5 The Problem What problem does this cause? (and how does the leak inventory mitigate the risk/cost) Cost of leaking water (production cost). Mitigate by finding and fixing leaks. Many leaks (55% in Honolulu) mature into main breaks that cause damage well beyond the production costs of water. Mitigate by finding and fixing leaks before they mature into main breaks All failures take longer to manage (increased duration). Mitigate by increasing information usability (content, accuracy and availability)
