Please see the response listed below. Question 1 Exhibit B Scope of Work for RFP 16-R07 Shelter Solar LED Advertisement Kiosk Lighting Specification system batteries states The batteries shall be installed in an enclosure at the base of the kiosk Would LYNX accept system batteries to be housed in a roof mount system as per the example RMS160RAD by Urban Solar? LYNX Response 1 LYNX will accept system batteries to be housed in a roof mounted system or in the enclosure at the base of the kiosk. Question 2 Exhibit B Scope of Work for RFP 16-R07 Shelter Solar LED Security Light Specification states The security light shall provide approximately 2 to 5 foot-candles within the shelter footprint, measured at the height of the seat Typical industry standards for the measurement of light in a transit shelter uses peak, average, and minimum foot candle measurements in a given area. For example 5fc peak, 1fc average, and 0.5 minimum within a 4ft x 10ft foot area inside the shelter at bench height. Would LYNX request photometric plots to highlight a minimum light level of 5fc peak, 1fc average, and 0.5 minimum within a 4ft x 10ft foot area inside the shelter at bench height using worst case winter values? 3 Question 3 Exhibit B Page 11 of 14 states: Shipped items shall be delivered to the Contractors designated storage facility. The storage facility shall be no greater than 20 miles from the edge of the LYNX tri-county service area as shown on golynx.com. Delivery shall be coordinated with the LYNX Senior Project Manager. Will LYNX pay for the shelters upon delivery to the contractor s storage facility or when the shelters are picked up from the storage facility? LYNX Response 3 LYNX will pay for the shelters upon delivery. Question 4 The title of goods transfer from the contractor to LYNX upon delivery to the contractor s storage facility or when the shelters are picked up from the storage facility? LYNX Response 4 Title of goods transfers from contractor to LYNX when shelters are picked up from storage facility. Question 5 How many shelters does LYNX intend on storing at a time so we can determine the storage facility size? LYNX Response 5 Estimate is at any one given time. Question 6 Will LYNX have offloading equipment when the shelters are picked up from the contractor s storage facility? 4 Question 7 Will off-loading be the responsibility of LYNX? LYNX Response 7 Yes Question 8 The DBE goal established for the solicitation is 6%. The evaluation criteria does not mention evaluating proposals based on meeting DBE goals for this project. That said, is it correct that the evaluation criteria will not assign evaluation points for being able to meet or not meet the DBE goal? LYNX Response 8 This not in the evaluation criteria. However, meeting the goal by offeror is deemed to be responsible and responsive. The DBE document Exhibit I outlines the process. The offeror must demonstrate goods faith efforts to meet the goal. Question 9 Exhibit B: Part 4, Product Standards: There seems to be a contradiction between how the shelters, shelter roofs and solar lighting packages will be delivered pre-assembled. Pg. 2 of Exhibit B states, shelters are to be shipped knock-down (k.d.) for ease of handling and installation. And on page 4 it states, shelter roofs shall be shipped / delivered fully constructed by the manufacturer with the roof panels and solar lighting unit installed. We find that fully pre-assembled shelter roofs with pre-wired and pre-assembled solar lighting packages reduce field labor, time and expense. Is this the requirement of LYNX to have fully pre-assembled roofs with lighting packages delivered? LYNX Response 9 To clarify: LYNX would like to have manufacturer basically ship or provide the roof with the solar light installed, or mostly installed to limit installation in the field.. It may require some additional dunnage or Styrofoam or other protective material to ship safely. The batteries may potentially be required to be shipped a certain way, so the shipping specifics would need to be addressed/discussed with the manufacturer/supplier North Garland Avenue Orlando, FL CENTRAL FLORIDA REGIONAL TRANSPORTATION AUTHORITY

5 Question 10 Exhibit B: Part 10. Pg. 5 of 14 Trash Receptacles: Will LYNX consider a 32 gallon perforated aluminum trash receptacle, powder coated to match the shelter frame instead of a steel receptacle? LYNX Response 10 As long as the visual representation of the trash can included with the scope of work is accomplished, LYNX will accept either steel or aluminum. Question 11 Part 11, Pg. 5 of 14, Shelter Solar LED: Why does the solar lighting system need to be UL listed other than to restrict the lighting portion to one particular company? LYNX Response 11 This is not an agency requirement, but is in fact a requirement of our permitting agencies within our service area. Question 12 Is it LYNX s intention to sole source the solar lighting packages for both the shelter illumination and ad box illumination? LYNX Response 12 No. LYNX wishes to procure the system as part of the shelter procurement. Question 13 If so, in order to maintain fair and competitive shelter pricing, will LYNX separate the sole sourced solar lighting from the shelter procurement if no other system meets the UL listing requirement? This seems like the only way to make the bid non-restrictive unless another system is able to meet the requirements. 6 Question 14 If alternative approved equal solar lighting systems are to be considered by LYNX, as stated in the specification, then what qualifies another system as an equal system if no other UL listed system exists? LYNX Response 14 No alternative will be accepted. Our permitting partners will accept either a UL listed system or individual UL listed components. Question 15 What performance measures need to be met in order to be approved as an equal system? LYNX Response 15 Not applicable. Question 16 The UL listed product RMS60F by Urban Solar states a Power Circuit and Motor-mounted Apparatus. Which solar lighting package components does that entail? (LED light, solar panel, controller, batteries, wiring, etc.) and please provide product information if an alternative system is to be approved as an equal. LYNX Response 16 LYNX has spoken with the current solar manufacturer, and the UL listing applies to all system components. Question 17 According to Urban Solar s RMS product specifications, the RMS lighting series functions on a dimming timer in order to achieve the proper autonomy / battery back-up required. Your specification states that no dimming is allowed at any time during the night. What is the requirement of LYNX regarding dimming for the solar lighting system? 7 Question 18 How many copies of the proposal are required? The cover page states four copies, however, Section 10 on page 3 of 7, states five copies are required. LYNX Response 18 Please provide one (1) original and five (5) copies and one (1) PDF copy on CD Rom or Flash Drive Question 19 Are shop drawings required with the proposal submission? If so, are engineer calculations expected with the bid or post-award? LYNX Response 19 Shop drawings and engineering calculations are expected post-award. Question 20 Please confirm the intention of Exhibit B Page 11 paragraph 4 is to have the the contractor (Manufacturer of shelters) to have a storage facility where the shelters will be delivered. Also please confirm that the contractor is to pay the cost associated with storage and any other expenses associated with keeping inventory of the material delivered and stored. LYNX Response 21 It is the intent that the manufacturer of shelters is to have a storage facility and pay associated storage expenses. Question 22 Considering the detail of the specifications and scope of work for this project, please consider allowing bidders to have a second opportunity to ask additional questions or clarifications after LYNX has issued its response to the first round of questions. 8 LYNX Response 22 The RFP date remains the same. Proposals are due Tuesday, August 23rd, :00 PM EST. Question 23 Line 5 of the original RFP Cover Page specified a Pre-Proposal Conference Date and Time of Wednesday July 13, 2016 at 10:00am. However a Pre-Proposal Conference was scheduled and held by Lynx staff on the day prior to this advertised date, on Tuesday July 12, 2016, and no Pre- Proposal Conference was held on the published date. I understand that one potential bidder attended the Tuesday meeting in person, and one potential bidder attended by telephone. I also understand that Lynx staff held the meeting with these potential bidders as usual; discussed the solicitation with these potential bidders; discussed the questions asked by these potential bidders; and responded to bidders questions and clarifications. Please provide all potential bidders with an accurate and complete transcript of the meeting held on Tuesday July 12, 2016 along with a list of the attendees, so that all bidders may receive the exact same information and participate in this procurement from a level playing field. If an accurate and complete transcript of the meeting is not available, please reschedule the Pre-Proposal Conference (and solicitation schedule) so that all potential bidders have an opportunity to participate in the Pre-Proposal Conference, and no bidder receives an unfair advantage for attending the prior mis-scheduled meeting LYNX Response 23 Please see attached pre-proposal minutes. Question 24 Exhibit B Section 3 A requirement for grounding/lightning protection is unusual for shelters with 12V solar powered systems. Is this a local or other building code requirement? If so, please provide a copy of the code language. LYNX Response 24 The lightning protection is primarily for the shelter. The installation contractor will install the lightning protection. A note on the plans to be used for permitting is sufficient. For example: INSTALLER TO PROVIDE BRAIDED COPPER GROUND WIRE (MIN. 26,240 CIR. 9 Question 25 Exhibit B Section 4 The stated requirement for powder coat warranty is only one year, however, the industry standard for powder coat warranty is five years. Please consider changing the powder coat warranty requirement to five years for all products (Shelters, benches, trash receptacles, etc.) LYNX Response 25 Thank you for letting LYNX know this. The requirement shall be amended to be a five year warranty on powder coat for all products (shelters, benches, trash receptacles, etc.) Question 26 Exhibit B Section 4 Please add to the specification requiring AWS certified welders to include the requirement that all proposers provide documentation of current AWS Certification with their proposal submittal. LYNX Response 26 Duly noted. AWS certification needs to be submitted with the proposal. Question 27 Exhibit B Section 4 This section states the minimum order quantity is 50 units and a maximum of 500 units. Exhibit D Section 2 states the minimum order quantity is 50 units and a maximum of 300 units. Please clarify which maximum quantity is correct. LYNX Response 28 The minimum shelter number over the life of the contract is 50 units. Maximum is 500 units. Question 29 The minimum and maximum quantities are presented as over the contract term. What is the current planned or estimated order quantities on an annual basis per year? 10 Question 30 Exhibit B Section 6 Please confirm that the roof panel description first sentence of paragraph two should read and a raised aluminum batten welded to a pressure rib with half round bulb. LYNX Response 31 LYNX wants to have a substantially similar shelter, the specific details may be varied to create a similar product which meets wind loading and other building code requirements. Question 32 Exhibit B Section 6 Paragraph three indicates that the roofs shall be shipped assembled, including with the solar lighting unit installed. Please clarify what solar components need to be installed, for example, PV panels and brackets on top of roof assembly, LED lights and housings on underside of roof, etc. LYNX Response 32 See previous under question and response 9. Question 33 Exhibit B Section 6 Please confirm that roof structure framing should be 4 x 3 x 1/4 aluminum tubes alloy AA6061-T6, and not 4 x 3 x 1/8 aluminum tubes (AA6063-T5) as stated. LYNX Response 33 LYNX wants to have a substantially similar shelter, the specific details may be varied to create a similar product which meets wind loading and other building code requirements. Question 34 Exhibit B Section 6 Please confirm that intermediate roof beams should be 3 x 1 x 1/8 and alloy AA6063-T5. 11 Question 35 Exhibit B Section 6 Please confirm that 1/8 aluminum panels should be alloy 5052-H32. LYNX Response 35 LYNX concurs. The 1/8 aluminum panels should be alloy 5052-H32. Question 36 EXHIBIT B Section 8 Please confirm that 0.09 thick aluminum sheet should be alloy H32. LYNX Response 36 LYNX concurs. The 0.09 thick aluminum sheet should be alloy 5052-H32. Question 37 EXHIBIT B Section 8 The third paragraph contains specification for two sheets in the advertising kiosk door lenses, including one 3/16 polycarbonate sheet, covered by a Makrolon sheet of similar thickness. This essentially describes a double thickness door lens construction. Please change this specification to include one single sheet of 3/16 Makrolon SL (UV protected polycarbonate) product in the door lenses. LYNX Response 37 The reference to two sheets was one on each side of the ad panel door. This specification should be one single sheet of 3/16 Makrolon SL (UV protected polycarbonate) product in the door lenses in each of the door lenses. Question 38 EXHIBIT B Section 10 Please confirm the specification for the trash can receptacle should include a 32-gallon hard rubber liner. 12 Question 39 EXHIBIT B Section 16 Regarding the requirement for a local storage facility, many shelter manufacturers in the industry are located outside of Florida or the Orlando area, and do not have facilities to meet this requirement. This requirement may serve to restrict competition on this procurement because it may create a geographic preference. Please consider removing the requirement for a contractor facility, or identify a LYNX provided delivery and storage location so that all bidders can have an equal and competitive opportunity to bid this project. LYNX Response 39 This requirement still stands. Unfortunately, the previous facility LYNX had available for the storage of bus shelters is no longer available. LYNX has no storage space for shelters. As such, this requirement still applies. Question 40 Please identify and provide contact information for the current shelter installer or shelter maintenance contractors for LYNX. If they provide a contracted service, please provide the expiration dates for the current installation and maintenance contracts. LYNX Response 40 The current shelter installer is Barracuda Building Contractors. They can be reached at The contact is James Thompson. This expires 9/2018. The current contractor for Lawn Maintenance and Trash Removal at LYNX Bus Stops and Shelters is American Janitorial Incorporated. The Point of Contact (POC) is Mr. Jeff Simmons, Vice President. He can be reached at Their contract expires April 30, The current contractor for Steam Cleaning and Maintenance Services at Fleetwash. Larney, Regional Manager Southeast at Their contract expires April 30, Question 41 EXHIBIT B Section 13 The specification calls for the solar panel on the free-standing kiosk to be level, and parallel to ground, but not collect rainwater. Will a slight angle similar to ¼ per foot be acceptable to meet this requirement, or provide other direction as to how to meet this requirement? Question 42 Exhibit B Section 16 Please confirm the requirement for individual packing set applies to hardware only. LYNX Response 43 The maximum shelter quantity is 500. Question 44 Exhibit D Section 2 Are the minimum and maximum quantities per year or per contract term? What is the annual order history in the previous contract term, in others words how many shelters a year have been order in the past several years? What is typical purchase order quantity? LYNX Response 44 This has been extremely variable. LYNX budgets for bus shelters per year with approx percent of these being the style proposed. LYNX would estimate that the average order for these per year would be 40. Question 45 EXHIBIT D Section 4 Please confirm the term of contract. Is the term an initial 3 year term, with two, one year options as presented on the pricing forms, or is it a single three year term? 14 Question 46 EXHIBIT D Section 5 The price pages indicate the pricing is required for 5 years (3 year initial term, and 2 option years). If pricing is already provided, does the PPI escalation apply? Is the PPI escalation applied on top of the pricing proposal each year? Does the PPI escalation apply to only the first 3 years, or does it apply to the two option years? LYNX Response 46 LYNX will accept a base level of pricing and the appropriate PPI escalation as described. This would apply for the entire contract length. Question 47 EXHIBIT I Section g Is the required GFE documentation to be provided with proposal on the proposal due date or within 7 calendar days of submittal? LYNX Response 48 Exhibit I Section g. Good Faith Efforts The good faith documentation is required when the initial response to LYNX s solicitation is due. Question 48 EXHIBIT I. Section g. (1) In this procurement, the pre-proposal conference was moved and held early without the knowledge of all potential bidders. How do bidders comply and receive credit for meeting this GFE requirement for attending the pre-proposal meeting when the meeting was not held on the published date? LYNX Response 49 There is no GFE credit given to bidders for attending the pre-proposal meeting. Question 50 EXHIBIT L (Pricing) The final line item is for spare parts, however no direction is provided as to the number of items to be included, the number of parts, the quantities of each part, shipping costs, etc. This item will vary substantially from manufacturer to manufacturer depending upon approved designs and manufacturer s business practices, and will be difficult to compare. Please consider removing spare parts from the pricing forms and include the spare parts in the technical proposal evaluation with the requirement that each proposer identify a spare parts list with part cost and lead time for each item North Garland Avenue Orlando, FL CENTRAL FLORIDA REGIONAL TRANSPORTATION AUTHORITY

15 LYNX Response 50 Please see attached Amendment of Solicitation 2, Exhibit L Pricing Schedule. Question 51 EXHIBIT L (Pricing) Please provide direction for the line items 1010 Optional 1/8 Aluminum Roof Panel for Type A Shelter and 1011 Optional 1/8 Aluminum Roof Panel for Type B Shelter. The scope of work indicates 1/8 Aluminum Roof Panel is standard for both the Type A and B shelters, not an optional component, and is included in the shelter price. Is this intended as a replacement part price that could be included in the spare parts list? Is this for a single panel, or an entire roof? LYNX Response 51 Please see attached Amendment of Solicitation 2, Exhibit L Pricing Schedule. Question 52 Please provide contract terms and pricing for the most recent prior procurement of these shelters and amenities. LYNX Response 52 Please see attached Contract 13-C03 Question 53 Please provide shop drawings of the current bus shelters. LYNX Response 53 Shop drawings of the current bus shelter are not being provided. Question 54 What is the minimum number of shelters the agency will authorize per order? LYNX Response 54 See previous responses. As this can vary from year to year depending on funding a minimum per order is hard to pinpoint. 16 Question 55 Exhibit B Section 11 Please confirm that the desired solar system for the advertising kiosk is the Urban Solar RMS160RAD or approved equal, and also confirm that this specification supersedes any conflict contained in the Component Technical Specifications (for example, the RMS160RAD contains rigid PV panels as opposed to flexible panels mentioned elsewhere, or the RMS160 RAD contains all batteries in the roof mounted RAD enclosure instead of the ad kiosk mentioned elsewhere). LYNX Response 55 The desired solar system is one that meets the specifications outline within the scope of work. A UL listed products is what is required for this. LYNX will accept and consider any product, not just Urban Solar products that can meet the specifications outlined in the scope of work. Question 56 Exhibit B Section 11 To the best of our knowledge, there are no flexible solar panels available on the market with a 10 year warranty. Please advise a compliant product or adjust this requirement accordingly. LYNX Response 57 LYNX removes the requirement for the flexible solar panels with a 10 year warranty as since this scope was written, the agency has found the same. Question 58 Exhibit B Section 11 To the best of our knowledge, there is no UL listed solar system that contains batteries within the advertising kiosk. Please advise a complaint product or adjust this requirement accordingly. LYNX Response 59 LYNX will accept batteries either in the kiosk or mounted to the roof. LYNX understands that since the scope was written this specification has changed. Question 60 Exhibit B Section 11 and 12 The RMS160RAD and the RMS60F are independent systems and each have their own PV solar panel arrays to be mounted on the shelter roof. The specifications for an advertising shelter require both system to be installed individually, but to the best of our knowledge, there is not enough space on the shelter roof of the Type A or Type B shelter to install both individual sets of PV panel arrays on the shelter roof. However, the RAD enclosure offers an opportunity to increase the PV panel size to power both the advertising kiosk lighting North Garland Avenue Orlando, FL CENTRAL FLORIDA REGIONAL TRANSPORTATION AUTHORITY

17 and the shelter lighting using the same set of solar panels to power both systems. Will Lynx accept a hybrid system of this type to power the advertising shelters? LYNX Response 61 Thank you for pointing this out. LYNX has reviewed their current specification and it appears that products currently on the market will fit on the roof. If r can assure that the system lighting both the ad panel and security light with the same solar panel setup is UL listed, it should be acceptable. Question 62 Section 11 of the bid details specifications for the Shelter Solar LED Advertisement Kiosk Lighting, Section 12 of the bid details specifications for the Shelter Solar LED Security Light specifications. In both cases references are made to System Charge Controller which is specific to Urban Solar. Will LYNX accept a charge controller that utilizes a photocell to turn on and off the LED's based on dusk to dawn operation? Photocells are used commercially without issue relative to light pollution affecting operation including on LYNX LYMMO totems. Please also note that these types of systems have been approved by LYNX for other transit shelter requirements and have been in operation for over 4 years without failure. LYNX Response 62 Yes. Question 63 Also with reference to Quality System Standards, UL requires that a company maintain documents as well as procedures that allow them to certify a product which inherently establishes a quality system. In addition companies such as our own establish Quality systems by adopting ISO09001 quality standards without going through the expense of certification. All major components are contracted to be produced by ISO9001 certified manufacturing companies, we assemble and test the systems prior to shipment. Would LYNX accept as an alternate an approved company Quality system in place of an ISO9001 certified system? These are from the 7/12/2016 Meeting The DBE (Disadvantaged Business Enterprise) State Directory is a source that can be used to find Certified DBE to partner with in Florida to help meet the Request for Proposal (RFP) requirements to meet the stated DBE Goal. Suggested partners may be firms that provide shipping and handling, sales representatives, companies that do powder coating, storage companies, and manufactures of fastners. The lead time on the Shelters is currently 6-8 weeks. Storage of Shelters Shall be within 20 miles from the edge of the LYNX tri-county service area as shown on golynx.com The Shelters shall follow Structural Engineering Codes for Florida (i.e. Hurricane) These are from the 7/13/2016 Meeting There was discussion regarding the Solar Lights as described in the Scope of Work (SOW) page 6. A Potential Proposer wondered if a factory certified with ISO 9000 was be acceptable in lieu of ISO 9001 as stated on page 8 of the SOW. Structural Engineered to Code with Proposal? How many will be ordered (thus possibly stored) at one time? Need this to calculate space/ cost of storage. Does Lynx Pay for Storage? Are the sizes of Shelters listed on the Proposal the same as what we currently have inventory of? When does LYNX pay for the Shelters? Upon shipment or when pulled from Storage?
