1 MEETING MINUTES: LINCOLN SCHOOL BUILDING COMMITTEE Meeting No.: 9 Date / Location: 6:30 p.m. / Lincoln High School Exhibition Room 1 Project: Lincoln High School Prepared by: Charlie Roberts Distribution: Building Committee, Other Attendees, Project File # Discussion Status Due Date Action by 9.1 Call to Order. - The meeting was called to order at 6:32 p.m. Record 9.2 Pledge of Allegiance. The co-chairs led the attendees in reciting Record the Pledge of Allegiance. 9.3 Report on Town Council Approval of CM Preconstruction Services Record Co-Chair Arthur Russo reported that the Town Council unanimously approved Gilbane proceeding with pre-construction services at its April 10 th meeting. Approval is capped at the $ 188,770 fee listed in Gilbane s fee proposal and covers the scope of services specified in the Town s 02/14/18 Construction Manager Request for Qualifications & Proposals. Charlie Roberts attended the Purchasing Subcommittee s meeting on April 9 th to review and address any questions. 9.4 Design Development Cost Estimate Open 05/04/18 Team Colliers reported that an initial Design Development Cost Estimate meeting was held on April 5 th. Consistent with the agenda that was ed to the Committee for informational purposes, the main topics were overviews of the DD pricing set, the initial SMMA project phasing plan, the design schedule and deliverables; a discussion of the alternative Gym option, review of the schematic design estimate and consensus on the format for sharing information among project team members. Mary Anne Roll and Armand Milazzo attended. The Project Schedule calls for completion of the DD estimate in early May. Colliers noted that an notice had been forwarded on April 9 th informing Committee members that the pricing set had been uploaded to its DropBox site. A motion was made by Kevin McNamara, seconded by John Ward and approved by the Committee members in attendance to include the masonry repairs in the Project scope. 9.5 Exterior Masonry Existing Conditions Open 05/04/18 SMMA The present project scope, thru the Schematic Design phase, includes minimal exterior masonry repairs. The scope that does exist anticipates repairs only where new construction is mated to the exterior masonry veneer. SMMA explained that its intent was to perform a more comprehensive review of the building veneer this Spring. Armand Milazzo expressed his concern that masonry repairs were not being addressed during such an extensive add/renovation project. During informal discussion, several Committee members agreed with this comment. Colliers noted in an April 9 th that over one hundred photos of the areas requiring repairs had been uploaded to the Committee s DropBox site on April 9 th. A motion was made by Kevin McNamara, seconded by John Ward and approved by Committee members in attendance to include exterior masonry repairs in the Project s scope. SMMA will outline the scope of required repairs and forward

2 to Gilbane for pricing as part of the Design Development estimate. 9.6 Project Budget Review Open 05/30/18 Colliers Colliers is presently reviewing the Total Project Budget, its line items and assigned values to ensure that all potential costs have been identified and will report back at a future meeting. 9.7 Review Updated Site and Floor Plans SMMA presented a detailed presentation on: The proposed Recreation Center, including a schematic floor plan with and without a perimeter track, and potential siting options at the north end of the existing football practice field. Current site, site improvements and landscaping plans and elevations. (please refer to pages 1-18 of the Presentation handout attached to these Minutes). 9.8 Review Building Area Code Compliance Open t.b.d. SMMA SMMA continued the above presentation with a review of Chapter 34 Building Code requirements and through floor plan illustrations, how compliance could be achieved. (please reference pages of the Presentation handout attached to these Minutes). The issue has previously been reviewed with Lincoln s Building Inspector and the resolution will most likely include seeking a variance from the RI Building Code Board of Review. An application and supporting documentation is being prepared by code consultant Jensen Hughes and SMMA. 9.9 Public Comment. No public comment requests were submitted for this meeting. Record 9.10 Vote to Adjourn There being no further business to discuss, a motion was made, seconded, and approved by all, to adjourn.
