9 AAC ACCESSIBILITY AUDIT BAY PARK Conducted: Friday October 18, 2013 By AAC Member: John Duck, Len Chilton and AAC Assistant Dorothy Anne Leavens PURPOSE: The AAC PLAN for 2012 noted that in 2013 an In-house Audit would be conducted Barrier Type of Barrier Strategy For Removal/Prevention Municipal Park - Bracebridge Bay Park Paved surface required to get to water (i.e. Parry Sound Model) Architectural Pave a portion to go into water for access, will require research with DFO Access to Bay Architectural Consult with Lakeland Power with respect to upgrades and public accessible locations METHOD: The Committee Team then worked together as a group to review outstanding issues and report on compliance or provide further information and/or suggestions for completing the items. Any other areas of inaccessibility were also noted at this time. PAVED SURFACE REQUIRED TO ACCESS WATER There was some discussion about the feasibility of access to the water at this location of the Muskoka River. Although it appears to be in an area that is removed from the current and any undertows, it may be necessary to be diligent and recognize that there may be some hazard. We would recommend that another Park may have a more suitable location for water access. However, this swim area is located in the urban centre and is well used by the public. Therefore, a shallow area for wading on a hard rubberized surface may provide for a modified access to the water. (Wasaga Beach Model) ACCESS TO THE BAY 9 1

10 Lakeland Power has created a viewing location at the Bracebridge Falls, which is basically accessible. The docks at the breakwater have been made accessible by placing a raised border along the perimeter to present an accessible device from rolling off and into the water. However, there is no raised border along the edge of the cement walkways. ENTRANCE, PARKING AREA AND PATHS: The parking area is located a fair distance from the Bay Park beach area and picnic tables. However there is an accessible ramp and hard-pack trail running along the water front to the beach. An accessible parking sign should be added to mark a parking space near the ramp to Bay Park PICNIC TABLES There is an accessible picnic table accessible from the path with an extended base, which may be improved for accessibility by an extension to the table top 10 2

15 AAC ACCESSIBILITY AUDIT BOWYERS BEACH Conducted: Friday October 18, 2013 By AAC Member: John Duck, Len Chilton and AAC Assistant Dorothy Anne Leavens PURPOSE: The AAC PLAN for 2012 noted that in 2013 an In-house Audit would be conducted Barrier Type of Barrier Strategy For Removal/Prevention Municipal Park - Bowyers Beach Entrance gate area does not allow assistive devices access Architectural Make entrance wider to allow assistive device access and include railing on steep paved incline, move gate post over or extend pavement at the perimeter and install railing Picnic tables Architectural Extend cement pad under picnic tables Limited access to water Architectural Accessibility audit of the shoreline facilities to determine best options for allowing for accessibility Sand beach to washrooms Architectural Provide one hard pack surface from water METHOD: The Committee Team then worked together as a group to review outstanding issues and report on compliance or provide further information and/or suggestions for completing the items. Any other areas of inaccessibility were also noted at this time. ENTRANCE ACCESS, PARKING AREA AND PATHS: This park is not accessible due to the steepness of the slope to the beach and barrier at the road. However there is a newly built accessible washroom facility and some of the picnic tables have been made partially accessible with addition of a cement base. 15 1

16 A Plan may be commissioned for a ramp to be constructed commencing at the roadway and following a route which would take it in a line parallel to the road for a portion of the construction and then following a gently sloping path adjacent to the side of the rock to meet the hard packed path running from the entrance road to the path to the washrooms. Another option may be to create parking for the disabled on top of the rock and configure a ramp along the boundary of the tile bed behind the washrooms to connect with the hard path to the washrooms. Due to the extreme steepness of the access to the park, a ramp would also serve as an alternate route for all patrons of Bowyers Beach. Parking is available across Bowyers Beach Road. A high visible parking sign for use by persons with disabilities should be installed in an appropriate space in this lot. PICNIC TABLES There are several picnic tables fixed on a cement base. However, to be completely accessible, an extension to the base and table top would be necessary. ACCESS TO WATER It may be possible to install rubber matting (Wasaga Beach model) from the hard pack path at the washrooms to the cement dock which is located at south end of the beach. Railing could be installed on the cement dock with the matting lying adjacent to the dock. ROUTE TO WASHROOMS FROM WATER A mat installation to the cement dock and water would also serve as an access to the washrooms from the dock and all along the rest of the beach are, which has a cement perimeter. 16 2

21 AAC ACCESSIBILITY AUDIT SPRINGDALE PARK Conducted: Friday October 18, 2013 By AAC Member: John Duck, Len Chilton and AAC Assistant Dorothy Anne Leavens PURPOSE: The AAC PLAN for 2012 noted that in 2013 an In-house Audit would be conducted Barrier Type of Barrier Strategy For Removal/Prevention Municipal Park - Springdale Park Accessible entrance and any proposed new paths Playground equipment not accessible, loose sand Architectural Architectural Entrance areas to be hard packed, replace crushed stone with hard surface Replace with a hard surface for access and accessible module Picnic table not accessible Architectural Install cement pad with extension for assistive devices METHOD: The Committee Team then worked together as a group to review outstanding issues and report on compliance or provide further information and/or suggestions for completing the items. Any other areas of inaccessibility were also noted at this time. ENTRANCE, PARKING AREA AND PATHS: There is room for two cars only. A high, clearly visible parking sign for disabled should be placed on the right hand area.. More hard-pack material is needed to expand the parking area for two vehicles and the hard-pack trail into the park should be extended to the road to provide access for anyone not using a motor vehicle to come to the Park. 21 1

22 PLAYGROUND EQUIPMENT AND BASE: New Swings have been installed but they are not accessible. Plastic chain covers needed for swings. A loose sand provides the base for the equipment. The Play Module needs an accessible component and it is situated on the same base as the swings, which is comprised of loose sand which is not accessible. PICNIC TABLES The picnic table has been removed for the season. However, the wood table should be replaced with a permanent one with a cement base with extension to accommodate a person using an assistive device SIGNAGE This Park needs to be identified with appropriate signage 22 2

24 AAC ACCESSIBILITY AUDIT KIRBYS BEACH PARK Conducted: Friday October 18, 2013 By AAC Member: John Duck, Len Chilton and AAC Assistant Dorothy Anne Leavens PURPOSE: The AAC PLAN for 2012 noted that in 2013 an In-house Audit would be conducted Barrier Type of Barrier Strategy For Removal/Prevention Municipal Park - Kirby s Beach Path to washrooms not accessible Architectural Install hard surface to allow for accessibility Playground not accessible Architectural Add accessible hard surface and a least one accessible module to playground METHOD: The Committee Team then worked together as a group to review outstanding issues and report on compliance or provide further information and/or suggestions for completing the items. Any other areas of inaccessibility were also noted at this time. ENTRANCE, PARKING AREA AND PATHS: There is large gravel parking area. A high visible parking sign for disabled should be placed on the left hand side of the parking area close to the hard-packed trail to the beach. This wide hard-packed pathway to the beach may be ideal for placing the rubber matting eg (Wasaga Beach Model) for access to the water. The area is flat and the path to the water over a the sandy beach area is a short distance PLAYGROUND EQUIPMENT AND BASE: There is a large play module and swings but they are not accessible due to the loose sand base for the equipment. The Play Module needs an accessible component 24 1

25 PICNIC TABLES There are several tables constructed on a concrete pad with one table having an extension to the pad to provide better access. However, the table top should also be extended. WASHROOMS Re-grade around the washroom building and re-configure the pathway for less steep access. Provide required wheelchair turning space in woman s washroom. 25 2

DECLARATIONS OF PECUNIARY INTEREST Nil. 3. DELEGATIONS AND PRESENTATIONS Nil. 4. NEW BUSINESS 4.1 Renovation Plans for Municipal Office L. McDonald reviewed the plans for a number of renovations and improvements that are planned for Town Hall. Many of these improvements are as a direct result of an accessibility audit that was completed in The Town has received a total of $43,000 from the Enabling Accessibility Fund. It is not clear at this time whether the entire project will take place all at once or phased in over a couple of years. Of particular interest to the committee are changes that are happening at the front reception area to improve customer service to members of the public with accessibility issues. A major component to the project will be changes to washrooms to meet accessibility requirements. As well, there are enhancements to lighting and flooring that will make the building easier to navigate for those with visual impairments. 29

30 ACCESSIBILITY ADVISORY COMMITTEE MINUTES Tuesday, April 7, :00 p.m. Council Chambers Page 2 Questions from Committee were primarily related to exterior doorways and access points. L. McDonald indicated that exterior entry points will be addressed in a separate project being managed by the Public Works Department. 4.2 Call For Proposals Enabling Accessibility Fund A number of potential projects were identified that could benefit from access to the Enabling Accessibility Fund (EAF). Suggestions included such things as: Rubberized ramps at our beaches to assist people access the water Fully accessible playgrounds at Peake Fields, Annie Williams Park or Kelvin Grove Park C. Kelley agreed to follow-up with the Director of Public Works to determine if he had budgeted for any projects designed to improve accessibility. Because of the short deadline to apply, it was agreed that C. Kelley would bring forward all previous reports so that Committee could prioritize projects that might be suitable for next year s budget planning process. 4. ONGOING BUSINESS Nil. 5. CORRESPONDENCE 6.1 Accessibility Advisory Committee Meeting Minutes February 4, 2015 Due to problems with s, Committee requested that the minutes be included on the agenda for the next regular meeting of the Accessibility Advisory Committee for reference purposes. 30
