EED Art to implement sub-metering in all countries Building Level: Dec 2015 Feasible Tenant: Mid-2017 (awaiting revised BEIS Feasibility Tool) The restructuring of the global energy systems requires new energy efficiency solutions: Art. 7 introduces a mandatory energy efficiency scheme to ensure that certain energy distributors or retail energy sales companies achieve an energy savings target of 1.5%. Equivalent strategic measures can be counted, e.g. billing information. Art. 9 introduces the installation of individual meters / heat cost allocator for central, district heating and hot water. Art. 10 sets up accurate billing / billing information which is based on actual consumption. Art. 11 sets up consumer protection rules for costs of access to metering and billing information. Costs of installation and billing is passed to the resident as beneficiary. Art. 13 penalties shall ensure that billing is implemented according to actual consumption. Slide 4

9 Data Collection A heat meter is a slave device that calculates the amount of heat is generated and stores the information. To be able to collect the data from the heat meter a separate data collection device will need to be used. There are a number of ways of collecting data from a heat meter:- Pulse M-Bus Modbus Handheld / walkby devices Plug in devices Data is usually collected from the meters on a 30min by 30min basis and delivered to a host portal on a day+1 basis.

10 Data collection types Pulse this is a radio frequency signal that is captured by a pulse collector. Pulses can be unreliable and can be missed. Pulses can be converted to Mbus through a pulse to Mbus converter. Meter bus (Mbus) this is the most common form of communication with heat meters. Two core twisted cable, mbus communication card within the heat meters. Connects into GPRS or TCP/IP modem. Open protocol and cost effective. Easy to add and grow network. Modbus this language is used primarily within building management systems where two way communication is required. This communication is used to control pumps, valves, heating systems and is usually licenced per port with a BMS control system. This system is usually closed protocol.

11 Data collection Types (2) Handheld / walkby devices Handheld devices usually connect to the pulse radio network and can read meters locally to the device. This is usually carried out outside an apartment so as not to disrupt the tenant. The handheld devices can be leased or purchased separate to the data collection equipment. Plug in devices The data collection system is located in a reception area or accessible area and a laptop / computer can be plugged in to download the data rom the heat meters. Software is required to be installed on the laptop / PC that is being connected to the data collection device.
