1 Procurement Specialist, WV South Sudan Location: [Africa] [South Sudan] Town/City: Juba Category: Supply Chain *Position is contigent upon funding and donor approval. PURPOSE OF POSITION: To efficiently and effectively manage the procurement function for the AfDB funded consortium. The Procurement Specialist will be responsible to optimize total cost of ownership including facilitating agreement on functional specifications, finding suppliers, negotiating terms, purchasing of goods or services, and measure and report on the relevant Key Performance Indicators (KPIs) to meet the consortium program requirements while upholding World Visions procedures and maintaining high level of accountability and integrity. KEY RESPONSIBILITIES: Execute Sourcing/Procurement Process. Review of each requisition for completeness and appropriateness of specifications, budget code and approvals. Sourcing and negotiation process through formal Request for Quotes (RFQs) and/or Requests for Proposals (RFPs) and ensure adherence to WVI policies, guidelines or standards. Identify appropriate sources/competent suppliers through bids invitation and evaluation process and orders awarding based on application of best practices to obtain consistent value for money. Use list of pre-qualified suppliers. Liaise with other SC team members for the negotiation of large framework agreements to ensure favorable commercial terms, risk mitigation and robust ongoing service level agreements are incorporated. Purchase Orders/ contracts should be processed in a timely manner and users are kept informed on the status of their requisitions and movement of goods.

2 Schedule Procurement Committee Sessions and play the advisory role on Supply Chain Management fundamentals, policies, guidelines and ethics. Track realized savings and operational performance against targets. Identify, explore and develop contingency plans and prime and alternate sources of supply products/services. Ensure relevant master data such as per qualified supplier information, contracts information and item catalogue relating to the assigned categories are current. Draft contract documents for purchases of goods and services and ensure that contract terms adequately protect the interests of World Vision and where negotiations are necessary ensure that they are conducted in a professional, ethical and transparent. Supports Internal Customers/Clients in their procurement needs: Demonstrate a proactive approach in meeting internal customers /clients expectations by creating operational agreements to manage expectations. Work with Project Managers in need identification, procurement / logistics planning and prioritization to achieve optimal and responsive service delivery. Liaise with finance and other departments to ensure invoice payments are properly documented / approved and are done in a timely manner. Network with other agencies engaged in similar business to leverage common opportunities in procurement and logistics operations. Performance Management: Attend departmental meetings to review status of tasks, and updating SCM and Chief of Party on the progress of the portfolio functions. Identify and implement performance improvement initiatives continuously. Manage Supplier Relationships and Performance:

3 Maintain list of prequalified suppliers and explore/investigate new or alternative suppliers. Evaluate actual and potential supplier cost factors (due diligence) to determine price relationships, supply capability, price competitiveness, and financial stability and determines their qualifications to provide goods and services. Manage /evaluate contract compliance and Supplier performance and take necessary corrective actions to strengthen relationship. Coordinate and facilitate quarterly supplier performance reviews and establish clear actionable improvement activities. Manage product data and price list changes. Evaluates and explore new suppliers to mitigate supply risks to serve the organizations strategic objectives. Conduct supplier symposium and communicate Zero Tolerance to Fraud policy, Child Protection Policy. Controls and Compliance: Regularly evaluate and advise Supply Chain Manager on requisite changes required to ensure control measures used manage the risk in the consortium Procurement business processes implemented as is appropriate. Operate in consistent adherence to control measures and in compliance with WV Supply Chain policies and guidelines. Staff Development: Continually monitor Procurement staffs performance to ensure a match between individual staff skills / competences and the tasks assigned, and to facilitate optimal team performance. Other Responsibilities: Perform any other duty that may be assigned by the Supply Chain Manager. Attend and participate in daily devotional meetings. Page 3/5

4 KNOWLEDGE, SKILLS & ABILITIES: Bachelors degree in business or relevant field with Post-Graduate Diploma in purchasing and supply management (CIPS) UK and a Member of Chartered Institute of Purchasing and supply UK (MCIPS) or any other recognized supply chain professional body. At least three years supervisory level experience leading a procurement and logistics team in a demanding work environment, preferably with an International NGO. Sound negotiation skills along with business acumen essential, coupled with attention to detail, maturity in decision making and time management skills. Working knowledge of international procurement procedures. Working knowledge of import and export procedures/documentation Port operations. 3-5 years of high level procurement, sourcing experience. Proven ability to leverage e-procurement systems. Advanced knowledge of Excel, PowerPoint, Word, Access and other tools. Proven ability in conducting thorough spend analysis. Working knowledge of existing donor (donor) compliance regimes. Mature proactive person with initiative, drive and honesty with high level of integrity, who can perform and meet expectations with minimal supervision. Computer literate and hands-on knowledge of Ms Office packages with experience in administration of computerized Supply Chain systems. Good communication and interpersonal skills and ability to work in a multi-cultural environment. Preferred: World Vision working experience Must adhere to set security standards.
