1 Course Outline Revenue Management Master Class 18th, 19th, 20th November 2015, Moses Mabhida Stadium, Durban 1. Introduction and Background The Course is developed by the ethekwini Finance Department to provide participants with tools on how to manage revenue and sharing lessons learnt over the years. All experts sharing the knowledge are drawn from the Municipality. 2. Who should attend? Finance Officers, Chief Strategy Officers, Revenue Management Officers and practitioners and Councillors involved in Revenue Management at local government. 3. Course aims and objectives: To increase the capacity level of Financial Practitioners to mobilize and manage funds To improve the management of cities through better Revenue Management strategies and practices To impart the necessary tools to assist in improving financial investment and ultimately improving service delivery. 4. Learning objectives Participants on the Course will obtain an understanding on the following: Awareness on the Revenue Collective Systems The ability to implement new Revenue Collection Systems Participants will be able to identify new sources of Revenue The ability to implement a pro- poor Revenue Management Strategy Improved financial risk management strategies 1

2 A Summary of Course s 1 An Overview of the ethekwini approach to City Financial Management The provides an overview of the ethekwini Finances and how the City strategy is translated into action through an integrated budgeting proces This provides participants with practical and operational information on how best to manage City Revenue 2 Enhancing City Credit Worthiness This examines the methodologies for borrowing frameworks This further illustrates how to access debt financing Participants will gain knowledge and an understanding of credit worthiness and how to maintain credit worthiness. 3 Municipal Property Valuations This provides introductory background to Property Valuations The illustrates property valuation processes and system Participants will explore tools on how to collect revenues efficiently. 4 Reliable Metering Systems This explores the City s metering system The demonstrates to participants the mechanisms in- volved in the Metering System The further illustrates the Revenue Collection System through the Metering process. 2

3 5 Municipal Rates and Tariffs This provides a background account of how ethekwini Munici- pality develops and manages rates and tariffs The entails a rationale behind the Municipality s rates and tariff model This illustrates the formula used in developing rates and tariffs The session also shares challenges faced in rates and tariffs development. 6 Municipal Billing Systems and Procedures This provides an in-depth look at the ethekwini Municipality s Billing System This explores future Billing System and how the City had continuously improved the Billing System. 7 7: Revenue Call Centre Management ethekwini Municipality has devel- oped a Revenue Management Call Centre to best address Billing queries by concerned customers This on-site facility allows clients to phone or walk in and have their concerns addressed This focuses on how the Call centre was developed and the ways in which it operates is illustrated This explores the importance of Good Customer Care as well as the role of Customer Ser- vices in Revenue Management This further entails a visit to the Call Centre and to demonstrate how the Call Centre is operated, managed and maintained. 8 8: Credit Control/Value Chain and Processes Apply Credit Control and Debt Collection Policy on sound business principles Conduct credit worthiness checks and assessments of credit risks Exploring the various criteria to assess the credit worthiness of residential, industrial and commercial consumers as well as State institutions 3

4 9 Revenue Clearance This explores innovative mechanisms of Revenue Clearance This further illustrates the manual process versus the new electronic integrated system of Revenue Clearance 10 Pro-Poor Revenue Management Strategies This focuses on the provision of basic services to low income households This explores ethekwini Municipality s approach to dealing with low income households 11 Municipal Financial Risk Register Risk Management is integral for promoting and adhering to Good Governance In this, practitioners will gain a deeper understanding of Good Governance and ultimately entrench this practice in their respective Municipalities 5. Duration of a Course The Course will take place over a period of at least 3 days starting at 08h00 and finishing at 16h Master Class Funding MILE will pay for morning and afternoon teas and all lunches during the Master Class, the cost of the venue, the time for all facilitators and contributors and for all the materials produced for the Course 9.
