ORGANISATIONAL RELATIONSHIPS Position Title of Supervisor: Executive Manager, Digital Innovation and Development Titles of Positions which report to the Digital Development Manager are: Digital Development Lead Database Administrators (Note positions reporting may change as the role evolves) Contractors for which this position is responsible: Contractors employed for specific tasks such as systems design, integration, and programming. 3. PRIMARY PURPOSE OF POSITION Developing and managing a team of high quality IT professionals for development and delivery of digital applications and products to meet the changing needs of the City and its community Providing professional expertise and thought leadership in Application Development and Digital product delivery through web, mobile app, IoT and AI Management and direction of application architecture and integration across the City to inform priorities and guide investment Technical management and governance of all enterprise application environments Ensuring the quality, performance, and value for money of the City s external contracts for application development and delivery Title: Digital Development Manager Date: June 2018 Page 1

2 Contribute to strategic planning for the continual modernisation of enterprise applications across the City. 4. POSITION OBJECTIVES The major objectives to be achieved by the Digital Development Manager are: Ensure the City of Sydney has a modern digital strategy and that initiatives and development adheres to the strategy Ensure that the City s development strategy for digital applications, products and business applications is sound, aligned to community and business needs and harnesses best practice technologies Apply strong project management and coordination to deliver quality outcomes and effective financial management of development projects Deliver custom application development projects on time, on budget and identify issues and risks in a timely manner Develop and secure staff capability to deliver effective digital applications, products, and solutions governance Ensure effective resource and vendor management to ensure that City has the best resources working on its projects and that external consultants working on digital projects have clear direction Manage and monitor vendor contracts to ensure value for money, effective service delivery, reliability and continuity. Apply effective governance and assurance including clear documented architecture for applications development and support, and critical review of development deliverables. Actively contribute to the hands on development and management of applications as required. To be held accountable for working conditions under the control of the position and for detecting any unsafe or unhealthy conditions or behaviour and to take immediate steps to investigate and rectify any risks to health, safety and welfare arising from any activity. 5. POSITION ACCOUNTABILITIES Lead strategy for digital development and provide thought leadership in partnership with Chief Technology and Digital Services: Initiate research to inform innovation and development of customer-centric services that harness contemporary and emerging technologies Provide expert advice and information to the Chief, and other senior staff as required Lead application architecture direction setting. 3 Identifies best practice within own industry and ensures we use the full extent of technology to deliver for our customers and achieve organisational outcomes. Manage the implementation and delivery of the City's digital applications and application services: Identify support issues within constructed systems and provide remediation plans to address these Lead and manage the efficient and effective operation of the technical environments Establish and document procedures and guidelines that ensure efficient, well documented and maintainable products and services Apply effective project management and governance to deliver quality outcomes: Prepare accurate project documentation and report accurately on time, scope, budget, quality, and impacts and changes Develop high quality business cases for projects considering cost and resource impact and establish performance measures that align with strategic priorities. Identify improvements to inform future projects and share learning from project evaluations Undertake code reviews with the development team. Be accountable for the quality of projects delivered and applications developed. Manage vendors and contractor performance and governance of procurement: Prepare fit for purpose documentation that clearly sets the deliverables and expectations of the vendors and the business requirements in consideration of value for money and risk. Evaluate contract manager and supplier performance to ensure it is within the contract and governance framework requirements. Analyse and identify procurement and contract management risks and take appropriate actions to manage. Manage positive supplier relationships, encouraging feedback and innovation Review vendor performance under contracts and take actions to identify opportunities for improvement. Complete code review with consultants and developers to ensure quality of code. 4 Liaise with suppliers to negotiate service delivery requirements and supply of products to agreed time and quality standards to meet customer expectations; Manage procurement processes for the acquisition of new IT products and services including preparation of specifications, tender information packages and evaluation of tender documents to ensure a cost effective solutions are obtained; Manage professional staff team and develop team performance: Apply workforce planning to ensure the City has the capacity and capability to develop and deliver digital applications and products to meet the changing needs of the City and its community Manage the performance of staff and ensure they have clear direction, are productive and well supported to develop their capability Ensure staff are kept up-to-date with technology developments in relation to new products and services Apply effective planning, coordination and communication to change management processes. Comply with and keep abreast of any relevant legislation applicable to the performance of the duties of this position. 6. Manages Effectively Finance and resource management; Procurement and Contract Management; Risk Management and Compliance; Technology and Information Management; Project Management. 7. WORK, HEALTH & SAFETY RESPONSIBILITIES Section Unit Managers must actively participate in all aspects of the Safety Management System (SMS). Section Unit Managers have the following responsibility, authority and accountability: Implement risk management activities and have the power to stop work in circumstances that are deemed an immediate risk to health and safety until a satisfactory solution is agreed/implemented Actively promote consultation, WHS training and access to information to ensure safe work procedures are understood and followed Manage, implement and advise workers when changes have been made in the workplace (i.e. systems of work, risk assessments) Report hazards and any work-related injuries/illness as soon as practicable; take reasonable care; and take immediate steps to investigate and rectify any risk to health, safety and welfare. AUTHORITY TO ACT The incumbent has significant autonomy in liaising with internal and external stakeholders, partners and service providers within the broad parameters of organisation policies and the IT strategic framework. The position holder provides expert advice to peers and oversees subordinates to ensure the delivery of services and projects within committed service delivery levels and project targets. Consultation with the Chief, Technology & Digital Services, is required on major IT project initiatives that have a major impact on the delivery of services to the organisation. The incumbent has the authority to take any reasonable steps to ensure that the smooth flow of operations is maintained providing the actions are consistent with the responsibilities of the position and subject to any limitations, corporate policies, procedures or safe work method statements. All personnel have the power to stop work in circumstances that are deemed an immediate risk to health and safety until a satisfactory resolution is agreed / implemented. Such circumstances may include life threatening situations or those that could result in loss of limb or other significant lost time injury. 9. SELECTION CRITERIA Demonstrated strong people leadership and stakeholder management skills Strong enterprise application development background within a corporate environment Strong leadership experience in designing and developing enterprise application architecture, particularly web applications. Strong.NET experience must be full stack and hands on minimum 10 years experience. Strong SQL Server experience and hands on experience minimum 10 years experience. Exposure to MS Dynamics, SharePoint and BizTalk Experience in developing middleware applications Having worked in complex enterprise IT environments Demonstrated high level analytical and written skills and the ability to make evidence based recommendations Title: Digital Development Manager Date: June 2018 Page 6
