1 Request for Proposals Building Demolition - 46 Main St. (St. Andrews United Church) Stewiacke, N.S. Building Demolition Stew INTRODUCTION: The Town of Stewiacke is inviting interested and qualified parties to submit a proposal in respect of the demolition of the building at 46 Main St. (the former St. Andrews United Church) in the Town of Stewiacke. Sealed bids will be received until Thursday, 18 October, 2018 at 2:00 pm at the Town Office, 295 George Street, P.O. Box 8, Stewiacke, N.S., B0N 2J0. 2. SCOPE OF WORK: A demolition permit will be required. Bids shall include a description of costs associated with the following scope of work: 2.1 Site Preparation The building is primarily wood-frame construction, comprising 7,445 sq ft total finished area. A finished basement lies under part of the hall, and a crawl space/storage area under the remainder with a dirt floor. A floor plan is added at the end of this document as reference. In addition to normal building utilities/infrastructure, in the basement there is a working oil-fired furnace, a non-working boiler, water pumps and tanks, and a cistern. Site preparation shall include consideration for the safety and security of adjacent properties, workers on site, as well as local foot and vehicular traffic. Fencing shall be erected to provide site control as required. Draining and purging of fuel cells and lines, and preparing for safe removal of all utilities shall be conducted prior to demolition start. All associated activities shall also minimize disruption to streets, walkways and other adjacent occupied facilities. Controls for the suppression of dust and airborne particulate shall be used whereby adjacent streets, walkways and adjacent properties may be affected. Noise abatement procedures shall be employed to the maximum extent possible, and consideration should be given to hours of work and the affect to local occupied residences and businesses. 1

2 Applicable federal and provincial requirements must be observed for the movement, collection and removal of all debris. Pricing shall include provisional or contingency amounts for hazardous materials as per the clause at the end of the section. 2.2 Building Demolition Prior to demolition start, and as part of the preparation work (or as needed during demolition), the following items, if not already removed by Town staff, are to be carefully removed and preserved to hand over to the Town: Church bell All stained glass Lecturn Beam from bell tower with names of those who built the church Plaques with names of soldiers from WW1 and WW2 Chandeliers Building demolition phase will include the following activities: Removal and disposal of any remaining contents, notwithstanding the preserving of items listed above; Tear down and removal of the entire structure, notwithstanding the preserving of items listed above; Removal of basement or crawlspace walls and cistern; Removal of site improvements directly attached to the building, such as ramps and stairs. 2.3 Debris Removal Proper removal of all demolition material and other debris is the responsibility of the successful bidder, and the transportation and disposal of this material and debris shall comply with Provincial guidelines and procedures (including the use of approved haulers). 2.4 Site Reconstitution Once demolition is complete and debris removed, the site shall be restored to a level lot useable for future construction. Backfill shall be reasonably free of rock and clear of debris. If required, erosion control measures shall be used to prevent loose soils from running onto adjacent streets, walkways or properties, at least until backfill settling has occurred. 2.5 Provisional Actions in the Case of a Hazardous Substance The Town has not been made aware of any hazardous substances or materials in the structure. Should a hazardous substance be encountered during any phase of the project, the Town shall be notified immediately. Pricing shall include provisional or contingency amounts that might reasonably be required to properly contain, remove and transport such materials from the site in 2

3 accordance with approved regulations and procedures. A description of how the bidder would handle this situation is required in the bid. 2.6 Indemnification of the Town of Stewiacke The successful bidder shall indemnify and hold harmless the Town of Stewiacke from all costs, liabilities, claims, expenses or damages due to or arising out of any work done by, or act, or neglect, or omission of the successful bidder or its employees, agents, invitees, or customers. 3. TIMING: Work is to be completed no later than 14 December, Once the contract is awarded, a review of the details will be completed with the successful bidder. A site survey for prospective bidders may be arranged through Town Councillor Russell Stoddart prior to the closing date. Project commencement date: 1 November, 2018 for demolition proper. Some contents will be removed by the Town prior to start, and the successful bidder can do preparation work ahead of time. Project completion date: 14 December, SUBMISSION CONTENT: Number of Copies: o One original and two copies of all documents submitted are required. Additional Information: o Certificate of Safety Compliance; o Certificate of Insurance, or other evidence thereof; o Sustainability Criteria - Demonstration of adherence plans regarding environmental protection in terms of dust, debris, waste, etc should be included in the bid; o Other Letters or Certificates as they may apply; o Evidence of, or demonstrated experience in demolition, including references. 5. SELECTION CRITERIA: Selection criteria will be assessed as follows: Price 70% Experience 20% Capacity to Meet Timelines - 10% 3

4 6. OTHER TERMS AND CONDITIONS: PRIVILEGE CLAUSE: It is customary for the Town of Stewiacke to award contracts to the bidder with the lowest price meeting the specifications or requirements. However, the Town reserves the right to make an award for reasons deemed to be in its best interest and representing best value. Primary evaluation criteria shall normally be price, however other distinguishing criteria, such as warranty, use of superior materials or procedures, and history (experience) may be considered if it clearly provides the Town with better value. A tender may not be awarded to a supplier or proponent who did not bid on the original tender. NO LEGAL OBLIGATION: There shall be no legal obligations on the part of the Town to any bidder arising from this RFP, unless and until a written contract has been entered into with the successful bidder. ACCURACY OF THIS RFP DOCUMENT: While every reasonable effort has been made to ensure the accuracy of this RFP, it is not guaranteed or warranted by the Town to be accurate, nor is it necessarily comprehensive or exhaustive. FORMAL CONTRACT: The successful bidder will be required to execute a formal contract, in a form acceptable to the Town to give effect to the services required. 7. CLOSING DATE: Submissions for this project must be in sealed envelopes, clearly marked Building Demolition. Bids will be received at the Town Office, 295 George Street, Stewiacke, until 2:00 p.m. on Thursday, 18 October, No ed or faxed copies will be accepted. Any submissions received after the deadline will not be considered and will be returned to the bidder unopened. The bid opening will be at 2:15 p.m. on Thursday, 18 October, 2018 and is open to the public. The successful bid will be awarded by Town Council at the next scheduled meeting.
