5 Developer Services Role - Supporting Economic Development and protecting the service we provide existing customers and the wider Environment 2 Billion being invested in our assets ( ) 160 million to support economic development Encourage early dialogue through Pre-planning advice allows the planning process to be more efficient from a drainage perspective Our Development Control team respond to over 10,000 Planning Consultations a year 5% of our Planning Consultations responses (or 2% of proposed housing units) include constraining comments to either await our funding or find a solution to overcome the issue 5

7 Supporting Economic Development Dedicated planning team take a pro-active role in planning process (Local Development Plans) We work closely with over 25 Local Planning Authorities to discuss the latest information regarding timing of development We recognise the timing of development does not always align with our assets having capacity We use LDP s to support Business Plan for future growth investment

8 Planning Applications The planning system is the only control available to us to ensure water supply and drainage is adequate We respond to all planning applications within 14 to 21 days All our responses are based on robust performance data Our approach will either recommend approval, conditional approval or refusal It is for the relevant Local Planning Authority to decide how to address our response 8

9 Pre Planning its purpose Inform you of the existing water supply and sewerage infrastructure within the development boundary Allocated site - 15, 29 & 42 inch water main Allocated site 350mm and 400mm combined sewer, storage tanks, overflow chambers and outfalls Early identification enables the design of housing layouts to take account of assets and/or their diversion

10 Pre Planning Service its purpose Avoid unexpected issues and constraints which can mitigate your risks cost & programme Identification of water supply and sewer connection points, can speed up the Town and Country Planning process and our delivery timescales We can provide you with details of where our investment is planned as part of our AMP Investment Programme in areas where we have capacity constraints

12 Sewers and Lateral Drains the process The Welsh Ministers Standards for Gravity Foul Sewers and Lateral Drains were enacted on 1st October 2012 (Section 42 of the Flood and Water Management Act 2010) Section 42 introduces S106b into the Water Industry Act requirement to enter into agreement before construction Whilst the standards refer to new gravity foul sewers and lateral drains, the provisions of S106b extends to all sewers and ancillary apparatus which communicate / connect to the public sewer network i.e. Pumping stations and surface water sewers A sewer adoption agreement must be in place before construction commences

17 Our Experience to Date We want to work with you to avoid delays via regular contact and engagement Recent examples of process failures include o Un-consented connections to both our water and sewer networks o Sewers installed without adoption agreements being in place o Assets diverted without consent o Diverted asset being installed to an extremely poor standard Please don t leave this to your supply chain

18 The Construction Phase Sewer connections

19 Sewer connection process has changed No sewer adoption agreement we are legally prevented from approving sewer connections Historic processes have relied heavily on our Health and Safety Accredited Contractor assessment process. This will not continue. We have launched a revised sewer connection process which is more reliant on commonly used Construction Industry Health and Safety Accreditation SSIP. It works alongside our Safe Access to Asset process and will include connection specific risk assessments and method statements.

20 The connection process - connection only Request connection pack Issue connection pack (if adoption agreement is not required) Submit application along with necessary supporting information Assess application including the H&S credentials of the contractor. Inform customer & contractor of the outcome of the process, supplying Access to Asset application form Customer Developer Services Contractor Contractor must complete Access to Asset approval process and provide Developer Services with 48 Hr notice of their intent to undertake the work. Developer Services checks that the Access to Asset approval is in place before scheduling the sewer connection inspection

21 The connection process - adoption agreement needed. Sewer Adoption submission made During the sewer / lateral drain adoption assessment process, the suitability of the connection is assessed. Once the Sewer / lateral drain adoption agreement is in place Developer Services inform the customer and supply the required number of Sewer connection application packs. Completed sewer connection paper work is submitted which should only require details of the chosen contractor and timing of works. Customer Developer Services Quicker assessment of connection application remaining stages of connection process need to be concluded.
