FASIT Fault And Supply Interruption information Tool Jørn Heggset, Gerd H Kjølle

FASIT reliability data collection system Based on earlier data collection systems in Norway and the Nordic countries (Nordel) Developed in a R&D project Primarily used in the MV system the first 2 years Requirements on reporting of interruption data introduced in 1995 with FASIT as the standard Requirements on reporting fault data in the HV (>33 kv) system from 1997 with FASIT as the standard Revision of the system in 1998 Cost of Energy Not Supplied (CENS) arrangement from 2001, based on FASIT FASIT in use by all network companies and for all voltage levels kv from 2006 (incl. transmission system operator Statnett) Continuous development with certification of software 2

Main purposes with FASIT Network expansion planning Planning of operation and maintenance Design and technical measures Standards for quality of supply Information to customers Cost of energy not supplied (CENS) Reporting of key figures Benchmarking 3

Reporting of faults and interruptions Mandatory Interruption statistics Fault statistics kv Fault statistics 1 22 kv Fault analysis after forced outages is mandatory 4

Definitions - agreement Definitions related to faults Fault, types of faults, failure causes, repair time etc. Definitions related to interruptions Interruption, interruption duration, energy not supplied etc. 5

Overview of the concept Used by all network companies in Norway 6 software vendors Software quality assurance (contracts and acceptance test) Reporting schemes 33 kv 1-22 kv < 1 kv FASIT software Guidelines for data collection Basic requirements Software specification 6

Typical database structure Component record Type Capacity Manufacturer Operating time Delivery point record Load types Load profile Peak load Interruption cost FASIT report Report no. Date/time of event Fault cause Fault description Interruption data for delivery point Interruption duration ENS 7

System hierarchy Unit (e.g. transforming station) Component 1 (e.g. transformer) Component n Sub-component 1 (e.g. bushing insulator) Sub-component n 8

Software quality assurance The Norwegian Electricity Association (EBL) is owner of the FASIT specification Software contracts, including: obligation to fulfil the specification and future changes time frame for implementation of changes royalties paid annually to EBL Acceptance test (certificate) 9

Recommendations for system developers Clear definitions, specifications and guidelines Do not change the system too often Procedures for implementing system changes Cooperate with utilities and authorities Extra work with many software companies involved 12

Recommendations for users Focus on utilisation of data Give feedback to involved persons One person in the company should be responsible for the system Involve a limited number of persons in the data collection Utilize data from customer and network information systems Requirements from the authorities are an important motivation factor 13
