1 Close Circuit Television Services (RFQ) Request for Qualification - June 30, 2016 Note: Atlanta Public Schools will be closed July 4, 2016 thru July 8, Atlanta Public Schools will be open the week of July 11, Q1: Will there be one specific vendor selected for each solicitation or will there likely be more than one vendor approved for each solicitation? A1: More than one vendor for each (pool of vendors). Q2: If there are to be more than one vendor per solicitation, how will warranty be affected by either another vendor, or even APS security technicians, working on or attempting the servicing of a system installed by original installing vendor? A2: Vendors installing equipment are the first and only to be contacted and dispatched for warranty issues. Work performed by APS technicians will not void warranty. Q3: Will the installing system vendor be the sole vendor, initially called upon for any /service work for an approved Proposal and Statement of Work completed by the installing vendor? A3: Yes. Q4: The Closed Circuit Television (CCTV) Services solicitation Article V, Section 5.1, page 40, has a Not to Exceed Clause. As each requested CCTV System is designed, proposed and submitted by the vendor, on an as needed basis, and approved by APS with an authorized statement of work and an APS issued work order, is a Not to Exceed amount necessary or required for the term of the contract? How does the vendor determine how many schools Closed circuit television systems will be classified as needed in the course of the contract? A4: Vendor does not determine. APS Security department determines all needs and writes all specific scopes during the course of the contract. 1

2 Q5: Section 3.10 Technical Requirements The CCTV Surveillance system must be designed to insure full compliance with current conditions throughout the district and to afford consistency and manufacturer compatibility for hardware and software. The CCTV Surveillance system must also meet current end-user functionality and monitoring guidelines. Can you tell me about the systems that are already in place? Are they Samsung? Section 3.11 Color Camera lists two Samsung Cameras, but I am trying to determine if the cameras we make would be compatible. A5: APS Security policy is to submit all cameras not described in section 3.11 for review prior to approval or disapproval. Currently we use Samsung and Interlogix. Q6: During the pre-proposal meeting Friday a gentleman that managed the CCTV said we could request to send in a manufacturer substitute/alternative that they would test. Do I correspond with you about this or him? We are interested in sending in GENETEC to demo in replacement of ONSSI. The City of Atlanta is moving away from ONSSI to GENETEC and we would like to demo this technology for the department in charge. A6: The gentleman said that you could submit cameras for review and not VMS systems. However, once on the approved vendor list, a company can set up trial and testing of systems by coordinating with the APS Security Technical Department. Q7: Under section 5.1 for both CCTV and Access Control RFQs, what does the not to exceed annual dollar amount meant to cover exactly? I do not see a clear scope of work to put a not to exceed price on. Is the intent of these RFQs to come up with a list of pre-qualified contractors to bid on each project individually? If that is the case, is it necessary to list a not to exceed number? A7: The intent of the solicitation is to come up with a qualified vendor pool. All scopes will be written and sent out with individual projects during the course of the contract. There is no need to list a not to exceed number for the entire RFQ. Q8: Where do we get the building plans and drawings? A8: Plans and drawings will be provided by APS Safety and Security department for each job that becomes available over the course of the contract. Q9: Where do we send RFI's? A9: Not applicable to this RFQ. 2

3 Q10: Which schools are included in this RFQ? A10: All APS Schools. Q11: Who do we contact to request site visits at each? A11: A technical security representative/project manager will be assigned to each selected vendor. Q12: Was a consultant used to prepare this RFQ? If so, who are they? Can we contact them? A12: No, APS will response to questions regarding this RFQ. Q13: Are we connecting into existing CCTV systems? What manufacturer(s)? A13: APS s VMS is currently Ocularis. Vendors will only be required to configure their installed hardware (i.e. any I.P. device). Vendors are not logging in or connecting to any APS VMS. Q14: Can we contact the ATL IT manager for their input on networking issues? If so, who are they? A14: No, not applicable for responding to this RFQ. Q15: Section states: The Atlanta Public Schools Department of Safety and Security shall facilitate the purchase, acquisition, configuration and integration of the following and shall work with the vendor for final commission of the system: a. Servers b. License and Software c. Security Cameras Can you clarify what facilitate the purchase, acquisition, configuration and integration means? A15: Purchase Orders will be issued to vendors along with scope of work for all projects as they come about. Depending on the scope, the vendor will purchase and deliver (by way of installation, personal delivery, or drop shipment) any parts that we order. Q16: Is the vendor purchasing the cameras and providing them as part of its bid, or is APS purchasing them and providing them to the vendor? A16: All materials are purchased through selected vendors in the vendor pool. APS will send out the scope to determine the type of materials and installation desired depending on the project. 3

4 Q17: Is the vendor configuring the cameras, servers and software or is APS? A17: APS will require the vendor to configure all cameras and other IP devices that said vendor installs. APS configures all servers, VMS and Access Control software internally. Q18: Section refers to electrical and security drawings that indicate exact device locations. Can APS release those drawings? A18: APS will release the drawings along with the scope of work as different projects come up. Q19: Section 3.7 refers to Desktop Workstations. Does the requirement to provide a workstation for up to 32 cameras refer to only camera that are provided under the scope of this project, or does it include exiting cameras also? For instance, if a school currently has 20 cameras, and 10 new cameras are added under this scope, does the vendor need to provide a workstation? A19: No. The vendor will only need to provide a workstation if the vendor is completing a project where 32 or more cameras are being installed and it is written in the scope for that project. The requirement referred to in 3.7 is a new construction project requirement. Q20: Section refers to Attachment A. Can APS release Attachment A? A20: Attachement A was removed because it was outdated. It referred to selecting a lens with the correct field of view under the assumption that the older brick cameras came without lenses. Since most IP cameras now come with lenses attached, we removed the attachment. The important part to note is that APS technical security prefers fixed or varifocal lensed cameras with a minimum 100 degree field of views. Q21: Section 3.20 states that APD building system engineer is responsible for programming the server and software. Does this include the installation and configuration of the video management software? A21: Yes. Q22: Section refers to 8 hours of training per school. Who are the attendees of the training? A22: Depending on the scope of the project, there could be Principals, APS techs, or other internal stakeholders. Q23: Is eight (8) hours required for the attendees to learn the system? 4
