12 9. Emergency Arrangements In the event of accidental damage to any of the retained asbestos materials: 1. Immediately isolate the area by erecting barriers/ locking the area off and display warming notices to prevent unauthorised entry; 2. Notify the either directly/through the Managing Agent to obtain instructions on how to proceed; 3. Carry out remedial works as instructed and secure all requisite documentation for building records e.g. clearance certificates etc and copy the same to the Managing Agent; 4. Annotate the Asbestos Log Book and Register to mirror the current site situation ~ make sure that amendments are sent to the Managing Agent, so that the Clients copy of the Asbestos Register and Log Book can be updated; 5. Notify the building users and regular contractors of the change in status; 6. Include new arrangements in the Monitoring Plan if appropriate. In the event of accidental damage to the building where asbestos has been identified in other areas (e.g. areas not previously surveyed): 1. Immediately isolate the area by erecting barriers/ locking the area off and display warming notices to prevent unauthorised entry; 2. Where the emergency requires attendance by the emergency services/other contractors, make sure that they see sight of the building asbestos log book and register BEFORE they enter the building ~ this may already have been lodged with the local fire officer; 3. Arrange for an Asbestos Surveyor to visit, survey, and send samples to an UKAS accredited laboratory for analysis; 4. Notify the either directly/through the Managing Agent to obtain instructions on how to proceed; 5. Follow the procedure above; 11

13 10. ASBESTOS PERMIT This permit is issued to bring to your attention that you have been granted permission to work in/inspect/ survey an area of the building which may contain asbestos containing materials, as verified by an asbestos survey which has already been undertaken. If you are a regular contractor used by us then your Company will have been sent a copy of the Building Asbestos Log Book and Register, which you should have been shown. Most of our sites have a copy of the Register on site and where this is the case you must complete the Acknowledgement Record to evidence that you have read the contents. Where it is not possible to hold a copy on site, you must be shown a copy by the Management/ Building Surveyor who instructs you to carry out the work. The onus is on you to make sure that you read a copy PRIOR to the commencement of any works/survey. If you visit site to put together a quote this is classified as a survey. If you wander outside of areas included on the details overleaf, e.g. to chase through wiring/connections etc please re-check the Register. Under no circumstances are you to enter an area signed as Restricted Access where asbestos containing materials are identified without: (a) Issue of this permit; (b) Having read the Building Asbestos Log Book and Register; (c) Having attended a briefing on Asbestos Awareness Always make the area safe during the works and before leaving to ensure others are not affected by identified asbestos containing materials In the event you discover/suspect asbestos containing materials, you must observe the following procedure:- Immediately stop work and vacate the area of operatives, (and others only if at risk); Isolate and contain the area, and restrict access by locking doors, signage, barrier tape etc; Contact the Company and or the Managing/Building Surveyor who instructed you/the H&S Department, (who will arrange for an asbestos survey to be carried out). Never re-enter the area to retrieve tools etc until we KNOW that it is safe; Never re-commence work whilst waiting for the asbestos surveyor Where there is a fire emergency, please be aware that a copy of the Asbestos Register will already have been passed to the local Fire Service. Please note that if you carry out any works which hide asbestos labels you must inform us so that we can take appropriate action. Never disturb asbestos containing materials. 12

15 11. Letter to Contractors SITE NAME Contractor Address Address Address Dear Sir/Madam Re: Asbestos Permit at SITE NAME You have been contracted to carry out maintenance work at SITE NAME. Before you or your employees will be allowed on site you will need to complete and return the attached Asbestos Permit. You must complete the names of all employees who will attend site. Only employees in possession of a valid Asbestos Permit in their name will be allowed on site. You must provide supporting documentation for the work you intend carrying out. This will include: specific risk assessments of the work activity; and method statements detailing how you will protect your employees and others from risks to their health and safety as a result of your work. You must sign and date the Asbestos Permit as confirmation that your named employees are competent to carry out the work activity. We will audit this information from time to time to ensure its accuracy. Finally, if you intend carrying out any of the high risk work listed below, you will also be subject to a Permit to Work system. Please confirm whether you intend any such works. If the site is unmanned, then you are expected to work under your own permit system, and provide us with a copy of the permit on completion of the work. All use of scaffolding, including scaffold towers; All roof work; All work on atria, cupolas, canopies and other such high level glass or fragile structures; All excavations and excavation work; All demolition work; All confined spaces including lift shafts; All work on pressure systems; The use of all cartridge tools; All hot work (including the use of asphalt and bitumen boilers); All welding and flame cutting; All work on live electrical systems or systems above 240v where workers are exposed to live conductors; All cranes, hoists, lifting equipment and tower access equipment; All overhead work which includes the use of mobile elevating platforms and access cradles; The use of flammable and highly flammable liquids (except for cleaning and decorating materials); Thank you for your assistance.
