2 I. Introduction The City of South Burlington is issuing this Request for Proposals (RFP) for consultant services to complete engineering work related to the upgrade of four (4) Stormwater Treatment Practices (STPs) in the Pinnacle at Spear neighborhood. The selected consultant will complete a site investigation, project permitting, and ultimately provide final engineering plans and specifications for the upgrade of these STPs. This work will be managed by the City of South Burlington Stormwater Utility, with the cooperation of the Pinnacle at Spear Homeowner s Association, using grant funding provided by the Lake Champlain Basin Program (LCBP). II. Background The Pinnacle at Spear Stormwater Improvement Project focuses on a suburban neighborhood stormwater system located in South Burlington, Vermont (see Figure 1.) The project sits on the border of the stormwater impaired watersheds of Munroe Brook and Bartlett Brook and treats water flowing to both watersheds. The neighborhood uses four STPs to treat its acres of impervious surfaces. These STPs, built in the late 1990 s, are not up to current stormwater design standards. The improvement project seeks to retrofit these existing STPs so that they meet the current standards for stormwater treatment as defined in the Vermont Stormwater Management Manual (VSMM). We expect that site conditions will enable us to retrofit some of the existing STPs to perform as stormwater treatment wetlands. Those STPs that cannot be retrofit to function as wetlands will need to be retrofit to meet the current standards for stormwater detention ponds. A potential fifth STP s feasibility will also be investigated as part of this project (See Appendix A - Pinnacle at Spear Conceptual Plans Included in Flow Restoration Plans). 3 As a part of the design process, this project would likely need to acquire an Act 250 amendment, approval from the Vermont wetlands division, local development review board approval, and a state stormwater permit. This neighborhood was previously issued State stormwater permit , but that permit expired in 2003 and was never renewed. Once the project has been upgraded to meet current design standards it is the residents desire to turn these STPs over to the City of South Burlington Stormwater Utility for ongoing maintenance, inspection, and reporting. The project site spans two watersheds that are subject to stormwater TMDLs. Bartlett Brook was issued a stormwater TMDL in 2007 and Munroe Brook in Flow Restoration Plans (FRPs) for both watersheds were submitted to VT DEC in October 2016, but have yet to be approved. However, these FRPs indicated that retrofit of the Pinnacle at Spear ponds is necessary to restore the health of the impaired streams. Finally, these STPs are also located in the Lake Champlain watershed, which has been issued a Phosphorous (P) TMDL. We anticipate that retrofit of these STPs will also improve their ability to remove P and therefore have benefits for the Lake. III. Scope of Work The following tasks must be included in the project scope of work submitted in response to this RFP: 1. Preparation of a QAPP The project is funded by the LCBP and will require a Quality Assurance Project Plan (QAPP). The selected consultant will work with the City to prepare a QAPP that is approved by the LCBP. Deliverable: QAPP approved by LCBP 2. Site Investigation The selected consultant will conduct an initial survey and site investigation as necessary to develop an existing conditions plan. This investigation will include soil investigation, borings, and infiltration testing, as necessary, to facilitate the re-design of STPs. Deliverable: Existing Conditions Plan and any applicable soil boring reports. 3. Project Meetings The selected consultant will include up to 4 meetings with City staff to review project progress at different intervals. 4. Preliminary Engineering Design The selected consultant will develop preliminary engineering plans outlining the proposed improvements. This preliminary design will include a cost estimate, but will not include project specifications. This task shall include response to review comments provided by City staff, regulatory staff, the Pinnacle at Spear Homeowner s Association, LCBP staff and others. Deliverable: 60% Engineering Plans and a construction cost estimate. 5. Permitting The selected consultant will obtain all permits necessary for construction of the improvements. This may include: an Act 250 amendment, permit or approval letter from the VT DEC wetlands program, permit or approval from the VT DEC stormwater division, and approval from the South Burlington Development Review Board. It is up to the consultant to ensure that all permits Page 3

4 required for construction are obtained. Deliverable: Approved permits for construction of stormwater improvements. 6. Final Engineering Design The selected consultant will develop final engineering design plans that are suitable for construction and bidding. This will include a final construction cost estimate, project specifications, and an Invasive Species Spread Prevention Plan. This task shall include response to comments provided by City staff, regulatory staff, the Pinnacle at Spear Homeowner s Association, LCBP staff and others. Deliverable: Final Stamped Engineering Plans & Specifications, a final construction cost estimate, and an Invasive Species Spread Prevention Plan. 7. Final Report Prepare a final report detailing all of the project activities for submittal to the LCBP. The final report will include information that is similar to a Basis of Design document that is typically prepared for engineering projects. Deliverable: Final report approved by LCBP. All deliverables shall be provided in both paper (1 copy) and electronic format (MS word, PDF, and CADD, as appropriate). All electronic files, survey, AutoCAD data, GIS layers, soil testing reports, supporting data and documents generated by the selected consultant in the performance of this contract shall become the property of the City. The consultant may retain copies of the files and documents as well. IV. Proposal Requirements In order to be considered responsive to this RFP, each proposal must conform to the following requirements: Submit three (3) paper copies and one (1) digital copy (MS word or PDF file on a CD or USB thumb drive) of the proposal (see requirements below) in one sealed package. The paper proposal must be double sided without acetate or plastic covers. Please number all pages in the proposal consecutively. Clearly indicate the following on the outside of the sealed packages: o Project name (Engineering for Pinnacle at Spear Stormwater Improvements) o Name and address of the prime consultant along with the name and telephone number of the appropriate contact person. Submissions must be received by 3:00 p.m. on August 29, 2017 at: City of South Burlington Department of Public Works Attention: Thomas J. 5 questions by August 23, Consultants that wish to receive a response to questions, but did not submit any questions, should send an to tdipietro@sburl.com by August 18, 2017 indicating their intent to submit a proposal. A. Required Information Responses to this RFP should include the following: 1. Cover Letter [ 1 page maximum ]. 2. Introduction to the Consultant/Firm A brief introduction describing the consultant/firm [ Limit to 2 pages]. 3. Scope of Work - A scope of work for the project detailing the consultant s proposed approach to the work tasks described in the RFP, and any recommended adjustments to the scope or individual tasks. This should include a description of any deliverables to be provided [ Limit to 4 pages ]. 4. Project Organization - Discuss project management structure and identify each person s role in the project along with a brief description of their work on related projects [ Limit to 2 pages ]. 5. Project Staff - Resumes of staff that will work on the project [ Limit to 2 pages per person ]. 6. Proposed Schedule The City s grant agreement with the LCBP indicates that the Final Engineering Design will be provided before the end of calendar year 2017, and a final report will be provided shortly thereafter. The schedule should include completion of work tasks and deliverables [ Limit to 2 pages ]. 7. Cost Proposal - Provide an estimate of hours per person (or per job category listed in consultant s rate sheets) by task in the project schedule. Provide a rate sheet that clearly identifies the rate for any person proposed to work on the project. Clearly identify any sub-contractors or sub-consultants, and provide their rate in addition to the estimated number of hours, or an allowance for a project task [ Limit to 2 pages ]. V. Consultant Selection Procedures A. Review of Written Proposals All proposals will be evaluated using the criteria listed below by a selection committee consisting of City of South Burlington staff. Proposals will be ranked based on the following criteria: Demonstration of similar experience of the personnel to be assigned to the project. (20 pts) Page 5

6 Demonstration of overall project understanding, insights into project conditions, experience with potential local, State, and Federal regulating agencies, insights into potential issues, appropriate assignment of labor hours by task, and demonstrated understanding of the project deliverables. (45 pts) Demonstrated ability to provide services in a timely manner. (25 pts) Submission of a complete proposal with all elements required by the RFP. (10 pts) The City reserves the right to seek clarification of any proposal submitted and to select the proposal considered to best promote the public interest. All proposals become the property of the City of South Burlington upon submission. The cost of preparing and submitting a proposal is the sole expense of the consultant. The City reserves the right to reject any and all proposals received as a result of this solicitation, to negotiate with any qualified source, to waive any formality and any technicalities or to cancel the RFP in part or in its entirety if it is in the best interest of the City. This solicitation of proposals in no way obligates the City to award a contract. The selection of a vendor shall be made without regard to race, color, sex, age, religion, sexual orientation, gender identity, national origin, physical or mental condition, HIV status or political affiliation. 12 Bartlett Brook Flow Restoration Plan Pinnacle at Spear Pond B (#1-1155a and b) The existing ponds covered under State permit # for the Pinnacle at Spear development were assessed for retrofit. The outlet structure on Pond a (North lot) is proposed for retrofit. This would include replaceing the existing 12 culvert with a 3 low-flow orifice. The outlet structure on Pond b (along Spear St) is also proposed for retrofit. This would include the addition of two low-flow orifices, 1 at 371 and a 2 at The retrofits will provide ac-ft of CPv storage. Figure 7: # Pond a Figure 8: # Pond b 5.3 Watershed-Wide Project Ranking All proposed BMPs identified as part of FRP development in the five stormwater impaired watersheds of Potash, Bartlett, Englesby, Centennial, and Munroe Brook were ranked and a project prioritization was created. Considerations that factored into the ranking of BMP projects include the estimated benefit of a BMP towards the FRP s flow restoration targets, and the amount of impervious area treated. The comprehensive ranking matrix ranked the proposed BMP projects based on the following criteria, which were grouped into four general categories as shown in Table 5.
