4 1.0 INTRODUCTION ASBESTOS SURVEY ROOSEVELT WAY NE SEATTLE, KING COUNTY, WASHINGTON Terracon Project No June 19, 2015 Terracon Consultants, Inc. (Terracon) conducted an asbestos survey of the former retail and office spaces in the multi-unit building located at Roosevelt Way NE in Seattle, King County, Washington. The asbestos survey was performed on June 8 and 9, Sampling was conducted by AHERA-accredited asbestos building inspectors in general accordance with Terracon Proposal No. P dated February 21, Interior and exterior building components were surveyed and homogeneous areas of suspect asbestos-containing materials (ACM) were visually identified and documented. Although reasonable effort was made to survey accessible suspect materials, additional suspect but unsampled materials could be located in walls, in voids, or in other concealed areas. Suspect ACM samples were collected in general accordance with the sampling protocols outlined in Environmental Protection Agency (EPA) regulation 40 Code of Federal Regulations (CFR) 763 Asbestos Hazard Emergency Response Act (AHERA). All suspect ACM samples were delivered to an accredited laboratory for analysis by polarized light microscopy (PLM). 1.1 Project Objective We understand this asbestos survey was requested to locate and identify ACM that may be present in the site building and may be disturbed during proposed demolition activities. EPA regulation 40 CFR 61, Subpart M, National Emission Standards for Hazardous Air Pollutants (NESHAP), prohibits the release of asbestos fibers to the atmosphere during renovation or demolition activities. The asbestos NESHAP requires that potentially regulated asbestoscontaining building materials be identified, classified, and quantified prior to planned disturbances or demolition activities. The NESHAP authority for King County is the Puget Sound Clean Air Agency (PSCAA). 2.0 BUILDING DESCRIPTION The spaces in the multi-unit site building were most recently occupied by a second-hand store (Found It), storage space (also Found It), and a separate second-hand store (American Cancer Society Discovery Shop) at addresses 6820, 6818, and 6814 Roosevelt Way NE, respectively. As a whole, the building is single-story slab-on-grade with wood framed walls feet high. The exceptions are 6820, which has a partial basement, and the southern half of 6814, which has a second floor, and the south wall is CMU block. The flat roof is comprised of three Responsive Resourceful Reliable 1

5 Asbestos Survey Roosevelt Way NE Seattle, WA June 19, 2015 Terracon Project No sections, each with built-up asphaltic roofing on wood decking, and 6814 and 6820 have faux gables on the west façade with cedar shingles. Exterior vertical finishes consist of glass, wood siding, and partial brick facades on the west exterior. Interior vertical finishes consist of gypsum, hard plaster on wood lath, wood paneling, and acoustic tiles. Interior horizontal finishes consist of bare concrete, poured surfacing on concrete, carpet, vinyl tile and sheet vinyl, asphaltic coating with paint, splined and non-splined acoustic ceiling tiles, gypsum, and hard plaster on wood lath. Insulation materials observed consisted of various types of fiberglass batt. Remnant knob & tube wiring was noted in ASBESTOS FIELD ACTIVITIES The survey was conducted by AHERA-accredited asbestos inspectors Adam Stauffer and Chad Kean on June 8 and 9, Copies of Mr. Stauffer s and Mr. Kean s asbestos inspector training certificates are attached as Appendix C. The survey was conducted in general accordance with the sample collection protocols established in EPA regulation 40 CFR 763, the Asbestos Hazard Emergency Response Act (AHERA). A summary of survey activities is provided below. 3.1 Visual Assessment Survey activities began with a visual assessment of interior and exterior areas of each building to establish homogeneous areas with suspect ACMs. A homogeneous area consists of building materials that appear similar throughout in terms of color and texture. The interior assessment was limited to accessible areas within the building. The exterior assessments included exterior walls, roofing materials and windows. It should be noted that additional suspect but un-sampled materials could be located in walls, voids or other concealed areas. Building materials identified as glass, wood, metal or rubber are not considered suspect ACM and, therefore, were not sampled. 3.2 Physical Assessment A physical assessment of each homogeneous area of suspect ACM was conducted to assess the friability and condition of the materials. A friable material is defined by the EPA as a material which can be crumbled, pulverized or reduced to powder by hand pressure when dry. Friability was assessed by physically touching suspect materials. 3.3 Sample Collection Based on the findings of the visual assessment, bulk samples of suspect ACM were collected in general accordance with AHERA sampling protocols. Random samples were collected for each Responsive Resourceful Reliable 2

Samples were placed in sealable containers and labeled with unique sample numbers using an indelible marker. 158 bulk samples representing 50 suspect ACMs were collected from the buildings. Most bulk samples collected included multiple layers. The suspect building materials collected during the survey and submitted for analysis are included in the laboratory analytical report located in Appendix B. 3.4 Sample Analysis Bulk samples were submitted under standard chain of custody protocol to RGA Environmental (RGA) in Seattle, Washington, for analysis by polarized light microscopy with dispersion staining techniques per EPA s Method for the Determination of Asbestos in Bulk Building Materials (600/R ). The percentage of asbestos, where applicable, was established by microscopic visual estimation. RGA is an accredited National Voluntary Laboratory Accreditation Program (NVLAP Accreditation No ) laboratory. 4.0 ASBESTOS REGULATORY OVERVIEW The asbestos NESHAP (40 CFR Part 61, Subpart M) regulates asbestos fiber emissions and asbestos waste disposal practices. It also requires the identification and classification of existing building materials prior to demolition or renovation activities. Under NESHAP, asbestos-containing building materials are classified as either friable, Category I non-friable or Category II non-friable ACM. Friable materials are those that, when dry, may be crumbled, pulverized or reduced to powder by hand pressure. Category I non-friable ACM includes packings, gaskets, resilient floor coverings and asphalt roofing products containing more than 1% asbestos. Category II nonfriable ACM are any materials other than Category I materials that contain more than 1% asbestos. Friable ACM along with Category I and Category II non-friable ACM which is in poor condition that have become friable or which will be subjected to drilling, sanding, grinding, cutting or abrading and could be crushed or pulverized during anticipated renovation or demolition activities are considered regulated ACM (RACM). Washington Administrative Code (WAC) adopts the federal NESHAP rule by reference. In the State of Washington, authority to administer NESHAP requirements is delegated to the regional air pollution authorities (e.g., the local Clean Air Agency or the Washington State Department of Ecology). In King, Snohomish, Pierce, and Kitsap Counties, the NESHAP Responsive Resourceful Reliable 3

7 Asbestos Survey Roosevelt Way NE Seattle, WA June 19, 2015 Terracon Project No requirements are administered by the Puget Sound Clean Air Agency (PSCAA). As provided in PSCAA s Regulation III, Article 4: Asbestos Control Standards, the PSCAA must be notified at least 10 working days prior to the demolition of any structure with a projected roof area greater than 120 square feet, regardless of whether or not any asbestos was identified. Notification is not required for renovation projects, unless the project involves the disturbance of friable asbestos containing materials. The owner or operator must also provide the Washington State Department of Labor and Industry (L&I) with written notification at least 10 working days prior to the commencement of asbestos removal projects involving at least 10 linear feet or 48 square feet of RACM. Removal of RACM must be conducted by a State of Washington-certified asbestos abatement contractor. In the State of Washington, worker exposures to asbestos are governed by L&I s Division of Occupational Safety and Health (DOSH). The administrative rule WAC requires that employee exposure to airborne asbestos fibers be maintained below 0.1 asbestos fibers per cubic centimeter of air (0.1 f/cc) as an eight hour time weighted average. State of Washington Occupational Safety and Health rules also classify construction and maintenance activities which could disturb ACM, and specify work practices and precautions which employers must follow when their employees engage in each class of regulated work. 5.0 FINDINGS AND RECOMMENDATIONS Laboratory analyses of bulk building material samples collected indicated that the following were identified as asbestos-containing materials: White dimple texture 12 x12 vinyl tile with yellow mastic, under carpet (vinyl tile) White rock pattern 12 x12 vinyl tile with black and yellow mastic (vinyl tile) Tan with brown streaks 9 x9 vinyl tile with black mastic (vinyl tile) Dark brown with tan/red streaks 9 x9 vinyl tile with black mastic (vinyl tile and mastic) Grey with white streaks and red-brown 9 x9 vinyl tiles with black and yellow mastic (vinyl tiles and brown mastic) Red brick pattern 9 x9 vinyl tile with black mastic over grey vinyl tile with asphaltic backer (red and grey vinyl tiles) Approx. 1 thick built-up asphaltic roofing on wood decking Approx. 2 thick built-up asphaltic roofing on wood decking Parapet wall asphaltic roofing Black sealant on metal parapet flashing cap seams Black asphaltic penetration sealant Grey window glazing Responsive Resourceful Reliable 4

8 Asbestos Survey Roosevelt Way NE Seattle, WA June 19, 2015 Terracon Project No All of the above-listed materials are considered Category I non-friable ACM in good condition with the exception of the grey window glazing, which is Category II non-friable. Because the proposed demolition activities may crush or pulverize the ACM, Terracon recommends they be removed prior to demolition by a qualified asbestos abatement contractor. Laboratory analysis identified the following material as containing asbestos at less than one percent as a whole, based on composite analysis: Gypsum wall board system (wall board and joint compound) Laboratory analysis identified the joint compound in the above specified gypsum wall board system as ACM, however, the entire system may be treated as containing less than one percent asbestos during demolition (as determined by composite analysis) as long as the basic asbestos work practice requirements as provided in the Washington Administrative Code (WAC) (2) are followed; particularly the use of wet, non-aggressive methods and prompt clean-up. Vacuums used must be HEPA filtered. Worker training must include asbestos awareness and hands on training as given in WAC (5). Respiratory protection must be based on overall dust levels. The results, findings, conclusions and recommendations expressed in this report are based on conditions observed during our survey of the building. The information contained in this report is relevant to the date on which this survey was performed, and should not be relied Responsive Resourceful Reliable 5
