3 To: Architectural Design Review Board From: Daniel Tidyman Associate Planner Subject: AGENDA ITEM # Ludlow Street Awning Installation First United Methodist Church, Applicant James Sebastian, Trustee Meeting Date: 11/6/2018 Received Application: 10/19/2018 Impacts: Central Building Inventory (Location) Introduction: The Applicant, James Sebastian on behalf of First United Methodist Church, has submitted a Certificate of Appropriateness Application for the property of 225 Ludlow Street. The proposal involves installing a canopy above a main entrance. The subject property of 225 Ludlow Street is part of the Central Inventory and is Zoned DT-2 Down Town Supportive District This property is also part of the State of Ohio Historic Inventory, referenced as BUT see attached. The applicant contacted the Planning Department requesting information in preparing the COA application. After some consultation, the applicant submitted the COA application with attachments. PROPOSAL 1) Installing Entrance Canopy Approximate Dimensions Half Round 15 feet Long X 10 feet Wide X 6 feet high Shed Awning 4 feet Long X 12 feet wide X 2 feet high Frame Aluminum tubing Construction fabric Location: Parking lot entrance facing N 2 nd Street. Supplemental Items ADRB Policies & Guidelines; and Other Requirements The ADRB Policies and Guidelines do not reference awnings on buildings. Though there are some guidelines to the additions to existing structures section that can. The applicable guidelines include:

4 A. The height of any addition will not exceed the highest point of the existing original structure for which the addition is proposed. B. The finishing material of the exterior of any addition will match the finishing material of the existing original structure so as to blend as closely as possible with the finished appearance of the original structure. [Amended: September 2009 ADRB Meeting] The height of the addition would clearly not exceed the highest point of the existing structure. Also, there is some uncertainty to how the finishing material of the addition would match the existing structure. Though Staff considers the color of the canopy to be neutral with the brick façade of the existing structure and recognizes the purpose of the canopy is to provide safe cover to members of the congregation entering or leaving the structure. The proposal involves signage. The subject property of 230 Ludlow Street is part of the Historic Central Building Inventory and is Zoned DT-2 Downtown Supportive District. The application has been submitted simultaneously with a sign permit application. The sign permit application must have a COA issued by the ADRB before the Planning Department can approve of the sign permit application. The Board may consider the size and location of the signage on the facade. The signage request appears to not interfere with either facades of the

7 To: Architectural Design Review Board From: Daniel Tidyman, Associate Planner Subject: AGENDA ITEM #3 322 N 7th Demolition of the Structure City of Hamilton, Applicant Meeting Date: 11/6/2018 Received Application: 10/31/2018 Impacts: Dayton-Campbell (Location) Introduction: The Applicant, City of Hamilton, has submitted a Certificate of Appropriateness Application on behalf of the Consortium for ongoing Reinvestment Efforts (CORE) for the property of 322 N 7th. The proposal involves Demolition of the Structure. The subject property of 322 N 7 th Street is part of the Dayton-Campbell Historic District and is Zoned R-4 Multi-Family Residential. The COA Application is due to the result of multiple attempts to market the property to potential buyers with no success and facing ongoing costs for maintaining the property. Provided approval for demolition, CORE plans to donate the property to the Butler County Land Bank to execute the demo. PROPOSAL Demolition of the Structure o Applicants rationale included Agenda Attachments Requirements for Demolition CERTIFICATE OF APPROPRIATENESS - DEMOLITION: In the event an application for a Certificate of Appropriateness includes demolition of any property in the Architectural Conservation/Historic District the applicant shall be required to submit evidence to the Architectural Design Review Board indicating that at least ONE of the following conditions prevail: A. That the property proposed for demolition is not inherently consistent with other properties in its area of the Architectural Conservation/Historic District (or) B. That the property proposed for demolition contains no features of architectural and/or historical significance; or

That there is no reasonable economic use for the property as it exists or as it might be rehabilitated, that there is no feasible means or prudent alternative to demolition Supplemental Items ADRB Policies & Guidelines; and Other Requirements RECOMMENDATION: If the ADRB determines to grant approval of a Certificate of Appropriateness for the demolition of the structure located at ((Insert Property Address)), the Planning Department recommends that the motion include ADRB s consideration of Part A, B, C of the criteria listed in above: B. That the property proposed for demolition contains no features of architectural and/or historical significance; or C.
