1 PROVO RIVER WATER USERS ASSOCIATION IT Network Administrator Job Description Last Update: August 2018 Supervisor: O&E Manager 1) Configure, manage and maintain corporate and SCADA network infrastructure to include switches, routers, gateways, cabling and physical facilities. a. Manage static IP address assignment b. Configure gateway and host firewalls for maximum security within Association operational parameters. c. Monitor available software tools to ensure network operations performance. d. Document and maintain office cabling infrastructure. e. Document and maintain fiber optic network. 2) Configure, manage and maintain workstations and servers to support Association goals and requirements. a. Manage and Maintain two Active Directory Installations. b. Use network tools to backup and recover Active Directory and Group Policy databases. c. Make efficient use of server and workstation hardware resources. d. Remain aware of new technologies and plan facility upgrades accordingly. 3) Patch and update all server and workstation software products to current and/or supported versions. a. Maintain vulnerability scanning facility on the corporate network. b. Report on status of software updates monthly to the O&E Manager 4) Maintain and update group and contact database for Exchange Online facility. 5) Provide support to Association users as required to enhance usability and facilitate organizational needs. a. Respond to approved user requests for additional software or features.

2 b. Troubleshoot and resolve user issues with computer or phone operation. c. Assist users with creation and maintenance of VBA and Macro code when needed. d. Provide individual and group training on new features and security improvements. e. Perform research and provide users with responses to computer hardware and software questions. 6) Maintain the integrity of Association networks and data by following industry security best practices. a) Remain aware of security best practices through reading, online research, and attendance at security conferences. b) Subscribe to online notification services providing information on industry security news and trends. c) Efficiently manage and monitor output of available security tools. d) Assist management in creation, updating and implementation of an Association Security Plan document. e) Prepare an annual Cybersecurity Risk Assessment for management consideration. f) Make quarterly presentations to all employees on network security topics as directed. 7) Maintain Association telephone systems and facilities. a. Program PBX with updates, adds, changes and removals. b. Maintain wiring closets and cable facility. c. Repair and replace instruments as required. Coordinate with vendors for repair of defective instruments. 8) Manage Association participation in the UCAN network and coordinate with UCAN personnel. Coordinate radio installations, upgrades and removals with vendors. 9) Document all configurations and settings on all network devices to facilitate restoration of service in the event of failure. a. Capture configuration and settings files on all network devices at least quarterly. b. Maintain a spreadsheet/database of daily, weekly and quarterly tasks, and report progress to the O&E Manager.

3 c. Maintain Change Control documentation for all devices on both networks. Meet with Change Control Committee weekly to discuss proposed changes, obtain approval, and provide schedules for implementation. d. Maintain accurate and up-to-date inventory of computer hardware and software. 10) Administer Wonderware within the SCADA environment. Execute programming and development of the Wonderware application in response to approved operator and SCADA technician requests. 11) Devise and execute a data and workstation backup strategy to minimize lost employee productivity. a. Backup primary data, store to both disk and tape at least three times weekly. b. Backup Wonderware data base and application at least weekly. c. Monitor and maintain On-Q SCADA VM as needed. d. Research and prepare/execute a backup strategy for servers. 12) Serve as co-developer of PLC ladder logic for office and field devices with the SCADA Technician. 13) Track all IT expenditures as per the Association Procurement Policy. a. Provide required documentation of price/feature comparisons. b. Prepare an annual budget request for the IT department with justification for expenditures. c. Track monthly utility costs to facilitate budgeting by the Office Administrator. 14) Other duties as assigned by management. 15) Promote a spirit of service and cooperation with the other employees of the Association, and with our partner agencies.

4 Position Qualifications Education/Experience Required: Bachelor s Degree in an information technology or related field with three years experience in IT network administration, OR 6 years experience in IT network administration. Licenses and Certifications Required: Valid Utah Driver s License Preferred: Comp TIA Certification: Network Plus Security Plus Will be required to obtain: SSCP Certification within 1 year of employment Desirable: CISSP Certification Knowledge, Skills and Abilities Required: Must be able to use computers for word processing, must be skilled in the use of Microsoft Excel, and must be able to create formulas and queries against tables and databases. Must be skilled in the creation and administration of SQL databases. Must have a comprehensive understanding of computer operating system fundamentals and serial and IP communications and networking principles. Must be proficient in Active Directory, Group Policy and associated applications. Must be able to create and modify objects, containers, groups, users and policies as needed. Must be able or willing to learn to write, interpret, troubleshoot ladder logic program code and link objects to ladder logic and data sets and create display and control screens in Wonderware. Must be able to use electronic devices such as air monitoring equipment, flow meters and gauges and must have knowledge of electrical fundamentals and electronic component operations. Must be able to read electronic schematics, use analog and digital electronic test equipment, use hand tools and soldering equipment to adjust, troubleshoot and repair electronic equipment. Must have or be willing to gain knowledge of industry standard practices for transmitter and receiver maintenance and knowledge of FCC regulations and requirements. Must have competent mathematics skills in geometry and algebra.

5 Must be able to operate office machines such as copier, printers and fax. Must be able to learn Association s water delivery system. Must be able to operate 4-wheel-drive truck, snowmobile and 4-wheeler (ATV) over long distances, rough and remote terrain and in extreme weather conditions. Must have good housekeeping habits and be willing and able to do general housekeeping chores. Must be self-motivated, have strong initiative and be neat and well organized. Must be able to independently diagnose problems, provide recommendations for solutions, follow instructions and direct the work of vendors and contractors. Must be able to work alone for hours at a time and also interact well in an office environment. Will be expected to work extra hours when necessary. Must be able to attend out of town training. Communication Skills: Expected to comprehend memos, letters and correspondence, write reports and memos, enter and analyze data using word processing and spreadsheet software and share information in one-on-one and group situations. Should be able to give direction to Association staff, contractors and vendors during installation of equipment. Must be able to perform all administrative, configuration, Incident response, events & log monitoring, patches, create correlation rules and ensure that events are integrated and utilized to protect cyber related assets within the corporate Network. Must be able to maintain all data backups and disaster recovery operations, perform and keep report of company backups (servers) on environments using Symantec Backup Exec. Problem Solving: Must have the ability to apply common sense, collect and analyze data and interpret results yielding varying outcomes. Such work might include working with contractors, equipment suppliers and other vendors and engineers, troubleshooting equipment or communication failures. Cooperative Interaction: Must be able to coordinate with contractors, vendors, shareholder agencies, governmental agencies and fellow employees. Physical Demands While performing the duties of this job, the employee is regularly required to: sit, talk, hear, feel the attributes of objects, grasp, push, stand, walk, drive, reach with arms or hands, stoop, kneel, crouch, crawl, and perform repetitive wrist, hand and/or finger movements. The employee is frequently required to: climb or balance; sit and stand for periods up to one hour; hike over rough terrain at elevations up to 10,000 feet carrying up to 50 pounds; work at heights up to or greater than 50 feet or over and near water; work in aqueducts; climb tall ladders, antenna support structures and uneven and rough terrain using appropriate safety devices to access communications equipment; work safely in pipelines, subterranean vaults and other confined spaces; work at night, if required. 6 Specific vision abilities include: Clarity of vision at 20 feet or more and 20 inches or less. Threedimensional vision (ability to judge distance and space relationships). Identify and distinguish colors and adjust the eye to bring an object into sharp focus and to see up and down or to the right or left while fixed on a point. Must have good hand-eye coordination. Working Environment Regular exposure to office, meeting or conference environment, outdoor weather conditions in mountainous areas year round in all manner of extreme conditions, risk of electrical shock, wet or humid conditions, work in confined spaces. Must be able to safely climb and descend stairs, tall ladders, uneven and rough terrain. Frequent exposure to vibration, work in high and dangerous places, work near moving mechanical parts, work around energized panels and electrical equipment, and work in hazardous traffic conditions.
