1 CITY OF CLEVELAND DEPARTMENT OF PUBLIC UTILITIES REQUEST FOR PROPOSAL ORACLE CUSTOMER CARE & BILLING UPGRADE ADDENDUM No. 1 May 18, 2018 The proposal due date has been extended to June 15, 2018 by 12:00 p.m. The last day for questions has been extended to May 31, 2018 by 12:00 p.m. A copy of the agenda and the sign-in sheet from the non-mandatory pre-proposal conference held on May 17, 2018 are attached. Clarification as to the term of the contract: The term of the contract will be based upon successful completion of the project. Any language referring to a term or terms should be deleted. Answers to questions received: 1. Do you happen to have the Integration Functional Requirements in an Excel format for our response? Answer: Attached is Appendix B in an Excel format. 2. If possible, can you confirm if you are using Oracle JD Edwards vs Oracle's e-business Suite, or other applications? Answer: We are using the City s financial system and it does not interface with our CIS system. 3. We are requesting a three week extension to respond from the current date of Friday June 1, 2018 to Friday June 22, Answer: We will extend the due date two weeks as indicated above. 4. What is the City of Cleveland s financial system called? Answer: Advantage. 5. Is the CIS system home-grown or which particular Oracle application? Answer: Oracle application - CC&B 2.4 (Customer Care and Billing system version). 6. Is it possible to have a version of the RFP in its native format? Page 1 of 3

Is it possible to have an Excel version of Appendix B - DPU New Customer Integration Functional Requirements? Answer: See question Is it possible to have a Word version of Appendix F - Required City Forms? Answer: The City forms are only available in PDF format. 9. Please comment on stability of the production system today for: a. Performance issues Answer: No, Very stable b. Unplanned outages Answer: Not an application issue c. Batch window performance Answer: No issue 10. Do you have hourly water reads for your current customers on CC&B? Answer: Not in CC&B but we have hourly meter reads available on customer portal. 11. Does Phase 2 include moving electric customers to C2M? If yes, are there interval meter reads for the electric customers? Answer: This will be determined during business process analysis phase of the project. 12. Please clarify the request for an electronic copy on CD ROM; a. Would the City consider a flash drive instead of a CD-ROM? Answer: We require a CD-ROM for storage. b. If so, does the City require 1 flash drive containing both the technical and fee proposals? Answer: The CD-ROM can contain both the technical and fee proposal and be in the fee proposal envelope. 13. Do the 427k accounts in CC&B include the Northeast Ohio Regional Sewer District s 280k? Or is the total number of accounts in CC&B currently 707k? Answer: Total number of the accounts in CC&B currently 707k 14. Is the City of Cleveland looking to replatform the Operating System or wish to stay on AIX? Page 2 of 3

Which enterprise bus is currently utilized for integrations? Answer: None. All integration are point-to-point. 16. Is the City of Cleveland utilizing AIX LPAR virtualization for the current CC&B environments? Answer: LPAR/Virtual environment 17. Does the City of Cleveland plan to continue utilizing the current hosting provider or are they seeking alternative hosting provider solutions? Answer: Cleveland Water seeking for hosing vendor and Hosting Solution RFP will be released in June Which monitoring suite is currently utilized for the CC&B R3 production system? Answer: Production monitoring managed by hosting team. 19. Can we bid on only one phase only? Answer: No. All phases must be proposed. An additional addendum will be released this week to address the fee proposal and fee tables. 20. Could there be more than one vendor selected? Answer: Yes. Page 3 of 3
