4 Opportunity M/W/DBE NYCEDC s Opportunity M/W/DBE works to counter documented disparities in public procurement by increasing opportunities for minority-owned, women-owned and disadvantaged business enterprises using a two-pronged approach: Compliance (Building Demand) Capacity- Building (Enhancing Supply) Opportunity M/W/DBE 4

5 ConstructNYC aims to create transformative opportunities for small-to-medium MWDBEs by making it easier to get work and achieve success on government projects Program benefits: - Exclusive bidding access o Designated projects, generally under $1 million with non-specialized work - Training - Technical assistance - Capacity supports o Mobilization capital o Fast-tracked payments o Insurance and bonding flexibility 5

6 How ConstructNYC works Firm applies by filling out an online eligibility questionnaire. To be eligible for prequalification, applicants must: - Be M/WBE or DBE certified - Have three year average annual revenue <$3 million - Perform an eligible trade (GC, HVAC, Electrical, Structural Steel, Masonry, etc.) - Must be in business for at least two years To be prequalified, candidates must submit an extensive application, pass a background check and perform well in a technical interview - Candidates are required to submit three years of tax returns, project references, insurance and EMR info At orientation candidates are given an exam to determine need for training Candidates that score well are prequalified immediately, while the rest (majority) will be required to take and score out of training before being prequalified 8-week training program is offered multiple times per year as needed Work is assigned to program on an ongoing basis and bid exclusively to ConstructNYC firms when possible Prequalified firms are required to share information on their business over their tenure to gauge program impact 6

8 ConstructNYC Snapshot 42 firms prequalified currently, including: - 21 general contractors - 10 electrical firms - 6 HVAC firms $5.4 million over 14 awards so far - 85% of total awards have been made since May 2017 $40 million in potential projects in the pipeline Currently conducting interviews for 5 th cycle 8

10 Scope of Services Outreach & Assessment - Recruit Firms - Participate in Vetting Process - Deliver Initial and Periodic Assessments Required Submission: Business assessment process and template Classroom Training - Training Curriculum - Training Administration - One-on-One Consultation Required Submission: Assessment test example Technical Assistance 10

11 Contract Details & Selection Criteria Contract Duration: Two years with three one-year renewal options (max five years) Start Date: January-February 2018 Selection Criteria: - 35% Experience - 25% Quality of Proposal - 15% Proposed Fee/Cost Schedule - 15% M/WBE Participation - 10% Reputation/References 11

12 Payment Schedule Provide fee numbers in annual terms All line items on Payment Schedule are dependent on number of cycles offered within a year except for Training Curriculum (subtask 2.1) and Technical Assistance (task 3). Be sure to: - Indicate number of cycles per year price is based on - Indicate other assumptions as appropriate - Provide information detailing the cost of a single cycle 12

13 M/WBE Goals and M/WBE Narrative M/WBE Participation Goal for RFP: 10-25% (as percentage of total contract value) M/WBEs must be certified by NYC Dept. of Small Business Services Respondents must submit Narrative demonstrating how they will meet the M/WBE Participation Goal Final M/WBE Goals will be incorporated into the CM Contract 13
