1 SECTION TEMPORARY FACILITIES AND CONTROLS PART 1 - GENERAL 1.1 GENERAL A. Each Contractor shall be responsible for arranging for and providing construction facilities and temporary controls as required for proper and expeditious prosecution of Work unless otherwise specified herein. Each Contractor shall pay for costs for such facilities and controls, unless otherwise specified, until date of substantial completion of Project. B. Cost of temporary water, temporary electrical, temporary heating, and expenses for temporary connections thereof, operation, maintenance, and removal of same shall be paid by each Contractor, except that Owner will pay all utility costs. C. Construction operations at building site shall be per The Manual for Accident Prevention (AGC) and shall be subject to applicable laws, governmental rules, and regulations. D. Related Requirements specified in other Sections: 1. Section Summary of Work. 2. Section Closeout Procedures. 1.2 TEMPORARY ELECTRICITY A. Provide temporary lighting system and maintain by Electrical Contractor as required to satisfy minimum requirements for safety and security. Temporary lighting system shall afford general illumination in building areas in which Work is being performed. At least one 200 watt lamp for every 625 square feet of floor area, with a minimum of one light in every room. Stairs and corridors shall have additional lights as required. Electrical Contractor shall provide light bulbs and immediately replace when required. B. Electrical Contractor shall provide power distribution at 120/240 volts, single phase 3-wire, 60 cycle, AC. Termination of power distribution shall be at a central location in building and shall be provided for each voltage supply complete with circuit breakers, disconnect switches, and other devices as required to protect power supply system. Convenience outlets (2 for each 5,000 square feet of floor area) for fractional horsepower tools such as saws, drills, etc. shall be located at convenient location to permit use of extension cords (maximum of 100 feet long). Each outlet shall have two 120 volt, 15 ampere, 3-wire grounded duplex receptacles. C. If Subcontractors, and in the event of separate contracts, Contractors, and Subcontractors, require special electric power for facilities beyond that provided for such items as large pumps, welding machines, special hoists, etc., they shall arrange and pay for installation of such facilities and arrange for payment of additional cost thereof. D. It is understood that permanent electrical power and lighting systems are used for temporary power and lighting for construction purposes. Electrical Contractor shall assume full responsibility for power and lighting systems used and pay costs for restoration of systems. 1.3 TEMPORARY HEATING AND VENTILATION A. During construction of building, HVAC Contractor shall provide heat, fuel, and services necessary to protect of HVAC Contractor s Work and materials against injury from dampness and cold until building has been enclosed. HVAC Contractor shall provide approved temporary heating services, adequate and proper fuel, etc. for Work of trades. No open burning flame will be allowed. 2 B. Temporary heating shall be by smokeless portable space heaters of type approved by Underwriter s Laboratories, Factory Mutual, Fire Marshal, or other governing authority, properly vented. Fuel and/or electricity for such heaters shall be paid for by Owner. Surfaces, interior or exterior, damaged by use of these space heaters shall be replaced by new materials or be refinished to satisfaction of Architect without additional cost to Owner. C. HVAC Contractor shall provide heating required to maintain suitable temperature within building to complete finishing Work. D. When permanent heating system or a suitable portion thereof, is in operating condition, system shall be used for temporary heating when so directed by Architect. System shall be operated under supervision of Subcontractor or separate contractor responsible for its installation and ultimate performance. 1. Assume full responsibility for entire heating system under Contract. 2. Pay for costs for operation, maintenance, and restoration of system. E. HVAC Contractor shall provide adequate ventilation as required to prevent accumulation of excess moisture in building as a result of HVAC Contractor s Work. F. Air conditioning system will not be for any Contractor s use at any time. However, when air circulation system or suitable portion thereof, is in operating condition, it may be used without refrigeration or chilling, provided that Construction Manager obtains approval of Architect, assumes full responsibility for systems used, and all costs for operation, maintenance, and restoration of systems. Contractor shall provide temporary filters of approved type within fan enclosures to adequately filter air being distributed through ductwork to supply outlets; disposable filters shall be placed in front of exhaust registers to keep construction dirt out of exhaust ductwork. HVAC Contractor shall thoroughly clean interior of air handling units and ductwork prior to acceptance of Work. G. Upon conclusion of temporary heating period, HVAC Contractor shall thoroughly clean and recondition those parts of permanent heating and air circulation systems used for temporary service. 1.4 JOB OFFICES A. Owner will furnish and maintain during construction of Project, a Box Office at site for Owner s and Architect s use as well as for other Contractors on Project, complete with heat, electric lights, and telephone. This office shall be located at a spot designated by Owner. Remove office from site when directed by Architect. Owner will pay for rent of telephone. Contractors shall be allowed local use of facilities. Long distance calls shall be paid for by person making same. 1.5 TEMPORARY SANITARY FACILITIES A. Owner will provide suitable and adequate temporary toilet facilities for entire work force. Number and type of such facilities shall conform with labor work rules, governing codes, and health requirements. Unless otherwise required, portable chemical toilets shall be serviced twice weekly, service to include emptying tanks, recharging with germicidal and deodorizing solution, and scrubbing entire interior with germicidal solution. 1.6 TEMPORARY WATER A. Temporary water service will be made available from nearest fire hydrant or other existing water service with City. It will be the responsibility of each Contractor requiring water to provide Contractor s own connection to this source. B. It is understood that, if parts of permanent water systems are used as temporary facilities, each Contractor shall assume full responsibility for systems used, including cleaning and restoration. C. Contractor shall be responsible for providing their own heavy duty hose, which shall be in good condition. Discharge end of each hose shall be equipped with a positive means of shut-off. No hoses with leaks along its length or at connections will be permitted. TEMPORARY FACILITIES AND CONTROLS OF 5 INTERIORS PACKAGE

3 D. Plumbing Contractor shall be responsible for providing water required for building Work only. Grading Contractor shall be responsible for providing water required for site Work. 1.7 TEMPORARY FIRE PROTECTION A. Contractors shall prohibit lighting of fires about premises and smoking in restricted areas where posted with NO SMOKING signs and shall use diligence to see that such prohibition is enforced. NO SMOKING signs shall be furnished and posted per governing fire regulations. B. No debris or waste materials shall be burned at construction site. C. Cutting, welding, brazing, or sweating where fire, flame, or hot metals are involved, shall be conducted in a manner that will prevent flame, sparks, or hot metal from contacting combustible materials. D. Gasoline and other flammable liquids shall be kept and handled from approved safety cans. E. Tarpaulins used for any purpose shall be made of fire, water, and weather-resistant duck. 1.8 CONSTRUCTION AIDS A. Each Contractor shall provide temporary ladders, ramps, runways, stairs, scaffolding, staging, temporary enclosures, hoists, chutes, etc. as may be required for performance of Contractor s own Work. B. Construction aids shall comply with Federal, State, and local laws and regulations. 1.9 BARRIERS A. Each Contractor shall provide and maintain required barricades, protection and warning lights in good condition until completion of part of Work requiring such protection and then remove same. B. Barriers shall comply with Federal, State, and local laws and regulations SECURITY A. Each Contractor shall cooperate with Owner and Construction Manager in maintaining security of the building TEMPORARY CONTROLS A. Each Contractor shall conform to requirements of Federal, State, and local codes and authorities with regard to noise, dust, pest, and pollution control, and shall erect dust enclosures as phases of Work require to protect adjacent spaces occupied by Owner. B. Each Contractor shall provide temporary weatherproof enclosures where required to maintain access during construction. See Drawings for locations. Maintain access to the site at all times. C. Construction Manager will provide temporary chain link fence for security around area of new construction, if so required. See Drawings for locations of fencing. Review exact location prior to installation with Owner and Architect. D. Materials and equipment shall be properly stored per manufacturer s recommendations and in limited quantities so as not to overload construction or existing structure. E. Materials shall be adequately covered, protected, and secured to avoid being displaced TRAFFIC REGULATIONS A. Contractor shall be responsible for conforming to local regulations governing load limits of vehicles. B. Contractor shall be responsible for regulating Contractor s traffic around site per local regulations. INTERIORS PACKAGE OF 5 TEMPORARY FACILITIES AND CONTROLS

4 1.13 MATERIAL AND EQUIPMENT A. Provide openings where required for moving in large pieces of materials and equipment of all types. Close and/or restore openings and finish them after equipment is in place. Structural modifications, if required, shall be subject to prior approval by Architect. B. Protect finished surfaces, including jambs and soffits of openings used as passageways or through which materials are handled, against possible damage resulting from conduct of Work by all trades. C. Finished surfaces, including factory-finished and job-finished items, shall be clean and not marred upon delivery of building to Owner. Contractor shall, without extra compensation, refinish damaged surfaces which were inadequately protected. D. Roof surfaces shall not be subjected to traffic nor shall they be used for storage of material. Where some activity takes place in order to carry out Contract, provide adequate protection DEWATERING A. For entire duration of Contract, each Contractor, at Contractor s expense, shall keep parts of Project site, including excavations, free from accumulation of water, no matter what source or cause of such water, by adequate trenching and pumping as required. B. Pumping shall include adequate pumps, hose strainers, and other items such as fuel, power, trenching, and pumping as required. C. Water shall be disposed of in such a manner as not to endanger public health or cause damage to public or private property, and per public agencies. Areas used for such disposal of water shall be satisfactorily clean at completion of Work EROSION CONTROL A. Each Contractor shall comply with latest edition of Standard Specifications for Highway Construction as prepared by Minnesota Department of Transportation (MnDOT). B. Erosion control structures shall remain in place and be maintained by each Contractor until permanent control has been established. Maintenance shall be considered incidental to Contract with no additional fee to Owner. C. Remove erosion control structures as directed, at end of their temporary life and/or at completion of Project. Removal and disposal of structures shall be done at no additional fee to Owner. D. Each Contractor shall comply with conditions, configurations, and placement of erosion control structures with governing authorities FIRST AID FACILITIES A. Each Contractor shall provide and maintain adequate first aid facilities per OSHA requirements TEMPORARY STORAGE A. Each Contractor will provide storage sheds and/or trailers as their needs may require, assuming that space is available, and in a coordinated location with Construction Manager and/or Owner. B. Limit use of this space for Work and storage. C. Move and pay moving expenses for stored materials and/or storage sheds that interfere with operations of Project, other Contractors requiring space to perform Project related Work and at request of Owner and/or Construction Manger. 5 1.18 PARKING A. Owner and/or Construction Manager will assign parking spaces or designate parking areas on site for use by Contractors. B. Vehicles belonging to Contractors and Suppliers may be parked on site provided that there is space available, does not interfere with course of Work, and that vehicles are identified. C. Cleaning of concrete equipment and other similar items shall be performed at a location determined by Construction Manager and/or Owner. Remove residue from site after cleaning this equipment. D. It will be the responsibility of each Contractor to keep vehicles clean and from causing dirt and debris to be deposited on streets, highways, etc. Each Contractor shall be responsible for costs of associated cleaning, regardless who performs cleaning REMOVAL OF DEBRIS A. Each Contractor shall be responsible for removal and disposal of construction debris, trash, refuse, etc. legally from site. B. Handle debris and trash in a manner that will prevent creation of a nuisance. Do not allow debris to accumulate and allow paper and other lightweight material to be blown around by wind. C. Comply with governing regulations concerning control of dust, dirt, and other pollutants. D. Each Contractor will remove debris and trash as indicated above, when directed by Architect and/or Construction Manager, or when completed with their portion of Work JOBSITE TELEPHONE AND FAX A. Owner will provide telephone and fax. B. Contractors shall pay long distance charges.
