to identify how many readers are on each existing Siemens Access Control Module and how many ACM exist? 16. Per pre-bid meeting I recall it being indicated that all PoE Switches for IP Cameras should be furnished by Security Vendor; please confirm. 17. Typically we exclude any necessary underground conduits can we assume this will be acceptable? 18. Would it be acceptable to exclude any necessary conduits in hard-lid areas, or penetrations through fire rated walls? 19. Please confirm that S2 Security will be approved as an equal: Would it be possible to provide a more clearly defined VMS scope pertaining to Fountain Valley (FHQ) and Anaheim (La Palma)? OCWD will provide Cad files to the selected Vendor. However, OCWD cannot guarantee quality and availability of as-built drawings for all facilities. Vendor will be accountable for creating a list of users, access control levels, and naming of all access doors with assistance from OCWD. Vendor will be responsible for programming all users. Existing equipment is not necessarily manufactured by Siemens. Please see additional as-built drawings provided with Addendum #2. The Vendor may be required to install underground conduits at the Santiago Basin facility to accommodate its design. OCWD does not anticipate any underground conduits being required at the Fountain Valley and/or FHQ facilities. System needs to be turn-key, and all necessary conduits need to be included. This may include. Fire rated wall penetrations may be necessary. OCWD cannot approve specific vendors at this time. Please assure that S2 Security s system is, in fact, equal to systems contained in the RFP and include any documentation of this equality in the proposal. Please refer to the original RFP. As an additional clarification, the only camera work required by this RFP includes: 1. Add cameras as the Vendor proposes at Santiago. 2. Integrate 5 existing cameras located in the main hallway at OCWD s Administration Building. 21. Are surveillance cameras required at FHQ? No, however the VMS system must include functionality to add cameras at any location at a future date. 22. The RFP discusses 5 existing analog cameras This RFP includes integrating 5 existing cameras located but the drawings show many more cameras in the main hallway of the OCWD Administration Building. what amount of analog cameras are we to reuse in the system? building perimeter is not included in this Integrating the cameras around the parking lot, plant, and RFP. 3 23. Are all current cameras Analog utilizing Coax and 18/2 for power? If so, we will assume that new CAT6 needs to be pulled to all camera locations. 24. Is the current VMS cameras analog or IP Yes, current hallway cameras are analog utilizing coax. The existing cameras that will be integrated with the VMS at OCWD s Administration building are analog. cameras? 25. Camera counts would be helpful. Five existing cameras in the OCWD Administration Building will be integrated to the VMS as part of this contract. All other cameras, with the exception of the cameras at Santiago, will not be integrated with the VMS at this time. All other camera systems will remain functional in their current configuration upon completion of this contract. 26. With the removal and replacement of the new VMS, how many cameras will need to be replaced due to poor functionality. 27. If cameras are not functioning, can you provide us with a list of what cameras that aren't operational. 28. We understand that Santiago Basin will be design build so camera locations are up to us to determine. 29. Will the new System reside on the same communication backbone as the existing System? 30. Will the system reside on OCWD closed network and or on the existing network? 31. Please provide acceptable Manufacturer and Model description for the new Security Lighting System at the Santiago Facility. 32. Does the Owner currently have a Service Supplier for the ADA Operators? Please provide contact information: 33. If the Owner wishes to standardize on equipment, please provide manufacturer of the existing ADA Operators. 34. Is CAT6 your current standard for network devices? 35. Is the warranty 12 months or 2 years, see Warranty statement Section 1.4 Paragraph A & B. 36. SOFTWARE - Confirm Manufacturer warranty 36 months for COTS/12months field hardware & installation contractor parts and labor 2 years? 37. Looking over the existing Access Control specs, is the access control separated from Fire Detection? If yes, what are the plans for the fire detection once its removed from the communication loop? None of the cameras will require replacement at this time. None of the cameras will require replacement at this time. The new PACS and VMS will communicate via a VLAN on OCWD s business network. See above. Contractor shall recommend equipment based upon design and equipment functionality. No. OCWD does not have a standardized list of equipment for ADA operators. However, a photograph of the operator nameplate from the existing door is included with Addendum #2. Cat5e, Cat6e Entire PACS and VMS shall be warranted for two years from date of completion. 4 38. Will IP scheme be provided to us by IT or does that need to be provided by vendor? 39. Please provide the manufacturer and model number of locking devices for the new access controlled doors. 40. Will vendor be responsible for enrollment of employees or will this be taken care of by owner after training? 41. Any specs on card reader? Do you want card reader to be uniform with existing card reader onsite? 42. What is the recording requirement for the VMS? How many days? Frame Rate? Continuous or Motion? IP scheme be provided by OCWD IT. This will be recommended by Vendor. Vendor is responsible for all programming, including users. 43. Should we use 30 Days recording as the baseline storage requirement? 44. Will a Raid system be require for the VMS? Raid system is preferred. 45. Note requests the addition of 10 single doors and 2 double doors. The plans identify a total of 23 new doors. Please clarify counts. New card readers shall be uniform and compatible with existing EST/HID card readers on site. The recording requirement for the VMS is to physical hard disk. It is for 30 days minimum. Frame rate is 15 frames per second. Must be continuous unless motion detection is sensitive enough to guarantee detection of a man-sized object within the detection area. Yes The locations to add new doors are located at the OCWD Administration Building and OCWD Laboratory only. These doors are annotated on the drawings in red. Please disregard any notes referencing new or proposed improvements that are native to the as-built drawings. 46. When will a site walk be arranged for FHQ? Additional site walk(s) are not planned. Additional As- 47. Can a second site walk be scheduled to walk the remaining buildings, exterior camera locations and sub-contractors for ADA compliant auto-open operator door locations etc.? 48. The plans indicate the addition of access controls for the vehicular gate at FHQ. Is the gate currently automated? 49. Has the District standardized the type of Automatic Gate Operators used for all access gates? Please provide make and manufacturer. 50. If a gate operator is needed will a battery backup system be required? 51. Will the gate require the same configuration as the gates at the Admin Facility? Including a long range reader, intercom, remote control, etc? 52. Note specifies the replacement of Card Readers at all existing Gates to accommodate a 25 foot read range. How many vehicles would use these gates? Built drawings are included with Addendum #2. Exterior cameras are not included in the scope of the RFP. Photos of the doors to be automated are included with Addendum #2. The gate that is shown to receive access controls is currently automated. OCWD has not standardized gate operators. There are not any new operators required as part of this RFP. New gate operator system is not needed. The gate will require long range reader. The remainder of the system is existing and will remain in place. The number of vehicles should not be applicable. We intend for the gates to operate using the employees access cards. The intent is that a driver can drive up to a reader that is up to 6 feet away from the passenger side of the vehicle and use the driver s employee badge from the driver s seat of the vehicle to open the gate. 5 53. What does the integration between VMS & access consist of? Ex: alarms triggering camera pull up? Yes, alarms triggering camera pull-up and time stamping so that an alarm can be indexed with video, and video can be searched by alarm occurrence. 54. Are all doors functioning properly? 55. Do you require local servers at each site? No, OCWD requires one main server appliance for PACS and separately, one main server appliance for VMS to be located in the OCWD Administration Building server room. 56. Is there a new due date for this RFP? Please see Addendum #1 57. We would like to request an extension of the bid date to 12/11/2015 in order to properly review the provided documents, schedule additional site walk and complete design. 58. It was mentioned that the bid 11/18/2015 would be extended, hopefully this is correct, as a design build project of this type would be better served if we had more time, please clarify! Can we get a copy of the current PACS report? PACS reports are unavailable at this time. 61. SOFTWARE - Will OCWD provide a copy of the Database is.mdb. existing cardholder database? If so, what format and what data is provided, i.e. first name, last name, access level, access groups, time codes, other data? 62. Can the current user database be exported? See above. 63. How many PC s will we provide for client work Expectation is that staff will use their existing workstation stations? 64. Can you provide clarification on how many clients needed? 65. SOFTWARE - How many client seats are requested for the PACS system? 66. How many badge clients will be required for this project? 67. SOFTWARE - How many client seats are requested for the VMS system? 68. SOFTWARE - Is the existing badge art work available as a file? If so, what format? to access the PACS/VMS. From RFP: The PACS shall provide single software based license key that resides on each enterprise PACS Appliance to control licensed features and/or components. The PACS Appliance shall support a minimum of 10 concurrent client connections. See above. 500 minimum badge clients and expandable. Similar to the PACS system, the VMS interface shall be web-based and utilize a single software license that resides on the enterprise VMS Appliance. The VMS system shall support a minimum of 10 concurrent client connections. The existing artwork is created by a third party program. The new PACS system shall include a program or functionality to produce badge artwork. Vendor will be required to reproduce the existing badge artwork in the new PACS system. Page 5 of 8

6 69. SOFTWARE - Knowing that the RFP is looking for software that is expandable, is OCWD looking for an expected card reader license quantity above the 128 reader count? 70. SOFTWARE - Confirming OCWD expects reader license expansion to be capable without software upgrades? 71. Network - Can OCWD provide a network drop at each building? 72. Network- Is OCWD's intent not to have to provide network drops at each door? 73. Santiago - Confirming 3-6MPS network bandwidth? 74. Santiago - What are the high temp levels expected within the pump house and cabinets. 75. Can you identify which buildings could possibly require evening or weekend work. 76. Please confirm that a badge printer is required? 77. Should a badge printer with all necessary badge printing accessories (print ribbons, cleaning kit, camera, etc ) be included in this proposal? If so, should this badge printer be integrated with the PACS (note, this typically comes with an increased cost)? 78. Badge printer - Is the new badge printer requested single sided or dual? 79. If a badge printer is required will this be a single sided or double sided printer? 80. Badge printer - what are the present printer ribbon models used? 81. Can the district provide door schedule for new door locations? 82. Vehicle gate readers - Is it OCWD's intent to leave the existing readers and supplement with new long range units. 83. Vehicle gate readers - Is OCWD looking for personnel cards or vehicle tags for the long range read request? 84. RFP states in scope of work section Fountain Valley and Anaheim Facilities bullet #4 Replace existing card readers for auto-open drive gate sensing up to 25 feet away from reader on all existing controller drive gates this was discussed at the project walk through meeting and district advised that this requirement would only require sensing from 2 feet. Please clarify? Yes (installation expected by mid-december 2015 High temp above 115 degree in the summer. OCWD and MWDOC Administration buildings and OCWD s Water Quality Laboratory. Yes, please incorporate single sided badge printer with the PACS system. Single sided. See above. Printer model number is include in the information provided with Addendum #2. 7 87. Please confirm that a C10 license is acceptable for this project? 88. Since we only walked one of the buildings at the Fountain Valley site are we to assume that there is sufficient ceiling accessibility for new cable pathways and installation? 89. Please confirm that all gates, gate openers, conduit and goosenecks for card readers are existing and provided by others? 90. Please confirm that the existing fiber at all MDF/IDF locations is multi mode and termination is SC connectors and that all locations have sufficient spare fibers to accommodate connectivity for this installation. 91. Please confirm that an NVR storage device can be installed at the Santiago Basin Facility? 92. The specification requires training for 30 Employees. Will this be a single training at one location? 93. The specification requires that the VMS camera shall provide the ability for an operator to visually identify a face or read a license plate out to at least 100 in all lighting conditions in real-time or from recorded video. Please advise how wide of a shot you require at these locations? 94. Power backup for 3 hours is required is this for ALL cameras and systems? 95. If not all cameras are to be re-used will we replace the balance of the cameras? 96. The RFP references integration with third party security panels, what make and model are the security panels. 97. Do the existing gates require new or reuse existing keypads & connection of existing card readers? 98. The drawings show intercom at the gate locations, are these to be integrated? If so, what make and model are the intercoms? 99. Are we to assume all MDF/IDF location have sufficient rack space and wall mount space available for new equipment? 100. Drawing dated 04/08 references a specification for access control systems. Is a copy of this specification available? Class B and/or appropriate Class C license will be acceptable. All operators for gates are existing, and all proposed automated gates are currently automated. Any modifications to support proposed card readers/controllers will be the responsibility of the Vendor Should be ST connectors May have limitations due to heat in the Santiago Basin facility. System must have secondary physical protection fitted to prevent tampering. Training format will be determined by Vendor. At critical areas, such as the pump house, the idea is to provide 360 degrees of coverage. In other areas, such as the main gate, the coverage must include the gate and its immediate surrounds. This is in addition to the requirement to read a license plate or identify a face. The ability to provide this coverage will dictate the number/type of cameras required at these locations. All cameras, detection systems and storage/communications are required. Security spotlighting or other systems if possible. Only new cameras are the cameras specified by the Vendor at the Santiago Basin site. The system will not need to integrate with existing security panels. However, the system must be compatible with and capable of integrating with multiple manufacturers panels. The Vendor will determine if existing keypads and card readers can be used and comply with the requirments of this RFP. Airphone This will depend on how large the new equipment is.
