1 Building Services Tenant Improvement-Submittal Requirements Introduction The City of Meridian requires a Tenant Improvement (TI) application when a interior remodel or alteration is going to occur in an existing building. This handout is intended to assist and guide our customer s through the tenant improvement application process. The tenant improvement submittal package includes a checklist and several forms which are required for a complete application. It is required that every section of the checklist and project submittal must be completed entirely. Failure to provide all required and completed materials will result in delays.» All Plan submittals must be signed, dated, and stamped by the responsible licensed professional. What is a TI?» A TI or Tenant Improvement is a modification(s) to an existing tenant space. The City of Meridian requires a TI application for any tenant improvement to a commercial space. What is a CO?» A CO is a Certificate of Occupancy and is required for every business prior to use or occupancy of any tenant space. This includes name changes ownership changes, and interior alteration involving construction.» Applicants may walk in and submit over the counter for any tenant improvement. In addition to the forms included within a tenant improvement submittal application package, approval and written documentation may be required from the City of Meridian Planning Division, Ada County Highway District (ACHD), and Central District Health Department (CDHD) as part of the submittal requirements» Please coordiante with the Meridian Planning Division to verify whether any additional iinformation or approvals are necessary prior to submitting your application. You may also want to discuss signage for your project at this time.» Please contact meridian Building Services to determine if your project requires ACHD Review.» If your tenant improvement inclued food storage, handling or manufacturing,cdhd approval and stamp is required with your application. CDHD can be reached at When your plans have been approved, Meridian Building Services will send an e- mail notification that the plans are ready for download. After official inspection of tenant improvements, a Certificate of Occupancy (CO) will be issued by the City. A CO is required prior to use or occupancy of any tenant space. The legal CO document is mandatory in Meridian for all new business, business name changes, ownership changes and interior alterations, involving construction. Address Verification Request - Meridian Please complete and the Address Verification Request form included in this packet to; communitydevelopment@meridiancity.org to receive your required Address Verification. Meridian Wastewater Pretreatment Requirements (208) Meridian Pretreatment Program reviews the wastewater discharged to sewer in construction projects for pollutants of concern as mandated by the EPA and the City of Meridian. Specific equipment is required in the plumbing system to control these pollutants such as grease, flammable liquids and toxic chemicals. Pretreatment Building Standards are located on the Pretreatment Program s Website ( and Title 9, Chapter 2, SEWER PRETREATMENT Meridian City Code. City Clerk s Office (208) If your project involves the sale or service of alcohol, please contact the City Clerk s Office. Central District Health Department (208) Projects that include food products, restaurant, cooking, food prep, or kitchens shall have the plans stamped approved by the health department prior to submittal to Building Services. 4 Tenant Improvement Application Checklist Page 2 Applicant Description Staff Certificate of Value Electrical Design (stamped & signed per Idaho Statute) 1. Electrical design shall be provided for automotive facilities, health-care, medical, wood-working, educational, restaurant, industrial, hazardous and for new lighting and power installations. Plan review comments may also require additional design to verify code compliance in sufficient detail, before permit issuance. For other Tenant Improvements not specifically listed above, information may be requested by the Electrical Plans Examiner to verify minimum code compliance. The Electrical Plans Examiner reserves the right to wave these requests at their discretion. 2. Provide a reflected ceiling plan, and a detailed light fixture schedule showing location, quantity and wattage for each type of light fixture to be installed. This shall match the lighting compliance. 3. Provide an electrical energy lighting compliance Com Check in PDF format Mechanical & Plumbing Design (stamped & signed per Idaho Statute) 1. Mechanical and plumbing design shall be provided for automotive facilities, nail salons, healthcare and medical, wood-working, educational, restaurant, industrial and hazardous occupancies. Plan review comments may also require additional design to verify code compliance in sufficient detail, before permit issuance. 2. Provide mechanical energy compliance Com Check in PDF format. 3. Some low hazard plumbing projects may be shown on the architectural floor plan. 4. Mechanical block load calculations are required if any of the following apply. This information is required in PDF format Occupant load increase Change in occupancy class from previous tenant as identified in IMC Table o Minimum Ventilation Rates Heating or cooling equipment additions A new tenant intending to occupy an empty space that previously had no tenant Architectural Plan Requirements (stamped & signed per Idaho Statute) Provide one complete plan set in PDF format (Each sheet / page of the drawing shall be submitted as a separate file. See Citizen Access User Guide Submittal Standards: ) that includes: The cover sheet shall contain all of the current adopted building codes in the City of Meridian A complete building code analysis with Exiting travel distance and an exiting plan ADA compliance, room identification/use is also required. One complete plan set in PDF format - Each sheet / page of the drawing shall be submitted as a separate file. (See Citizen Access User Guide submittal standards: Building Services will verify that all files are stamped, signed and dated by the responsible design professional. I realize the information that I have stated hereon, and the plans and construction documentation submitted to the City of Meridian, may be incomplete, and that 100% design and drawings have not been submitted. I understand that any field inspection discrepancy, correction or change that may arise (or be required) due to lack of design is the sole responsibility of the owner, owner s representative, design professional and contractor. My submittal forms the basis for the issuance of the building permit herein applied for, and approval of any plans in connection therewith shall not be construed to permit any construction upon said premises or use thereof in violation of any provision of the City of Meridian adopted code or any other ordinance, or to excuse the owner or his/her successors from complying therewith. I understand that one permit extension may be granted, however an application must be made in writing, to the Building Official, prior to permit expiration. This shall include all labor, materials and equipment, as well as all labor, materials and equipment supplied by others. The project value cannot be reduced by labor, material or equipment that is donated. The values below will be verified and adjusted if required by the Meridian Building Official utilizing the most current publication of the building valuation data published by the International Code Council. The Total Project Value below is used to establish the Building Permit fee only. The Electrical, Plumbing, Mechanical, Fire Sprinkler, and Fire Alarm values are included in the Total Project Value. In addition to the building permit, subcontractors will be required to apply for each respective permit individually and pay a separate fee based upon the scope of work submitted for that particular discipline.
