3 A. Executive summary 1. Scope of survey To locate and record, as far as is reasonably practicable, the presence and extent of any suspect materials that may contain asbestos in the areas listed for demolition. 2. Type of survey The type of survey undertaken was a Refurbishment /Demolition Survey as detailed in current HSE guidance HSG264 (Second edition, 2012). 3. Extent of survey This survey report is a preliminary report of the inspections that have been under taken to limited areas of the building (as detailed in plans section of this report). Due to the level of dilapidation within the building, inspections have only been carried out to limited sections of the building to enable start of works to make building safe. Summary of important information Locations/areas of property identified as having asbestos present Asbestos containing materials present in property with high assessment scores The former work shop area within the basement of the building was found to contain: 1 Redundant gasket material containing chrysotile asbestos 2 Loose cement panelling, containing chrysotile asbestos 3 Redundant black gasket material, containing chrysotile asbestos 4 Redundant loose rope seals, containing chrysotile asbestos The first floor of the building was found to contain redundant fuse boxes with textile seals and flash pads, containing chrysotile asbestos. The second floor of the building was found to contain redundant fuse boxes with textile seals and flash pads, containing chrysotile asbestos. The loose rubble from demolition of former buildings to the external of the site was found to contain cement debris, containing chrysotile asbestos. No asbestos containing materials present had a high assessment score. Introduction Scope of work, purpose, aims and objectives Nature, age and construction type To locate all asbestos containing products within the accessible areas of the former Buckley s brewery malt house, to enable the planned refurbishment activities to be under taken. The building was mainly composed of stone and slate, constructed early last century and extensively modified throughout. How to Use This Survey Report The survey has been compiled to enable the building owner, duty holder, manager or visiting contractor to identify any room, void, duct, area, equipment, plant or item that contains or may contain any asbestos containing materials (ACM s). This section is an introduction to the survey and describes the type of survey carried out and the purpose of the survey. Also listed in this section are the areas that we were unable to access and a summary of any urgent works considered necessary by our Surveyor. It is very important to understand the limitations of this report, by reading the survey parameters as detailed within this report. Identification of Asbestos To identify the locations of asbestos containing materials, you will need to go to results section D - Annotated Floor Plans. Section D contains a sample point and a location of asbestos containing materials plan, we may include additional plans of the areas where we have surveyed. Step 1 Step 2 Step 3 Step 4 - Look up the room where works are required, if the room is marked in red hatch then there are known asbestos containing materials in this room. You will then need to go to the survey table - to identify the exact whereabouts, type and extent of the materials. - If the room/area is marked with No Asbestos Suspected (NAS). it means that no suspected asbestos containing material was visually identified during the survey. This information is contained within the table within section D. - Where a room/area/item is marked with No Access, this signifies that no access was gained to this area/item during the survey, despite reasonable efforts. A competent person (BOHS P402 certificated, has a minimum of 6 months relevant experience) should be employed to conduct an asbestos survey of this area before any works are conducted. - Go to section G and look up the detailed material assessment and recommendations inspection sheet which will provide full details on the relevant Asbestos containing material (ACM). Note: The photographs within section G should help to pin point their associated ACM s. 4 Of 22

19 H. MATERIAL ASSESSMENT GUIDE Material Assessment For each sample/inspection, a material assessment has been compiled using the algorithm described in HSG 264. A point score (weighting) is allocated on the basis of the examination of a number of parameters. The value assigned to each of these parameters is added together to give a total score, the higher scores indicating high-risk materials. 20 I. General Exclusions Manufactured products containing asbestos have been extremely diverse. Therefore responsibility cannot be accepted for any consequential loss or resulting from the presence of asbestos in products where it could not reasonably practicably be expected to be present. Samples have not been taken where prohibited or prevented by the client, tenant or their representative. Materials have been referred to as Asbestos Insulating Board or Asbestos Cement based upon their asbestos content and visual appearance alone. Water adsorption checks have not been made without the permission of the client. Any reference to the type of contractor required for work is made in good faith and we cannot be held liable for any misinterpretations of the Control of Asbestos Regulations Any reference to areas is an estimate and we will not be held responsible for subsequent loss. Any reference to fixing type is for guidance and we will not be held responsible for subsequent loss. Where the client has been unable to supply us with the relevant information, we have attempted to complete the desktop study at the time of the survey. Reasonably practicable is a defined legal term that infers a balance of cost versus risk and means that for example it is unlikely that we would find asbestos material used as a rawl plug as that would mean breaking open all the walls. We would also respectfully point out that we have been asked to carry out a survey, not a demolition soft strip. This means that for example we will not normally remove all non-asbestos insulation to check for asbestos debris on a previously lagged pipe, and we will not lift all floors looking for asbestos packers. We will carry out a survey and make and test reasoned hypothesis of where asbestos containing materials could have been used. Clients must be aware that there may be undetected asbestos containing materials within the building. Quantities within the report are estimates, and a full specification for removal can be prepared if required. Quantities of asbestos containing materials noted within this report are estimates. For any subsequent removal work, we suggest that a detailed specification is produced. The survey report contains colour drawings. If you are working from a black & white photocopy you may have difficulty interpreting the report. 20 Of 22

21 I. General Exclusions contd. Every effort has been made to identify all asbestos so far as was reasonably practical to do so within the scope of the survey and the attached report. Methods used to carry out the survey that asbestos were agreed with the client prior to any works being commenced. Survey techniques used involves trained and experienced surveyors using the combined approach with regard to visual examination and necessary bulk sampling. It is always possible after a survey that the asbestos based materials of one sort or another may remain in the property or area covered by that survey, this could be due to various reasons: Asbestos materials existing within areas not specifically covered by this report are therefore outside the scope of the survey. Materials may be hidden or obscured by other items or cover finishes, e.g. paint, boarding, disguising etc. Where this is the case then detection will be impaired. Asbestos may well be hidden as part of the structure to a building and not visible until the structure is dismantled at a later date. Debris from previous asbestos removal projects may well be present in some areas; general asbestos debris does not form part of this survey however all good intentions are made for its discovery. Where an area has been previously stripped of asbestos (e.g. plant rooms, ducts etc) and new coverings added, it must be pointed out that asbestos removal techniques have improved steadily over the years and asbestos removal prior to current guidance and regulation may not be of today s standard; and therefore debris may be present below new coverings. This survey will detail all areas accessed and all samples taken; where an area is covered by this survey it will be due to no access for one reason or another, e.g. working operatives, sensitive location or just simply no access. It may have been necessary for the limits of the surveyor s authority to be confirmed prior to the survey. Access for the survey may be restricted for many reasons beyond our control such as height, inconvenience to others, immovable obstacles or confined space. Where electrical equipment is present and presumed in the way of the survey no access will be attempted until proof of its safe state is given. Our operatives have a duty of care under the Health & Safety at Work (General) (Guernsey) Ordinance, 1987 for both themselves and others. In the building where asbestos has been located and it is clear that not all areas have been investigated, any material that is found to be suspicious and not detailed as part of the survey should be treated with caution and sampled accordingly. 21 Of 22

22 I. General Exclusions contd. Certain materials contain asbestos to varying degrees and some may be less densely contaminated at certain locations (e.g. Artex). Where this is the case the sample taken may not be representative of the whole product throughout. Where a survey is carried out under the guidance of the owner of the property, or his representative, then the survey will be as per his instructions and guidance at the time. Leftfield Environmental Limited cannot accept any liability for loss, injury,, or penalty issues due to errors or omissions within this report. Leftfield Environmental Limited cannot be held responsible for any caused as part of this survey carried out on your behalf.
