5 Building One City 100% Online DOB NOW is an interactive, web-based portal that will enable building owners, design professionals, filing representatives, and licensees to do all business with DOB online, including: Submit applications Make payments Schedule appointments Check the status of an application Pull permits Make renewals 5

6 DOB NOW at-a-glance DOB NOW: Build will include job filings, permits, Certificates of Occupancy, Post Approval Amendments, Corrections, Withdrawals, Superseding, After Hour Variances, and Letters of Completion. DOB NOW: Inspections is the new name for Inspection Ready. All current functionality remains the same for online scheduling, tracking, and notifications as well as enforcement and development inspections. DOB NOW: Licensing will allow for online exam filing, issuance, and renewal for Licensees. DOB NOW: Safety includes all compliance filings such as facades, boilers, and elevators. 6

7 Impact on Customers Better Customer Service Increased Access to Information Greater Transparency Customers are able to submit DOB NOW: Build job filings and DOB NOW: Safety compliance filings online for work types live in DOB NOW, which is more convenient than having to travel to a DOB office. Customers can view real-time information on job filings and compliance filings for work types live in DOB NOW in one place online: the DOB NOW Public Portal. DOB NOW will make construction in the city more transparent for residents and building owners. Improved Processing Moving from paper-based to digital makes it easier for DOB to review applications and process them. 7

11 EWN Process shown in subsequent slides DOB NOW: Build LAA Filing Process LAA applications will be filed online and permit will be issued instantaneously upon successful submission. Steps to submit LAA filing in DOB NOW: 1. Applicant creates initial LAA request via DOB NOW: BUILD 2. Applicant Provides Location Information: File as: or or 3. Choose Item 4. Enter Additional Information - Quantity of Fixtures - Make/Model of equipment - Replacement/New Installation/ Rearrangement/etc. - Any supporting documents 5. Pay Fees, Complete Attestations 6. Lock the application and resolve violations (if any) User will have to resolve any open work without permit violations for the location (BIN) prior to submitting the LAA application. 7. Submit LAA get LAA permit Expiration Date of LAA Based on the earliest of the following dates: Expiration of Insurances General Liability Workers Compensation Disability or 12 months from issuance date of LAA Permit or Expiration date of Licensee s License DRAFT For Discussion Purposes Only 11

12 LAA Criteria LAA s can be Self-Certified or inspected by DOB - Exception: Gas in Manhattan cannot be Self-certified A New Installation of an Oil Boiler/Burner cannot be filed as LAA must be filed via PW1 LAA renewals will be performed using DOB NOW: BUILD Withdrawal/Supersede functionality of LAA stakeholders will be handled in DOB NOW: BUILD After the final inspection occurs, the applicant will have to request signoff for each permit in DOB NOW Inspections. 13 LAA Post Approval Amendments (PAA) During PAA - editable elements on the LAA filing: - Building Type - Project Cost - Scope Once a LAA Signoff is initiated, PAA s are no longer allowed on the LAA Submit LAA Request This is editable as long as the changes made do not change the Category (i.e. from 1 2, vice versa) Request LAA Signoff PAA not allowed LAA Signoff Received and Recorded DRAFT For Discussion Purposes Only 13

14 Emergency Work Notifications (EWN) All EWN notifications are obtained online via DOB NOW Any licensee can file EWN: or or Upon filing an EWN, an Applicant must file a LAA within 2 business days If no LAA is filed within 2 business days, the EWN becomes expired After EWN expires, Applicant can either: 1.
