3 1. Introduction This paper describes a concept for delivering a Single Window roadmap and implementation plan/strategy. It is suggested that an interactive tool be developed to meet the requirements of Recommendation 6 in the APEC SCCP Single Window Strategic Plan, Introduction 2. Background 3. Background In June 2007 the APEC Sub-committee on Customs Procedures endorsed the creation of a new Single Window Working Group (SWWG Phase 2). The SWWG is responsible for delivering on the following six recommendations: 1. The SCCP establish a working group to further single window activities across APEC. The working group will engage private and public sectors, other relevant APEC sub-fora and relevant international bodies; 2. The UN/CEFACT definition of single window (UN/CEFACT Recommendation 33) be adopted by APEC economies; 3. The APEC economies adopt the use of internationally recognised instruments and standards in single window design to increase international interoperability; 4. The SCCP establish a repository to capture information regarding relevant Single Window related initiatives in international trade facilitation and supply chain security; 5. The SCCP identify and coordinate relevant capacity building Single Window activities; and 6. The SCCP prepare a roadmap and implementation plan to achieve the single window vision. UN/CEFACT Recommendation 33: definition of Single Window A facility that allows parties involved in trade and transport to lodge standardised information and documents with a single entry point to fulfil all import, export, and transit-related regulatory requirements. If information is electronic, then individual data elements should only be submitted once. 5. Intent of the Interactive Tool It is intended that the interactive tool will provide users with a comprehensive list of components that have been identified by APEC economies, and entities outside of APEC, as they work towards developing and/or enhancing national Single Windows. The comprehensive list of components will be displayed as a pick list that users of the tool will be able to use to construct one or more roadmaps and implementation plans/strategies against an embedded timeline. It is envisaged that each component will contain a description to support the component name and where possible include factors for consideration drawing from international experience and related links containing references to internationally recognised standards and instruments. 5 6. Timeframe for Delivery The identified action items, outputs and key milestones relevant to Recommendation 6 are described below: Steps Outputs Anticipated Timeframe for Delivery 1. The functionality of the tool will drive the need for a host and host type. 8. Design and Build of the Interactive Tool The development of the tool will follow four project management stages, which will be: 1. Concept 2. 6 9. User Experience The proposed interactive tool will contain a comprehensive list of Single Window components identified by APEC economies and entities outside of APEC. 7 Each component will contain a description to support the component name and where possible include factors for consideration drawing from international experience and related links containing references to internationally recognised standards and instruments. In recognition of the differing operating environments and requirements in APEC economies, import functionality and export functionality are provided separately. The interactive tool will enable users to pick the single window related components from the pick list already in place in their economy. The user can then construct one or many roadmaps and implementation plans/strategies utilising other components and design possible future states against an embedded timeline. This will give the economies an ability to produce one or many roadmaps and implementation plans/strategies that best suits their particular needs and requirements. It is envisaged that the user will be able to access supporting information relating to Operational Enablers and Project Administration components to support their roadmap and implementation plan/strategy. Please refer to Appendix A for a conceptual design of the interactive tool. The conceptual design is provided as a representation of what the final product could look like. 10. Disclosure / User Access If the concept for this tool is supported, a more detailed disclosure and user access paper will be developed for the consideration of potential users. In the concept phase, two delivery options are considered; stand alone and shared user site. The following user access rights to the tool are common to both delivery options: Read only access Read and update Administrator Stand alone delivery would see the interactive tool made available to economies on a compact disk. Economies could then choose to load the tool onto their computer. Maintenance of the tool would become the responsibility of the user and information sharing would not be an intuitive element of this delivery option. Shared user site delivery would require the identification of a suitable host willing and able to maintain the tool. The opportunity to add new or update components and share information between economies is enabled in this delivery option. Future enhancements to the tool would be possible on a hosted site. 8 11. Maintenance The design and roll out of the interactive tool will inform the tool s maintenance needs and options. 12. Technical Development Visio, Microsoft PowerPoint and Microsoft Access may be used to design and prototype the interactive tool during the collaboration phase. If the concept for the tool is supported, options for the development of the tool will be assessed. Relevant subject matter experts in the field of application development may need to be engaged. 13. Funding No funding is sought for the design and build of the interactive tool at this time. If the concept for the tool is supported, options for the development of the tool and any funding requirements will be assessed. A project proposal to support three of the four APEC SCCP single window workshops provides two vital co-design opportunities in the development of the interactive tool. APEC SCCP Recommendation 5 capacity building workshop 2 proposed for Australia in February 2009 will include two sessions with the workshop participants to deliver a prototype of the tool to users. APEC SCCP single window workshop 4 proposed for Singapore, April 2009 will include time to test the interactive tool. The April testing date is expected to provide sufficient time post workshop to complete the interactive tool prior to its delivery at SCCP Stakeholder Engagement The APEC SCCP SWWG Chair and Australia Team will be engaging the SWWG throughout the development process, as well as the SCCP members at meetings and workshops. The team will also liaise with the APEC Secretariat, World Customs Organisation (WCO), the United Nations Centre of Trade Facilitation and Electronic Business (UN/CEFACT), the Association of Southeast Asian Nations (ASEAN) and APEC Electronic Commerce Steering Group (ECSG). Due to the distance and diversity of the group, correspondence will be mainly through . The SWWG collaboration workspace on the APEC Secretariat website will allow SWWG members to review and provide feedback on draft documents being developed. Formal agreement on documents will occur at SCCP meetings in line with the APEC meeting schedule. Recommendation 6 Concept Paper v1.0 7

Benefits A comprehensive list of single window related components with supporting information and links to available standards supports a common understanding of what an international trade single is and what it could deliver The opportunity for all economies to be included in the development of the tool ensures economy specific components are catered for making the tool relevant to all APEC users The ability for economies to choose components from a pick list supports the development of an economy specific roadmap and implementation plan/strategy relevant to specific environments The interactive tool could enable economies to develop their roadmap or implementation plan/strategy against a time line that best suits their needs and requirements The ability for economies to develop and save several roadmaps and implementation plans/strategies provides for the development of options that could be used for the consideration of decision makers International standards and instrument references found in the interactive tool may increase international interoperability The inclusion of components outside of those specifically managed by Customs could support border agency discussions and collaborations The interactive tool could be used as an educational tool to inform decision makers within economies of the Single Window concept and potential design options Using the tool could reduce the time and labour cost currently spent on research during the design and implementation of a Single Window This is not an exhaustive list and more benefits may be realised during the design and analysis. Additional benefits may be realised if the tool is hosted on a shared user site. 16. Constraints The ability to meet members of the group face-to-face whilst developing the interactive tool will be limited All stages of the interactive tool s development rely on member participation The delivery timeframe is set so all delays will impact product scope There is no allocated budget for system design, build, testing and rollout Funding for APEC SCCP workshops 2 and 4 rely on APEC support and funding approval. 17. Conclusion Agreement on the roadmap and implementation plan/strategy concept described in this paper is required prior to the SCCP meeting in August This paper will then be tabled at that meeting for endorsement.
