1 TENDER SUMMARY Tender Title: Tender Ref: Closing Date: TENDER FOR THE SUPPLY, DELIVERY, CONFIGURATION, INSTALLATION, INTEGRATION, TESTING AND COMMISSIONING, MIGRATION, TRAINING, WARRANTY AND COMPREHENSIVE MAINTENANCE AND SUPPORT FOR TELEKOM MALAYSIA GROUP END TO END CONTRACT LIFECYCLE MANAGEMENT SYSTEM 5 June 2018 (Tuesday) 1. Telekom Malaysia (TM) embarks on transformation and digitilisation of End to End Contract Lifecycle Management in order to support seamless full capabilities on contract management. 2. The objective of this tender is to source End to End Contract Lifecycle Management covers continues activities from request for creation of contract until contract closeout. 3. The scope of this tender are as follow: - a) Professional services for end-to-end implementation of new Proposed Solution; b) Readiness of computing infrastructure for the Proposed Solution with the professional services acquired to perform infrastructure design, configuration and implementation activities; c) Operation and Maintenance for the Proposed Solution, inclusive of Handover, Transfer of Technology and Expertise, operation and Maintenance and Support. DevOps framework shall be adopted to manage the development and operation processes and activities. d) Acquiring product, software, application, user licenses and subscriptions; e) Training to equip and certify TM staff with the capabilities and competencies to support and maintain the Infrastructure, IT Security, Database Solution and System Application for the Proposed Solution. 4. The Proposed Solution shall be based on either of the following model and the tenderer shall choose to respond to either ONE (1) of the following a. On-Premise; OR b. Cloud-Based 5. Tenderer is required to fully comply with the clauses marked as (CRQ) in the Technical Specifications failing which, the Tenderer shall be disqualified from the tender exercise and their tender submission shall be rejected. Approval at document and clause level. f. Workflow functionalities to execute and update rules. Contract Execution - Ability to do digital contract execution via e-signature with an option to manual contract execution. Contract Depository - Ability to deliver centralized contract depository system to place all physical and digital contracts in TM Group with the capabilities of document searching, filing, storing, archiving and dispose. Contract Obligation Management - Ability to do the following: a. create, update, delete information for contract admin. Type

Management and Operational Dashboard - Ability to do the following: Management Dashboard - Ability to provide web-based GUI platform that gives current summary of key information related to the following items at a pre-defined interval which can be downloaded and saved by users. Operational Dashboard - Ability to provide web-based GUI platform that gives current summary of key information related to the following items at a pre-defined interval which can be downloaded and saved by users. STATUS TRACKING The Proposed Solution shall implement contract status tracking and update the status of the contract changes at every functional domain of the end-toend contract lifecycle management. Refer to Appendix B-2 (Contract Status) NOTIFICATION, ALERTS AND ESCALATION The Proposed Solution shall implement notification, alerts and escalation functionality at every functional domain of the end- to- end lifecycle contract management to Users as per defined matrix of notifications, alerts and escalation (time based and authority level) via , mobile and the system. SEARCH FUNCTIONALITY The Proposed Solution shall provide search indexing functionalities to search metadata, contract documents, clauses by using KEYWORDS. UPLOAD DOCUMENTS The Proposed Solution shall provide upload document functionality for following document type at all functional domain of the system: a. Microsoft Office (Word/Excel/Power Point) b. JPEG c. PNG d. PDF ATTACHMENTS The Proposed Solution shall implement enclose attachments functionality in s generated by workflows in the following type of format: a. Microsoft Office (Word/Excel/Power Point) b. JPEG c. PNG d. PDF The Proposed Solution shall be able to convert, transform and format the uploaded document (readable PDF and Microsoft Word) into a line item at clause level in Microsoft Word. The Proposed Solution shall integrate with TM Service Oriented Architecture platform as listed below: a) Oracle SOA Suite ; b) Oracle Service Bus ; c) Oracle Data Integrator 12c. The tenderer shall submit the supporting evidence in the tender submission. The Proposed Solution shall integrate with TM ishields - NetIQ Identity Manager V4.5.4 AE (for single ID). The tenderer shall submit the supporting evidence in the tender submission The Proposed Solution shall integrate with the following system: a. SAP - Customer Master, Vendor Master, Contract Profile and Status. b. CPC2.0 (Oracle UCM) for customer profile extraction. Type

3 No C Description c. MAGNA (ixtools), ICP and NOVA Siebel (Siebel SIA) to receive contract profile. The Proposed Solution shall be deployed on TM Private Cloud environment with the following specifications: a) Operating system: i. Red Hat Enterprise Linux (RHEL) 7.2 and above; OR ii. Microsoft Windows 2016 and above; OR iii. SUSE - Ver 11SP4 & 12 SP1 and above. b) Hardware platform: VMWare ESXi 6.0. c) Database: i. Oracle 12c and above; OR ii. Microsoft SQL Server 2014 and above; OR iii. MariaDB 10 and above. Type C C D.2.2 The tenderer shall submit the supporting evidence in the tender submission The Proposed Solution shall be in compliance to Laws of Malaysia Act Personal Data Protection Act Tenderer shall elaborate on approach taken to ensure compliance. Tenderer may use previous implementation in Malaysia or other countries with equivalent act as a case study and submit in the tender submission. The tenderer shall submit the supporting evidence in the tender submission The Proposed Solution shall have the following certification which protects all of TM s information: a) ISO/IEC certified Information Security Management System (ISMS), AND b) SSAE 16 (SAS/70) compliant AND c) ISO/IEC (Information Security Management System (ISMS) Tenderer shall provide a copy of valid certification in the tender submission. Solution Credentials The Proposed Solution shall have been successfully implemented in at least two (2) projects from 2014 onwards with ALL of the following components: a. Contract Creation and Request; b. Contract Negotiation, Workflow and Approval; c. Contract Execution; d. Contract Depository; e. Contract Obligation Management; f. Contract Closeout; g. Knowledge Bank; h. Management and Operational Dashboard. Tenderer Credential The Tenderer shall have successfully implemented the following solution in one OR combination of projects: a. Implemented from 2014 onwards; b. Implemented the following contract management components: D.2.4 (i) Contract Creation and Request; (ii) Contract Negotiation, Workflow and Approval; (iii) Contract Execution; (iv) Contract Closeout; (v) Contract Depository; (vi) Contract Obligation Management; (vii) Knowledge Bank; (viii) Management and Operational Dashboard.

4 6. The Tenderer shall deposit a sum of RINGGIT MALAYSIA Twenty Thousand Only (RM20,000.00) as a Tender Deposit and to be submitted in the Tender Proposal during Tender Closing Date. TM shall reject any Tender proposal submitted without Tender Deposit or with insufficient Tender Deposit. 7. Presentation and Demonstration: The Tenderer may be required to demonstrate and prove the technical capabilities of all proposed Devices to TM to TM. This will provide an opportunity for the Tenderer to clarify or elaborate on his proposal but it shall in no way change the original Tender submission. The Tenderer shall bring the exact model of the Devices as per proposal for the demonstration session. The Tenderer shall be given at least one (1) week notice prior to the presentation and demonstration session. The Tenderer shall be required to demonstrate on certain capabilities or areas of which further clarification is required by TM based on compliance statement by the Tenderer.
