1. Introduction 3

SEDIF Founded in 1923 to produce and deliver drinking water SEDIF today : Covers 149 town located on the suburbs of Paris Supplies 4 millions customers (almost 40% of Ile de France) Produces 255 millions m3/yr ( m3 distributed/day) Main Assets : 3 water treatment plants on rivers Seine, Marne, Oise (Choisy-le-Roi, Neuilly-sur-Marne, Méry-sur-Oise) 49 pumping station (relay plants) 65 tanks 38 chlorination stations kilometres of pipes 4

SEDIF : Structure Organisation and its Partner Veolia The Committee is made of representatives from 149 municipalities Gathers 3 times/yr Elects a President (Andre SANTINI) and 11 Vice-presidents (The Board) Makes decisions with regard to : The price of water: 1.41 HT/m³ (january 2011) Budgetary allocations (2011) Investments scheduled : 190 M /yr Operation and maintenance : 360 M /yr SEDIF Supervision as owner of of utilities operator makes : 100 investments employees Operator : 1,600 employees Decided an operating contract with Veolia Water Veolia Eau d Ile de France is the operator in charge of: Production and distribution Monitoring and maintenance Controlling water quality Customer service 5

Context In June 2010, SEDIF, the water authority for the Greater Paris area, renewed its trust in Veolia Water to manage its drinking water production and distribution service. This contract, awarded after a highly competitive tender process lasting 14 months, is particularly remarkable in terms of the solutions and organization that will be implemented to ensure service of exemplary quality. A single monitoring and operations center, ServO, will take control of risk and customer response management. Third-generation Téléo remote meter reading will be rolled out over a five year period. Customer relations will be stepped up with services tailored to the various categories of users coupled with extensive consultation with them. A brand, Clario, will be created to ensure a clearer identification of the new relationship between the public service and its customers. Following its proposal, which was based on responsible ambition and useful innovation, Veolia Water will also be implementing water traceability, based on the food and beverage industry model, in order to guarantee customers are able to monitor the sanitary quality of their water at all times. 6

Goals Reducing consumption of electricity: Operational instrumentation and optimization (of plants, networks and buildings) 6% by 2020 Consumption of Energy from Renewable Sources: Purchase of renewable energy (green) certificates for industrial energy supplies and fitting of solar panels for office needs Transportation: biofuels / electric vehicles Reduction in CO2 emissions 33% by 2020 Initiative to reduce consumption and substitute energy from renewable sources Purcahses of chemicals - green chemicals Construction/maintenance works - responsible site practices 100% from 2013 onwards Certification: to French NF standard or ISO

2. Approach 8

Many Smart Innovations Many SMART innovations linked to a major innovation in our information system ServO, the water supply control center (treatment plants, supply network, customer response, etc.): a single location for a single service RES ECHO to monitor the Leaks on the network QUALIO and Total Traceability of water (cf. Shanghai World Expo pilot) TELEO, the third-generation remote meter-reading solution. Deployment within 5 years (up to 90,000 meters per year). Modification proposal accepted by SEDIF on May 21, 2010: third-party provision All achievements take place in the ServO project to implement an efficient operational management & because ServO is the information system to perform the water services management 9 7

The way : an Unique Tools (ServO) to agregate all Data Under the new contract with the SEDIF, Veolia Water Ile-de-France launched a major transformation program to centrally control all of the service in real time seamlessly with the delegating authority (SEDIF ): ServO is this project The implementation of the program is based: Centralized management processes Produce Distribute Manage the quality of the water, Manage risks, Manage customer relationships, Risk Reporting Produce To create cross between processes Distribution Water Quality Customer Relationship A computer tools to control these processes in real time with automatic rules 9

Requirements Scalability Management of large volumes of data Real-time Processing of Data High availability architecture 7/24 User Specification Unify Scada / Unify Monitoring / Reporting / Unify screens real time Achieve rapid solutions by iterative cycles Use a simple tool to focus on functional issues Access data real-time service with a deep history To provide data in several playback modes (Excel, file, web applications, enterprise portal) mobility Reduce impacts related to change management Technical Specification Interoperability (open connectivity standards) Security in accordance with ISO standards Performance (acquisition, restitution) Complete reversibility: source code available Open API / SDK available Continuous Monitoring / Continuous Improvement / Real-time Decision Making 12

3. Architecture 12

Our Architecture (ServO) like an Enterprise Infrastructure for management of realtime data and events The servo system incorporating industry standards to make them available to the entire company Product Empirics Innovation Empirics Stock Value Process Engineering Accounting R & D Limits Consistency Money Costs Earnings Quality COLLABORATION Finance Stability Reproducibility Automation Executive Business KPI Everybody works with the same Information Rules Tools Process Operation IT Environment Purchase Maintenance Availability Performance Security Stock Capacity Deliveries Price Availability Performance Security Health Government Regulation 4- Continuous Improvement Across the whole Enterprise 3- Real-time Decision Making One version of Truth PI SYSTEM REAL-TIME INFRASTRUCTURE FOR THE ENTERPRISE 2- Coninuous Monitoring Past Present - Future AVAILABILITY PERFORMANCE SECURITY 1- Integration Platform Vertical & Horizontal 13

4. Achievement

ServO : Scada to Unite Territories The positioning of Pi as enterprise infrastructure allows us to have a SCADA combining our three territories of production and distribution The PI System met the data sources from water supplies, network, customer service, data context for the implementation of the services unified Data is collected real-time data (2'30 / 5/10/15/60 minutes depending on equipment). A single control center for three territories A unique vision for an efficient control For safety of the water supply Creating interactive screens for a real-time monitoring 22

ServO : GIS which Unifies the Water Service Context Watersheds Geological Asset Water Supply Network (Tank, Pipe, etc.) Connections Sensors (leak, water quality,...) & Smart Meter Resources Rivers Potential polluters Resource protection Operation Works Water cut Incidents Measure etc Mix very different data while providing better readability Better understanding of situations Lets also consider synoptic on the whole territory 19

ServO : Tool for The Monitoring and the Optimization Reducing consumption of electricity The plants are monitored. All remote site are also monitored. Energy billing data are also included By comparing the data of hydraulic configuration and energy consumption we identify abuses. The system also allows us to create a baseline for future years Etc 24

ServO : Diagnostic Tool and Decision Support Leak Detection 21 25
