4 Update from ReMCoSG Meeting There has been one ReMCoSG held since the last ReMCoWG - 19 th November 2014 Topic Detail Action Item Status Co-ordinated The document has been reviewed by both jurisdictions. A question on the definition of consensus was ReMCoDS to update the Co-ordinated Change Control 123 Strategy document to include the CoBLCR & Co-MMR pre-existing Change Control raised. One of the Supplier Reps interpreted consensus as "majority of stakeholders and not all ". There CER to revert with clarification on what consensus Strategy Document was discussion around this at the Steering group and clarification is required. CER to provide clarification on definition and present to group for agreement. means and if any change in relation to the wording is 130 needed new CER & UR to meet to discuss the Smart Metering Programme and the impact it will have on the coordinated Market 124 closed Smart Metering A meeting had been held between RA's and the outcome was that the detail of the impacts on the coordinated market were still largely unknown (123 closed). Much of the detail will be produced from the detail design workshops taking place between Feb-May A point was made that the changes to the CoBL need to be known as if significant, it may require discussion around the co-ordinated baseline being a sensible vehicle to have in place if the apporach to smart metering diverges between the jurisidtcions significiantly. All CoBL and co-ordinated market impacts need to be understood to gain a full understanding of what ROI smart metering implementation is to mean for NI and co-ordination. This lead to developing action 131. It was highlighted that the project is awaiting RA approval. CER has given approval in principle to the scope of the project; costs would be considered under PR4. NIAUR are determining their position on approval. There was discussion about the stability of TIBCO and the fact that although no significant issues have arisen in the recent past there is no guarantee that there isn't going to be an issue at any point into the near future. The lack of stability also prevents any further development work such as Schema Releases and may impact Programmes like Smart. NIE and NIAUR were to meet to discuss cost recovery and funding approval for the project. 10 Recent work TIBCO Application Monitoring Alerts Successfully implemented on the TIBCO Hub on 19 th October. Capita has contacted Suppliers to confirm the SMPT address and addresses for alerts. Capita have implemented the required changes for all but two MPs (one to complete today) Additional and early TIBCO alerts will benefit the Market and reduce Supplier Outages. 10 esbnetworks.ie

11 Future Plans Outage Dates: 18 th January 8am to 2pm RoI Extranet will not be impacted, suppliers requested not to issue market messages from their back-end billing systems 11 esbnetworks.ie

12 TIBCO Upgrade - Current Status Recommendation is to proceed with Option 2 while also taking account of Suppliers preference to scale EMMAs for Smart Metering as required Expected duration is weeks incorporating MCR 1111: Debt Flagging and MCR 1122: Essential Plant The project is currently suspended while approvals are being sought The RA s and Networks companies are continuing to work together to resolve the outstanding issue of apportionment of upgrade and enhancement costs to the NI and RoI markets The Network Operators will cover their own costs related to the Audit Findings The objective is still to deliver the project in esbnetworks.ie

23 DR 1155 V1.0 Market Design Process Diagrams conversion from ARIS to document format In 2013 a decision was made to exit from ARIS as BPM for Market Design. Project involves converting all Market Documentation from ARIS platform to Visio/Word platform and publishing directly on the RMDS website. The project is being delivered in stages with a new DR for each stage. DR 1155 is for the approval of 9 of the 41 MPDs and all 89 of the Market Messages As these MPDs are being drafted and converted there are some corrections being identified these are highlighted in the DR and also recorded in the History of Changes for each MPD. At Today s Meeting: Classification as RoI Specific at ReMCoWG Recommendation for Approval as a DR and fast track to MCR requested at IGG Retail Market Design Service

24 DR 1156 V1.0 Cancellation Reason Code OS on 111A MM The Issue Cancellation reason code OS is being sent on the 111A. The code is not included in the allowable list of codes for 111A in the MM guide. Cancellation code OS means that the gaining Supplier is cancelling in response to an objection. The appearance of OS on MM 111A can only occur when OS is sent on 011MM after the 10 day objection period has lapsed. The primary cause of this issue is that the Gaining Supplier is not responding to the original Objection message (011 MM) in the allotted objection period time. At least 1 Supplier has validated against this code being received. Receipt of the OS code on the 111A causes issues for the Supplier who have validated against it. Scale of Issue 2, A MM sent March October of these had cancellation reason code OS 6 messages were sent to 3 suppliers none of which failed on their systems 4 messages were sent to one supplier which did fail and resulted in the Losing Supplier being unable to take the customer back after the gaining Supplier had cancelled Retail Market Design Service

25 DR 1156 V1.0 Cancellation Reason Code OS on 111A MM What is proposed in DR 1156 Market Design information is revised to instruct on the non use of Cancellation Reason Code OS on the 011 MM once the 10 day objection period has elapsed. This will prevent it being auto populated on the 111A. It is suggested that one of the other appropriate and allowable cancellation codes are used (such as SE) under these circumstances. Manage validation errors caused by Suppliers receiving 111A MM (where their systems cannot accept them) on a case by case basis in MRSO. Optional A technical solution was investigated. The details of which are in the DR. It is suggested that based on the number of cases identified, that the technical solution is optional for Suppliers. 26 Co-MMR The next Co-MMR is scheduled for Wednesday 11 th February 2015 It will contain various small changes to the CoBL. The changes include Inclusion of all New Supplier IDs currently not populated in the CoBL Non Conformances identified during document use. The new CoBL will versioned at 2.5 All Market Message Implementation guides will be updated to version 2.5 An will be sent to participants on detailing all changes that are to be made to the CoBL. 28 2014 ReMCoDS Customer Satisfaction Survey ReMCoDS has extended the RMDS survey to include a specific ReMCoDS survey. This will aim to generate feedback and suggestions on the Co-ordinated services provided by ReMCoDS. The survey will be issued on 13th February 2015 Return date will be 13th March 2015 All Market Participants are encouraged to respond as we action items arising out of the survey to improve service delivery to the Market.
