1 Terms of Reference Managing Editor, New Delhi Deadline for applications: 30 June 2015 Background 3ie is an international grant-making NGO promoting evidence-informed development policies and programmes. We are the global leader in funding and producing high-quality evidence of what works, how, why and at what cost. We believe that better and policy-relevant evidence will make development more effective and improve people s lives. 3ie was founded in 2008 to address the lack of high-quality evidence about what works in international development programmes and policies. 3ie funds impact evaluations using experimental and quasi-experimental designs which are based on a thorough analysis of an intervention s theory of change. 3ie also funds the production of systematic reviews of evidence and a range of other synthesised evidence products. 3ie produces in-house impact evaluations, evidence reviews and other evidence products. We are building a global community of policymakers, implementers and evaluation experts committed to promoting and supporting the production and use of high-quality evidence to strengthen development. 3ie is registered as a non-governmental organisation in the United States of America. It has three offices in Delhi, London and Washington, DC. The largest office is in Delhi, which houses the Evaluation Office, the Program Office, the Policy Advocacy and Communication Office and the Finance and Administration Office. We have a highly qualified and diverse international staff and management totalling approximately 50 staff across the three offices. 3ie is governed by a board of eminent policymakers, development funding agencies, foundations and evaluation experts. 3ie seeks a managing editor to serve in Delhi, India who will report to the deputy director, Policy, Advocacy and Communication Office (PACO). The primary description of work and duties and responsibilities are listed below:

2 Description of work 3ie is looking for a dynamic member for the PACO team. The person will be responsible for managing the design, production and consistently high quality of all of 3ie s printed editorial content and outputs, including the production of 3ie publication series, briefs, reports, annual report, marketing material and multi-media. The person will ensure that 3ie content meets the needs of target audiences and clients, ensuring the editorial process is efficient, is of high-quality editorial standard and operates within budget and that 3ie content contributes to advancing 3ie s organisational and communication objectives. Duties and responsibilities Strategic Ensure that 3ie produces high-quality content that is appropriate and accessible according to the requirements of its audiences Provide necessary expertise and management to ensure an optimal balance of technical inputs from evaluation, synthesis and PACO staff to produce grantee reports to set standards in a timely manner Provide the editorial and managerial expertise and experience to contribute to building a first-rate in-house content production process that meets 3ie s needs With a designer, develop appealing, high-quality, cost-effective content product designs that promote 3ie branding Content production and management Develop and/or maintain requisite processes and supporting tools to deliver on-time production of quality editorial products Ensure that the 3ie style guide and report templates are up to date and provide effective guidance to writers and editors Develop and maintain up-to-date, effective and easily accessible branding guidelines Manage the editorial production process for all 3ie print products to ensure on-time delivery, including in-house production assignments, commissioning freelancers and overall quality and timeliness of production Ensure that website content about publications is up-to-date Work with other 3ie offices producing content and provide overall editorial guidance and ensure compliance with 3ie quality, style and branding standards and guidelines Review communication and dissemination plans for all activities that involve publications Commissioning Maintain a robust and current roster of highly qualified consultant writing, editing, proofing and design experts that will work to 3ie budget requirements, including editors and technical writers who work in French and Spanish Page 2 of 6

3 Commission freelance writing, editing, proofing or design work and supervise timely and high-quality deliverables Review and appraise all commissioned content and editing, bringing it up to standards directly as needed Writing and editing Write and edit 3ie copy for various communication products as required Offer advice and guidance to the senior communication officer and/or digital manager about content production for online platforms Be involved in all content design and production planning Copy-edit and proof 3ie reporting documents, including newsletters and donor reports Designing, layout and printing Commission and manage freelance designers to produce designs to existing branding guidelines and develop new designs that are consistent with and promote 3ie branding Ensure all content is marked up correctly for designers Review and approve all layout versions and correct them as needed to meet quality standards Sign off all final designs and layouts for final approval by the PACO deputy director Find photos for 3ie products as needed that are high-quality, appropriate and ethical, availing free, unrestricted stock available online Marketing content Write and edit marketing material, including brochures and pamphlets With a designer, create promotional materials Manage and deliver the content for the annual 3ie report Internal communication Manage and strengthen existing 3ie internal communication processes and products and devise new ones as needed Blog editor Maintain and improve 3ie blog guidelines Promote increased staff blog writing that meets the standards set out in the 3ie blog guidelines Offer mentoring and constructive feedback to 3ie blog writers that results in successful blog posts being produced Design ways and means to increase blog production and reach through other outlets, while maintaining the integrity and purpose of the 3ie blogsite as a corporate site Editorial production information management systems Maintain and improve a database of external content and design consultants Maintain an up-to-date production pipeline and issue updates at least monthly. 4 Supervise and ensure timely and effective publication inventory (all office) and shipping arrangements for events Administrative and reporting Prepare and manage all commissioning and invoicing templates and ensure the project assistant processes editorial invoices Prepare regular team reports on the editorial production pipelines Provide information for internal and external reporting as required. Monitoring and evaluation Contribute to 3ie monitoring and analysis of content use data, including design and maintenance of monitoring tools and contributing to organisation communication monitoring and analysis Gender Ensure that all 3ie publications are gender sensitive and that gender analysis is incorporated into planning, implementation, management and evaluation of 3ie editorial products. Management of consultants and interns Recruit and manage freelance editorial and design staff as and when required. Draw up terms of reference for freelance editorial, design experts and print houses and finalise contracting with administration. Finance Assist the deputy director, PACO, in drawing up an annual budget for editorial content and outputs, and manage these within budget Maintain and reconcile monthly publication and content production accounting Skills, experience and qualifications Education and training Essential BA in a subject requiring strong writing skills MA or MSc in a field relevant to international development or communication with at least three years of experience in international development or poverty reduction Education and training Desirable Exposure to evaluation in development Coursework in statistics or microeconomics Page 4 of 6

5 Knowledge Essential Demonstrated knowledge of the international development sector, major actors and how the sector works through Knowledge Desirable Training or education in evaluation, systematic reviews Experience Essential Five or more years of work with direct editorial production responsibilities, including writing, editing, proofing, managing design and layout of reports, briefs and marketing material Three or more years of work experience in a development sector relevant to 3ie s work Experience Desirable Relevant work with a development agency or large NGO Skills Essential Advanced English-language writing and editing skills Direct experience editing academic or other technical reports Advanced knowledge of Oxford style and English language grammar Demonstrated keen attention to editorial detail and ability to ensure high editorial standards Demonstrated abilities to manage editorial production and meet deadlines Advanced knowledge of all MS Office 2010 or 2013 applications Proven ability to support multiple team members and carry out multiple tasks to deadlines.
