2 Overview The NYISO is identifying inconsistencies, ambiguities, and outdated material in the NYISO s Tariffs and proposing amended tariff language to resolve them. This presentation proposes changes to the energy and bilateral transaction provisions of the OATT and Services Tariffs, covering the market rules associated with bidding, scheduling and settlement of energy and bilateral transactions. These proposed changes are primarily ministerial; exceptions requiring software revisions are noted in this presentation. 2

6 Definitions Clarifications: Compensable Overgeneration, Minimum Generation Bid, Normal Upper Operating Limit (UOL N ), Out-of-Merit Generation, Point(s) of Withdrawal, Real-Time Bid New: Real-Time Scheduling Window Defines the timing of the market close for the real-time market. Established to simplify tariff reference to the time period. Removed: Scheduling Differential Defined the threshold economic difference applied to prescheduled transactions to differentiate schedule types 6

7 Pre-Scheduled Transaction Recommending the removal of the capability to schedule transaction in advance of the Day-Ahead Market ( Pre-Schedule ). Pre-Schedule Transaction allows participate to request transmission service in advance of the day-ahead market. Schedule evaluated against available ATC and ramp. Bids assigned the highest economic priority (±$1000) when evaluated in SCUC or RTC. Pre-Scheduled transactions have been utilized on only five occasions since inception (2 rejected, 3 accepted) Last usage in April 2007 (only time since SMD2) Market Participant has indicated they are not likely to use the feature again. 7

8 Pre-Scheduled Transaction Eliminate the ongoing maintenance and support costs of the product. Enhanced Interregional Transaction Coordination will involve a significant overhaul of transaction processing software. Eliminating pre-scheduled transaction will reduce implementation costs and efforts. Does not realistically impede the ability to place the highest economic priority on a transaction bid to ensure schedules are achieved. No incremental functionality available through the use of the product. These tariff amendments comprehensively remove references to the product. 8

10 MST: Article 4 Section 4.4: Real-Time Markets and Schedules Removal of pre-schedule transaction product and bidding priorities; Documentation for use of ISO-Committed Fixed bid mode, use of RTD advisory basepoints as binding basepoints, Posting of Real-Time Schedules; Clarification of market close timing, bid modes and expectations and restriction of ability to increase bid prices on DAM committed energy; Move provisions for bids (4.4.2.B.2) and settlement (4.4.2.E) associated with Bilateral Transactions to 4.5/Attachment B; Move provisions associated with calculation and posting of prices to Attachment B; Ministerial edits, clarifications and revised numbers/references based upon tariff revisions. 10

13 MST: Attachment B Bilateral Transaction Bidding, Scheduling and Curtailment Removal of pre-schedule transaction product and bidding priorities; bid usage in scheduling process(es); Significant revision of section to resolve inconsistencies in description and settlement provision of transmission service scheduling and energy scheduling protocols in support of import, export, wheel-through and internal transactions. Clarification of transmission services available, bidding requirements and nodes, update description of intermittent resources for consistency Removal of provisions for explicit modeling of external generation units Ministerial edits, clarifications and re-arranged order of provisions to improve readability and collect relevant descriptions. Comparable sections in the OATT will be replaced with a reference to these sections. 13

14 MST: Attachment D Data Requirements for LBMP Bidders Propose removal of Attachment D Move bidding requirements and obligations to other relevant sections of tariff Data elements and formats maintained in Market Participant Users Guide (MPUG). 15 MST: Attachment F Temporary Bid Caps Clarify existing bid cap is at or below $ Current pre-scheduling transaction rules limit Pre- Scheduled Transactions to ±$ and external transactions to ±$ Resources limited to ±$ by data base restrictions and bidding field size restrictions. Implementation has been in place since the bid caps were established. With removal of pre-scheduled transactions, all resources will be subject to the same cap of ±$ Remove expiration provisions and initiation provisions. 15

16 OATT: Part II Point-to-Point Transmission Service Removal of pre-schedule transaction product and bidding priorities; Resolved inconsistencies in descriptions for multiple point-of-receipt and point-of-delivery for transmission service. Clarification of terms and conditions, incorporated definition of real-time scheduling window, application requirements, modification of service provisions and lack of internal non-firm service. Ministerial edits and clarifications, resolve references to Network Integration Transmission Service. 16
