4 OVERVIEW This document outlines the information you need to know about new or improved functionality in Oracle HCM Release 11. Each section includes a brief description of the feature, the steps you need to take to enable or begin using the feature, any tips or considerations that you should keep in mind, and the resources available to help you. Oracle HCM Cloud release documents are delivered in five functional groupings: Suggested Readings for all HCM Products: HCM Cloud Common Features (This document pertains to all HCM applications. 6 LEAVE MANAGEMENT ABSENCE MANAGEMENT Oracle Fusion Absence Management is a configurable and flexible global solution that enables organizations to manage absences of their workforce. The framework provides ability to define both complex and diverse absence plans. It integrates with the Fusion Global Payroll Cloud Service and Fusion Time and Labor Cloud Service products and provides dedicated work areas for the roles of Administrator and Employees. Extract absence data for use with third-party payroll providers. PROVIDE ADDITIONAL FLEXIBILITY FOR ACCRUAL CALCULATIONS Using the Global Absence Accrual Matrix fast formula, you can now define the hours worked to determine the paid time eligible workers accrue over the course of an accrual term. STEPS TO ENABLE To enable the accrual rate, use the Accrual Formula choice list in the Create or Edit Absence Plan page, Accruals tab to associate the appropriate formula with the absence plan. Select the Accrual Formula from the Choice List KEY RESOURCES For additional information, open Oracle Help Center and view the following guide Oracle Fusion HCM Global Absences Fast Formula Reference Guide. VIEW ACCRUED ENTITLEMENTS View current, historic, and projected accrual details at different points in the worker's history. To view accrued entitlements: In the Person Management work area, select the worker whose entitlements you want to view. Click Manage Absence Records to open the Manage Absences and Entitlements page. In the Plan Participation section Accrual Plans subsection, click the accrual plan for which you want to view details to open the Accrual Plan Balance dialog box. 6

7 View Absence Details by Changing the Balance Calculation Date Change the Balance Calculation Date to view the details of current, past or future-dated absences. The details displayed in the Summary and Details tab change according to the selected date. STEPS TO ENABLE There are no steps necessary to enable this feature. VIEW QUALIFIED ENTITLEMENTS View current, historic, and projected qualified entitlements at different points in the worker's history. To view qualified entitlements: 1. In the Person Management work area, select the worker whose entitlements you want to view. 2. Click Manage Absence Records to open the Manage Absences and Entitlements page. 3. In the Plan Participation section Qualification Plans subsection, select the As-of-Date. View entitlements for that date in the absence plan row. You can change the As-of-Date to view past or future-dated absences. The fields change accordingly in the qualification plan row to display entitlements for the selected date. 7

8 View Absence Details by Changing the As-of Date STEPS TO ENABLE There are no steps necessary to enable this feature. PROVIDE ROLLING FORWARD PERIODS FOR QUALIFICATION PLANS Absence Management now provides the option to track plan entitlements under a rolling forward period definition. A rolling forward period calculates the start date from the first date a worker's absence begins and calculates the end date by adding the term duration to the start date. Example: If the term duration is 365 days and the absence start date is 10 Feb, then the end date will be 09 Feb of the following year. The rolling forward option evaluates absences between this start date and end date to track plan entitlements for that period. STEPS TO ENABLE To use the rolling forward option: 1. In the Absence Administration work area, click Manage Absence Plans to open the Manage Absence Plans page. 2. On the Search Results section toolbar, click Create to open the Create Absence Plan dialog box. 3. In the Plan Type field, select Qualification. 4. Click Continue. 5. On the Create Absence Plan page Plan Attributes tab Plan Term section, select Rolling Forward as the type. 8

9 Rolling Forward Plan Term Type for Qualification Plans NEW ATTRIBUTES FOR CALCULATION OF QUALIFIED ENTITLEMENTS When creating a qualification plan, you can now use the absence type and absence reason attributes and reference them in matrix-based calculations of entitlements. To use these attributes: 1. In the Absence Administration work area, click Manage Absence Plans to open the Manage Absence Plans page. 2. On the Search Results section toolbar, click Create to open the Create Absence Plan dialog box. 3. In the Plan Type field, select Qualification. 4. Click Continue. 5. On the Create Absence Plan page Plan Attributes tab, enter the required fields. 6. Select the Entitlements tab. 7. In the Qualification Band Matrix section, click Add to enter a new row. 9

11 STEPS TO ENABLE There are no steps necessary to enable this feature. ENHANCED ACCRUAL CALCULATIONS PROCESS The Calculate Accruals and Balances process contains improvements to reduce processing time. The new Changes Since Last Run field enables you to process only those worker records that have undergone any of the following changes: Assignment changes since last run Payroll events since last run Changes Since Last Run Field Assignment changes since last run: The process calculates the accrual balance for workers whose assignment record last updated date is later than the last scheduled run. Example: The last scheduled run was on January 1 and you update a worker s assignment on January 2. If you schedule the process again on January 3 and select Assignment changes since last run, it generates the updated accrual balance for the worker. Payroll events since last run: The process calculates the accrual balance for workers whose payroll records have changed since the last scheduled run. Example: During payroll processing, corrections may be required after the payroll calculation has completed. A worker schedules five days absence on January 25 and you run the process on January 26. Due to an emergency, the worker returns to work on January 29, after an absence of four days. The worker updates the absence record to reflect an absence of four days instead of five. Oracle Fusion Global Payroll allows you to make corrections to the worker s reported time. If you schedule the process again on February 1 and select Payroll events since last run, it generates the updated accrual balance for the worker. You can make corrections for several workers and then select Payroll events since last run to process all changed payroll records. 11

12 Administrators can also withdraw accruals and balances if they ran the accrual process by mistake and want to correct any errors when calculating or updating the plan balance. 13 STEPS TO ENABLE If you use the predefined reference roles, then no steps are necessary to enable this feature. Otherwise, you must assign relevant security privileges to your roles to enable this feature. See Role Information (below) for details. ROLE INFORMATION If you are not using the predefined reference roles, then you need to add security privileges to relevant job roles to use this feature. This table identifies the required privilege and suggests target job roles. You can add the privileges to different roles if you prefer. See the Upgrade Guide for Oracle HCM Cloud Applications Security (My Oracle Support document ID ) for instructions on implementing new features in existing roles. Function Security Privilege Name and Code Roll Back Last Absence Accrual Run ANC_ ROLL_BACK_LAST_ABSENCE_ACCRUAL_RUN Job Role Human Resource Specialist Human Capital Management Application Administrator ABSENCE RECORD DURATION OVERRIDE You can now configure an absence type that uses hours as the unit of measure to override the start and end time of a particular absent day. This override feature allows workers to schedule an absence outside their availability hours. When a worker schedules an absence, Absence Management assesses the work schedule, and the number of hours for that day reflects automatically on the absence request screen. A work schedule determines the times when a worker is available and unavailable for work based on the defined daily working hours for a worker. The override feature allows you to modify this defined daily duration to more than the availability hours when scheduling an absence. This is useful in cases where workers are working variable hours and the employer does not want to change the work schedule. You can use the advanced absence entry page to override the automatically calculated absence duration. Configure Duration in Advanced Mode 13

14 STEPS TO ENABLE To enable the override daily duration rule: 1. In the Absence Administration work area, click Manage Absence Types. 2. On the Create Absence Type page, click Display Features. 3. In the Dates and Duration section, select Enabled in the Override daily duration row. Override Daily Duration ENHANCED ACCRUAL PLAN DURATION CALCULATIONS You can now use the actual absence start and end dates as input values (IV_ABS_START_DATE and IV_ABS_END_DATE) for the Global Absence Plan Duration fast formula. Previously, it had only the daily start and end dates. STEPS TO ENABLE To use the actual absence start and end dates in validation rules, select the Conversion Formula from the list in the Create or Edit Absence Plan page, Plan Attributes tab to associate the appropriate formula with the absence plan. This is currently available only for plans for which the Unit of Measure (UoM) is Days or Hours. 14

15 Conversion Formula ABSENCE SUPPORT FOR GERMANY Oracle Fusion Absence Management supports the following Germany-specific features and functionality: ABSENCE ACCRUAL: VACATION Set up absence plans and types for the vacation absence type based on different legal rules for the annual leave, leave for the heavily disabled persons, special leave, and unpaid leave. Easily configure vacation rules either based on the law or on a tariff or company agreement. Use accrual fast formula s to calculate the vacation entitlement while considering different person groups, part-time employment or hires and terminations. 16 TIME AND LABOR TIME AND LABOR Oracle Fusion Time and Labor is a comprehensive, easy to use, rules-based time recording and management system. The calendar-based time entry interface and the fully configurable time card layout easily address simple and complex time recording requirements. The rule templates and realtime rules engine provide an extensible and robust method to validate time entries and automatically apply pay rules, such as overtime calculations. Complete integration with Global Human Resources, Absence Management, Global Payroll, and Oracle Fusion Project Costing ensures accurate and consistent data for payroll processing and costing as well as project management and billing. INCREASED TIME MANAGEMENT EFFICIENCY ENHANCED TIME MANAGEMENT WORK AREA A simplified user interface and unified navigation provides you with a better user experience in the Time Management work area. Static iconic tabs on the left enable you to quickly access your most common day-to-day tasks: Time Management Overview, Manage Time Cards, Manage Time Entries, and Manage Planned Schedules. The Tasks panel drawer on the right enables you to access frequently used Time Entry Configuration, Schedule Configuration, and Rules setup tasks efficiently. Also, access the new Time Device Configuration setup tasks and the Person, Team Schedule, Time Transactions, and Time Processes functional tasks. 16

17 New Functional and Setup Tasks in the Time Management Work Area A new Overview page provides embedded analytics that enable you to manage exceptions by quickly identifying the following issues: Incomplete time cards and time transfer processes Time cards in error Badge and time entry exceptions 17

18 View Summary Information about Time Card Status and Time Exceptions, Including Time Transfer Issues You can also add reports from the Reports catalog to the work area. Use the following new tasks to resolve identified errors and exceptions: Resolve Badge Exceptions: Use this task to identify and resolve time event exceptions related to badges, such as a time event with a badge identifier that cannot be resolved to a specific worker. Reconcile Badge ID, Person Number and Name, or Assignment Number with Time Event Exceptions 18

19 Resolve All Exceptions by Worker: Use this task to identify workers with time entry exceptions, time cards in error, rejected time cards, or a combination of issues. Open the Resolve Exceptions page for a specific worker to obtain details about each exception and resolve it. View and Resolve Each Exception for a Specific Worker in the List of Selected Workers Manage Time Entries: Use this task to identify and resolve time entry exceptions. 19

MASS TIME CARD CREATION AND MASS TIME ENTRY Increase manager productivity by enabling them to create time cards or generate time events and time entries for a group of workers across a range of dates. Reduce time entry errors and missing time cards by scheduling recurring time card creation for groups of workers across a range of dates. Specify generation frequencies to ensure time cards are available to comply with business processes. Approvers can approve a single time card or a group of time cards in a one-step process. In addition, the approver can edit, submit, and approve time cards in a single task. You can quickly identify time cards requiring approval using the Pending Approval Time Cards saved search. You can also use the enhanced Manage Time Cards page in the Time Management work area to search for relevant time cards using other criteria. Search results show time cards that meet the search criteria. If you search for a person and the person has no time card, then the search shows no results. 22

You must review, edit, and approve each time card individually. ORACLE TRANSACTIONAL BUSINESS INTELLIGENCE (OTBI) AUDIT REPORTING Extend reportable data objects for OTBI to include costing segments as part of pay time type element entry. Also, include US locality, such as State, County, and City, and custom-defined time attributes. New subject areas are available that enable you to report on past versions of time cards. Enable managers to print the planned and published schedule for their teams. Highly configurable integration supports all time collection devices, including: Web Clock True swipe clocks A computer or tablet A kiosk with a touch screen A cash register that collects in and out times A badge reader A retina or fingerprint recognition device Use newly delivered rule templates to create rules that validate time device entries against each worker s schedule and automatically submit them. You can send validated entries directly to payroll while routing exceptions to managers for review and approval. 27

28 Setup Tasks for Time Collection Device and Web Clock Integration STEPS TO ENABLE TIME EVENT REST WEB SERVICE Configure the time collection device middleware to send Time and Labor data to the time event REST web service for import into Time and Labor. TIME CARDS WITH TIME DEVICE EVENTS Generate time cards using the time events received from time collection devices using the Generate Time Cards from Time Collection Devices task in the Setup and Maintenance work area. SUPPLIER AND SUPPLIER DEVICE EVENT LOOKUP CODES Populate the Supplier and Supplier Device Event choice lists on the Create Time Device Event Mapping page. Use the Manage Workforce Management Lookups task in the Setup and Maintenance work area to add lookup codes for the ORA_HWM_TCD_SUPPLIERS and ORA_HWM_TCD_SUPPLIERS_EVENTS lookup types. 28

29 TIME DEVICE EVENT MAPPINGS AND MAPPING SETS To process time collection device events, you must map the supplier device events to Time and Labor application events. Also, link the events to time attributes, such as Payroll Time Type, and default values, as shown in the following figure. Example Swipe in Time Device Event Mapping Use the Manage Time Device Event Mappings Task in Either the Time Management or Setup and Maintenance Work Area Group related time device event mappings for different locations, dates, or other criteria. Use the Manage Time Device Event Mapping Sets task in either the Time Management or Setup and Maintenance work area. TIME DEVICE EXPORT DATA Time collection devices use export data to create complete time event records. Use the Manage Time Device Export Data task in the Setup and Maintenance work area to create export data configurations that include any combination of basic, person, and other information. 29

30 Example Export Data Configuration with All Basic Information Provided and All Person and Other Information Options Selected Use the Workforce Management Time Device Export Data process to: Run a one-time, full export of data to the time collection devices during implementation Maintain current data on the time device by scheduling full and partial recurring and onetime exports Schedule this process using either of these two tasks: Manage Scheduled Processes task in the Time Management work area Export Time Device Data Configuration task in the Setup and Maintenance work area TIME DEVICE PROCESSING PROFILES Associate export data and sets of time device event mappings, device rules, and submission rules with workers who use the same device to report time events. Use the Manage Time Device Processing Profiles task in either the Time Management or Setup and Maintenance work area. WEB CLOCK BUTTONS AND LAYOUT Use the existing Manage Time Entry Layout Components task in the Setup and Maintenance work area to define web clock buttons. The Manage Time Entry Layout Components task opens the Manage Layout Components page, where you create and manage single-attribute and multiple-attribute time card fields as well as web clock buttons. 30

32 SHIFT LIMITS Use the Manage Shift Properties task in the Time Management work area to edit shift limits. Edit Shift Properties Dialog Box Where You Configure Grace, Start Early and Late, and End Early and Late Periods and Violation Types A grace period is the minutes, such as 15, that workers can deviate from their published scheduled start and stop times without incurring attendance violations. This deviation applies both before and after the scheduled time. Early and late periods define, in minutes, ranges before and after the grace period that help time device rules evaluate a time event. These ranges help the time device rules identify the shift start or stop time to use. Example: The following figure shows the 15-minute grace period when the scheduled start time is 8:00. It also shows start early and late ranges when the start early period is 45 minutes and the start late period is 30 minutes. Though you select one application event in this instance, Time and Labor creates two time events, one immediately following the other, depending on your selection. When creating event mappings for a mapping set, you would typically use either the In and Out or Out and In value, but not both. TIME DEVICE AND SUBMISSION RULES Use newly delivered time device and time submission rule types, formulas, and templates to create the time device and time submission rules and rule sets used by time device processing profiles. 35 ADDITIONAL RULE TYPES, FORMULAS, AND RULE TEMPLATES You can now create time calculation rules that define premium calculations by accessing published schedules and rest period definitions. Also, validate and automatically submit time entries imported from time collection devices using new rule types. The following table lists and describes the expanded and new formula types that you can use to create time repository rules. It also provides examples of new rule usages. TIPS AND CONSIDERATIONS IMPORTANT: Time and Labor does deliver rule types, formulas, and rule templates. It does not deliver rules or rule sets created using these types, formulas, and templates. The time entry, time processing, and time device processing profiles use rule sets, which you must create. Create and manage rule templates, rules, and rule sets using tasks in the Time Management work area. Use newly delivered time device and time submission rule types, formulas, and templates to create the time device and time submission rules and rule sets used by time device processing profiles. 37 MANAGING AND GENERATING TIME CARDS Use the enhanced Manage Time Cards page to search for and view time cards for many people. In previous releases, you could search for and view time cards for only one person at a time. Search results show time cards that meet the search criteria. If you search for a person and the person has no time cards that match your criteria, then the search shows no results. Time Cards with Time Card Periods between 1 and 31 August 2015 for Workers in the HCM Hourly Group Open the Generate Time Cards page by clicking Generate on the Search Results section toolbar of the Manage Time Cards page. Follow these steps to submit or schedule the Generate Time Cards process. You can schedule the process to run once or submit a recurring schedule. 37

39 Define the time card parameters. Specify the Parameters Used to Generate the Time Cards Specify the inclusive periods for the time cards that you are generating. Either create time cards that contain periods within the specified date range or create a specific number of time cards. The first time card uses the time card period that starts on the specified From Date, or the period that occurs next in the sequence after that date. Time Cards That Would Have Periods Starting On or Later Than the Specified From Date and Ending Before or On the Specified To Date 39

40 Specify whether to generate empty time cards or time cards with entries using schedule hours. Time and Labor uses schedule hours provided by the Manage Published Schedule task or the work schedule provided by person employment records. Add any time attributes for which you want to specify the value to use when generating time card entries using schedule hours. Submit the process request or schedule a recurring process. IMPORTANT: To schedule a recurring process, in the Inclusive Periods subsection you must select the Number of time cards option. Also, specify the frequency and start date on the Schedule tab of the dialog box. For example, run the Generate Time Cards process for Group X every three weeks starting on January 1, The Generate Time Cards process creates time cards for each worker's primary assignment during the specified time card period range. MANAGING AND GENERATING TIME ENTRIES Use the new Manage Time Entries page to search for and view the results when you create time entries using the Generate Time Entries process. Also, search for and resolve time entry exceptions using various search criteria. Specify whether the entries should replace all daily time entries and to generate entries even when an absence is scheduled or on a public holiday. The generate options have precedence over the replace option. If you are not generating entries on public holidays, the process ignores the holiday and does nothing with any existing entries. Submit the process request. The Generate Time Entries process creates time entries for each worker's primary assignment during the specified date range. Managing and Generating Time Events Use the new Manage Time Events page to search for and view time events imported from time collection devices or created using the Generate Time Events page. If you search for a person and the person has no time events that match your criteria, then the search shows no results. 43

Select the Supplier Device Event and Set a Time Select the supplier device event. Specify the event time. Submit the process request. The Generate Time Events process creates time events for each worker's primary assignment on the selected effective as-of-date. 45

46 Review and Edit the Specified Time Card or Open another Time Card in the List of Your Selected Time Cards Use the Back and Forward arrows or person choice list to move between time cards. Click Next to open the Review Time page, where you can submit or submit and approve the time card. Submit or Submit and Approve the Edited Time Card Submitting or submitting and approving the time card automatically opens the Edit Time Card: Report Time page for the next time card in the list of selected time cards. If you are regularly approving many time cards at one time, you might want to disable the time card submission informational workflow on the time consumer sets used with the relevant worker time processing setup profiles. Use the Manage Time Consumer sets task in the Setup and Maintenance work area to make your edits. 46

Oracle Fusion Transactional Business Intelligence provides human resources managers and specialists, business executives, and line managers the critical workforce information to analyze workforce costs, staffing, compensation, performance management, talent management, succession planning, and employee benefits. NEW SUBJECT AREAS FOR REPORTING ON WORKFORCE SCHEDULING IN TIME AND LABOR Streamline the process to plan work schedules, shifts, and employee time off using three new subject areas. Workforce Management Scheduler Profiles Real Time enables you to report on who can schedule shifts, monitor coverage, and balance workloads for workers. Workforce Management Planned Schedules Real Time reports on a team schedule for the week based on work schedule, including absences and general holidays. Finally, Workforce Management Published Schedules Real Time lists the planned schedules that are published. This new dimension enables you to report on custom time attributes that you create in Oracle Fusion Time and Labor. You create custom time attributes using the flex type structure where the segment is identified in defining values. The Time Attribute dimension enables you to report on different date data type values such as date, numeric, string, and timestamp, plus a master type time attribute dimension. All Time and Labor subject areas include this new dimension. STEPS TO ENABLE There are no steps necessary to enable this feature. TIME AND LABOR SAMPLE REPORTS Simplify your time and labor reporting using new sample reports: Time Cards by Status, Time Entry Transfer Status (Project Costing), Time Entry Transfer Status (Payroll). These reports use seeded attribute information enabling you to report on time associated with basic attributes, for example, time type summaries against periods and project summaries by person, by period, and so on.
