3 4.0 SCOPE OF SUPPLY & WORK The works covered by the Bid/Tender is supply, installation/ rennovation /upgradation, testing and commissioning and inspection of 33/11 KV Substations at Madambibirhat under S&D Fouzderhat, Road FIDC under S&D Kalurghat, Asia Women University area under S&D Kulshi, Kattali under S&D Pahartoli, Ananna under S&D Sholoshahar, Oxygen under S&D Kalurghat, Rahmatgonj under S&D Stadium, Monsurabad under S&D Agrabad, Anondo Bazar under S&D Agrabad, Banglabazar under S&D Madarbari, Moizzartek under Distribution Division patiya, kalpolok under S&D Bakulia, Ramu under Distribution Division Cox s Bazar, Bandharban under Distribution DivisionBandharban, 33/11 Kv Sub-Stations under S&D Fouzderhat, Baroaulia under S&D Fouzderhat, Barobkundo under under S&D Barobkundo, Khulsi under S&D Khulsi, Hathazari under S&D Hathazari, Patiya under Distribution Division Patiya, at Bakulia under S&D Bakulia, Chokoria under ESU Chokoria under the jurisdiction of BPDB on Turn Key basis and supply of Tools and Accessories. The scope of plant and services include design, manufacture, quality assurance, inspection & testing, packing for export, insurance & shipment to site, complete construction & installation, jointing, terminating, bonding, earthing, painting, transportation, setting to work, site testing & commissioning of all the equipment necessary for operation of the sub-stations. Moreover, the existing equipment dismantled from the existing substation shall be handed over and deposited to BPDB Central Store Chittagong without any damage as per director of Project Director or Engineer of this project. Shifting/ Modification of any existing scheme of equipment to new equipment in up gradation/ Renovation work scope shall be deemed included in the scope. The detail requirement is listed in the technical specification and Guaranteed Technical particulars (GTP) in the tender document. The scope also includes imparting training to BPDB Engineers on offered system. The contractor is responsible for ensuring that all and any items of work required for the safe efficient and satisfactory completion and functioning of the works are included in the Bid price whether they will be described in the specification or not and this shall be called balance of plant (Substation). 4 4.1 Installation of 12nos new 33/11KV, 2X20/26 MVA GIS SUB-STATION (Not limited but at least the following works to be done by the turnkey contractor) This will be a new Substation installed with indoor Single Bus *(1600A, 25KA for 3 sec) Gas Insulated Indoor 33 KV GIS Switchgear Panel having: a) Incoming & Outgoing Feeders (1250 A) : 4 Nos. b) Bus coupler with Riser (1250 A) : 1 Nos. c) Power Transformer Feeders (1250A) : 2 Nos. d) 33 KV Bus Potential Transformers : 2 Sets. (To be mounted on Transformer s panel) e) Protection, Metering and control panels : 7 Sets (Shall be accommodated in the GIS panel) f) Control for OLTC : 2 Sets (On Transformer s panel) g) Station Transformer Panel (LVS or CB) : 1 Set Indoor 11 KV GIS Switchgear Panels having: a) Incoming Feeders (2000 A) : 2 Nos. (To be connected with Power Transformers) b) Outgoing Feeders (630A) : 12 Nos. c) Bus Coupler with Riser (2000 A) : 1 Nos. d) 11 KV Bus Potential Transformers : 2 Sets. (To be mounted on Transformer s panel) The single line diagram is enclosed herewith as Annexure (1) All the 33 KV and 11 KV Switchgears will be of Gas Insulated Type with circuit breakers. They will be installed on the proposed substation building. All 33KV and 11KV cable shall be accommodated in the cable room of the substation building with steel structure cable trenches. There shall be adequate space to both end of 33kV GIS panel for future extension. 02 (Two) Nos. 33/11 KV, 20/26 MVA ONAN/ONAF Transformers shall be installed in the substation compound (ground floor) and connected to the 33 kv switchgear and 11 kv switchgear panels (described above) and by single core XLPE cable of required voltage and size. The volume of the transformers shall be such that these are accommodated in the space available by keeping safe electrical clearance. Both the Transformers are to be identical and from the same manufacturer. Provision for running the transformers in parallel is to be provided. Tap position indicator and raise lower switch shall be provided in the transformer control panel. The indoor 33KV cables will be connected to 33KV GIS panel by requisite cable termination kit. The outdoor cable terminations of the 33 KV cables will be heat shrink type and supported by steel structure. In the same way the 11 KV cables indoor type terminations will be heat shrink type being supported by steel structure. The indoor terminations of the 11 KV cables with the 11 KV switchgear panel will be as per arrangement provided there. All the 33kV and 11kV cables shall be unarmourd and cu-wire screened. The conventional protections to transformer feeders, line feeders and bus coupler are to be provided. However, total protection scheme is to be implemented on approval from BPDB Authority. Meters for monitoring three phase Current and voltage are to be installed in each panel. Scope of Work GIS_PQ_PDSDP_

5 All 33 KV & 11 KV panels are to be provided with separate high class Digital energy meter of 0.2 class having provision of remote communication facilities. Both mechanical and electrical inter locks are to be provided along with the breakers, isolators and earth switches of various feeders as per normal convention. Grounding mesh of copper conductor of requisite earth resistance (shall be <0.25ohm) will be installed for grounding the neutrals of the power transformers, station transformers, their bodies, the lightning arrestor sets, the steel supporting structure, all indoor & outdoor panels etc. The grounding system is to be implemented on approval of the design from BPDB Authority. 01 (0ne) Nos. 33/0.4 KV 200 KVA Station Transformers will be installed separately by 33 KV cable terminations. The LV sides of the station transformer will be connected to the LV A/C distribution Panel by LV cables of appropriate size. Single sources of D/C supply with 01 set of 110 V battery (Ni-Cd) and battery charger shall be installed and connected to the D/C distribution panel by LV cables of appropriate size. AC and DC distribution panels, Battery sets with battery chargers shall be accommodated on the same floor of 33 kv and 11 kv switchgear panels The 33 KV incoming feeders (to come from other substation) shall be connected to the incoming of the 33 KV switchgear panel and the 33 KV Switchgear panel will be commissioned. Simultaneously the 33/11 KV power transformers and the 33/0.4 KV station transformers will also be energized. The 11 KV sides of the 02 (Two) 33/11 KV power transformers will then be connected (by 11 KV cables) to the 11 KV incoming cubicles. The 11 KV incoming connection from the transformer to the VCB breaker will be made by 09 (Nine) Nos. of single core 400 mm 2 XLPE Cu cable. Transformer Neutral will also be connected to ground by bare copper cable of 2x 185 mm 2. The requisite termination kits are to be supplied and installed. The scope also includes the design, manufacture, erection and commissioning of substation automation system for both 33KV & 11KV system. The Substation Automation System (SAS) shall comprise full station and bay protection, control, monitoring and communication functions. It shall enable local station control via PC by means of a human machine interface (HMI) and control software package and perform the necessary system control and data acquisition functions. All civil works and necessary indoor & outdoor lighting (Energy efficient (CFL & LED) and automated) are required within the scope of the Tender. The scope shall include fire extinguishing equipment such as Trolley mounted fire extinguisher with foam type chemical for B type Fire (15kg), Wall mounted fire extinguisher with dry type chemical for A, B and C type Fire (5kg) and Wall mounted fire extinguisher with CO2 type chemical for A, B and C type Fire (2kg). The scope shall also include Air conditioning Equipment for substation. Fire-wall shall be constructed between one and the next power transformer. Adequate free air passage space shall be maintained. Design and Construction of new 07 storied substation building( clause Section 7 Technical specification Option :A (10 nos Substation), Option B (2 Nos Substation)) having provision of 02nos passenger elevator, the transformer foundations, cable trenches with their RCC covers, earthing, construction of internal road and boundary walls, retaining wall (if required), land development ( 1 meter above the existing road level) work, Drains, construction of the septic tank and soak pit, underground water reservoir tank and all allied civil works deemed necessary are included in the Bid. Employer will provide all lands filled by sand (if necessary ) upto Ground Level. Scope of Work GIS_PQ_PDSDP_

6 The contractor shall supply and install necessary exhaust fans in the substation buildings of option A and HVAC system in the substation building of option B of the technical specification. Outdoor lightning protection system for the substation shall be installed on the top of 33KV and 11KV Overhead line. Contractor shall supply and install 32 inch LED Television, 01 set of desktop Computer with Printer, Scanner, digital sign board and complete furniture for the substation control room. Transportation of all equipment and materials, all installations, connections and testing, commissioning, inspection are within the scope of the Bid. 5 (Five) sets of As-built drawings together with operation and maintenance manual, relevant IEC standards of the installed equipment shall be submitted. Contractor shall supply Gas filling device, Megger, earth tester, gas leakage detector against the 12 Nos of new GIS Substation. Landscaping work and gardening of the whole sub-station area shall be performed by the bidder. The Bidder must visit the site and assess the works before tender submission. * Among the twelve new GIS substations, in 02 (Two) nos. (FIDC Kalurghat, and Oxygen Sholoshahar) substation the short circuit current and the making current of the bus and all circuit breakers shall be 31.5KA and 80KA respectively. 7 4.2 Installation of 2 nos. new 33/11KV, 1 x 10/13 MVA AIS SUB-STATION (each substation) (Not limited but at least the following works to be done by the turnkey contractor) A. CIVIL & BUILDING WORKS: Design, Manufacture, Supply, Installation/ Erection, Construction, Testing and commissioning and so on of the following works are the scope of works: 1) Earth filling work of the whole sub-station area (50 Decimals) with height of 1(One) Meter above the highest flood level or 1 (One) Meter above the nearest high way / road whichever is higher. 2) Land Escaping work and gardening of the whole sub-station area. 3) Construction of cable trenches for power cable and control cable : (a) (b) (c) Within the switch yard area Switch yard area to control room building Control room building to 11kV feeder poles [Location of 11kV terminal pole will be within 100meter from the control room building]. 4) Construction of Boundary wall required for whole Sub-Station. Retaining wall shall be constructed for Bandarban substation. 5) Construction of main entrance gate and side gate. 6) Construction of R.C.C foundations for power transformers, switch yard tower, circuit breaker and all others equipment & Structure as required 7) Construction of guard post building. 8) Construction of 2 (two) storied 13.1M X 13.1M complete Control room building including roof lime terracing, door, window, toilet etc. Control room shall be installed in the 1st floor and office, conference room, stores, others in the ground floor. 9) Properly insulated False Ceiling of Control room, office, conference room suitable for Air conditioning system. 10) Construction of drainage and sanitary system for control room and whole sub-station area. 11) Supply and installation of Operation Key Board, Al/ Steel frame front cover glass with locking device, dust proof. 12) Construction a connecting road between nearest highway/road and Sub-Station main gate. 13) Construction of approach road from the main gate to the switchyard & Control Room entrance and internal road for whole sub-station area and parking area as required. 8 14) Supply of gravel and finishing the Switchyard surface by the gravel. 15) Supply and installation of Switchyard Chain link fencing with gate. 16) Construction of septic tank, soak well, inspections pits, sewerage piping by PVC 6 inches dia. Pipe, toilet/ bathroom / lavatory located in the control room building having facilities of wash basin, bath shower towel rod, soap case, auzo wash, glass rack, looking mirror, pan fitting with low-down, swan neck pillar cock, extra long bib cock, interior walls and floor finished by tiles etc. complete in all respect. 17) Supply and installation of the following: Overhead water tank on the top of the control room building, underground water reservoir (tank), water lifting pump, suction pump and portable water supply system complete in all respect [Design shall be based on use of 10 persons per day for overhead water tank]. 18) Supply and installation of Wall clock for Operator use, about inches Dia Dial plate, pointer type, English numerical type but not LCD display Digital type, Quartz. 19) Supply of Operator working table, Steel made, with extra glass on the top, and two nos. of wheel based revolving chair, curtain (vanicial blind) of window in the control room. 20) Supply of Steel File Cabinet (four drawers), Steel Almirah for record keeping in the control room. 21) Construction/ installation of Substation NAME PLATE/ SIGN BOARD - one no., switching scheme MIMIC Display board - one no. Made of steel/aluminum frame on hard plastic/ at least two mm thick ebonite sheet, white color body 22) Supply and construction of Power cable trench and control cable rack inside the ground floor of the control room building. 23) Supply and Installation of Yard Lighting & Emergency Lighting. 24) Supply of 33KV Station transformer panel. NOTE: All doors & windows work to be finished by aluminum frame and high quality transparent 6 mm thick glasses. Both indoor & outdoor surface finishing works of walls, roof etc, to be synthetic high quality plastic paint and moisture proof snowcem respectively and treatment to be made by lime terracing for rain water leakage proof of the roof. B. SUB-STATION / ELECTRICAL WORKS : Design, Manufacture, Supply, Installation/ Erection, Construction, Testing and Commissioning etc. of the following works are the scope of works: 1) Supply and installation of one no 33kV Incoming Feeder at New S/S comprising: 33kV Circuit Breaker, CT, DS, LA, Control cable, Relay, Signaling, Metering Panels etc. complete in all respect. 9 2) Supply and installation of one no 33kV Outgoing Feeder comprising: 33kV Circuit Breaker, CT, DS, LA, Control cable, cable terminating kits and supporting structures etc. complete in all respect. 3) Supply and installation of 33kV Outgoing Feeder (Spare) comprising: 33kV Circuit Breaker, CT, DS, LA, Control cable etc. complete in all respect. 4) Supply and installation of Station use Auxiliary transformer 200 KVA, 33/0.415 KV, ONAN, Dyn-11 including 33kV gang operated fuse isolator with fuse, kv MCCB, power cable, cable terminating kits with structures, etc complete in all respect. 5) Supply and installation of Power transformer 33/11 kv, 1x10/13 MVA, Dyn11, with. 33 kv Feeder comprising : Circuit Breaker, CT, LA, DS, 11kV Power cable, Control cable, cable terminating kits and supporting structures etc complete in all respect. 6) Supply and installation of 33kV Bus Potential Transformer of ratio one set (three nos. in one set), to be installed on the top of the switch yard gantry structure. 7) Supply and installation of Switch yard shielding materials. 8) Supply and installation of Switch yard grounding materials for whole sub-station area and equipment to be installed. Earth resistance of the substation shall be less than 0.25ohm. 9) Supply and installation of Switchyard outdoor illumination system. 10) Supply and installation of 33kV Sectionalizing Bus Isolator, gang operated, horizontal mounting, vertical break, without earthing blade to be installed on the top of the middle portion of the switchyard gantry structure. 11) Supporting steel column structure for connecting the 11kV Power Cable with accessories as required. 12) Supply and installation of 33kV switchyard gantry structure two diameters (Each 5M 5M) with bus bar, bus support insulator & hardware, jumper, shielding materials and grounding materials etc. complete in all respect. 13) Supply and installation of Control room indoor illumination. 14) Supply and installation of Emergency lighting 15) Supply and installation of Fire Fighting equipment / system. 16) Supply and installation of Exhaust Fan (One no. in battery room). 33kV 110V 110 V ) Supply and installation of Split type Air cooler (At least twenty four thousand BTU per hr. capacity including MCB, switch, male female plug socket complete) - 4 nos. in 11kV SWITCHGEAR panel room and 33kV protection, control & metering panel room. 10 18) Supply and installation of Control-Relay Panels for 33kV power transformer & line feeders of the proposed 33kV & 11KV Circuits to be installed in the control room building. 19) Supply and installation of AC Distribution Panel, DC Distribution Panel. 20) Supply and installation of Separate AC distribution Box, wall mounting for control room internal & external illumination switching, extra power supply arrangement for testing purpose, different operation and maintenance use. 21) Supply and installation of switching boards to be installed in each room for functioning of fans, lights, Air cooler etc. 22) Supply and installation of 11kV SWITCHGEAR comprising: Incoming from 33/11kV Power transformer : 01 (one) nos. Out-going feeder Breaker : 04 (four) nos. 11kV Potential transformer panel having ratio of, complete in top mounted on the incoming breaker panel - 1 (one) panel complete in all respect. 23) Supply and installation/ connection of 11kV Power Cable, XLPE, but not PVC/ PILC for all 11kV line feeders and transformers feeder including cable termination (Outdoor & Indoor) as required. 24) Supply and installation/ connection of Control Cables 25) Supply and installation of Battery, Ni-Cd 26) Supply and installation of Battery Charger 27) Supply and lying of Rubber pad to be laid in front of the 11kV SWITCHGEAR Panels. 28) 5 (Five) sets of As-built drawings together with operation and maintenance manual, relevant IEC standards of the installed equipment shall be submitted for the Directorate of Design & Inspection -2, BPDB, Dhaka. 29) The Bidder must visit the site and assess the works before tender submission. 11 4.3 Renovation of Barobkundo 33/11KV SUB-STATION (Not limited but at least the following works to be done by the turnkey contractor) This will be a Substation installed with indoor Single Bus (1600Amp, 25KA 3sec) Gas Insulated 33 KV GIS Switchgear Panel having: a) Incoming & Outgoing Feeders (1250 A) : 6 Nos. b) Bus coupler with Riser (1250 A) : 1 Nos. c) Power Transformer Feeders (1250A) : 2 Nos. d) 33 KV Bus Potential Transformers :2Sets. (To be mounted on Transformer s panel) e) Protection, control and metering panel : 9 sets (shall be accommodated in the GIS panels) f) Station Transformer Panel (LVS or CB) : 1 Set Indoor 11 KV GIS Switchgear Panels having: a) Incoming Feeders (2000 A) : 2 Nos. (To be connected with Power Transformers) b) Outgoing Feeders (630A) : 12 Nos. c) Bus Coupler with Riser (2000 A) : 1 Nos. d) 11 KV Bus Potential Transformers : 2 Sets. (To be mounted on Transformer s panel) Existing switchgear and gantry structure dismantling & transported to stores in good condition is within the scope. All the 33 KV Switchgears will be of Gas Insulated Type with circuit breakers having vacuum interruption facility. They will be installed on the existing building along with 33 kv Indoor GIS RCP panels. All the 11KV Switchgear will be GIS type with circuit breaker having vacuum interruption facility. The indoor 33KV cables will be connected to 33KV GIS panel by requisite cable termination kit. The outdoor cable terminations of the 33 KV cables will be heat shrink type and supported by steel structure. In the same way the 11 KV cables indoor type terminations will be heat shrink type being supported by steel structure. The indoor terminations of the 11 KV cables with the 11 KV switchgear panel will be as per arrangement provided there. 13 4.4 Renovation of Fisherbour 2X 10/13.33 MVA, 33/11KV GIS SUB-STATION, Patiya. (Not limited but at least the following works to be done by the turnkey contractor) Contractor shall design, supply and install Indoor 11 KV AIS Switchgear Panels (1250A, 25KA, 3 sec) having: a) Incoming Feeders (1250 A) : 2 Nos. (To be connected with Power Transformers) b) Outgoing Feeders (630A) : 8 Nos. c) Bus section isolator (1250 A) : 1 Nos. d) 11 KV Bus Potential Transformers : 2 Sets. (To be mounted on Transformer s panel) Existing switchgear and gantry structure dismantling & transported to stores in good condition is within the scope. All the 11KV Switchgear will be AIS type with circuit breaker having vacuum interruption facility.
