2 2 ITEM 3.0 BUSINESS ARISING No Business arising ITEM 4.0 INTRODUCTION OF APPLICANTS/GUESTS Applicants and guests in attendance were: Hilton Lomax, Contractor for application 148 Sydney Street. Pam Munn & Michel Sanscartier, for application 188 Germain Street. Mark Gallant, Norwood Windows Representative & Chris Meier from RUSCO. Harold Wright & Peter as members of the public. ITEM 5.0 APPLICANTS FOR HERITAGE PERMITS ITEM 5.3 APPLICATION FOR HERITAGE PERMIT # JOHN PAUL & CAROLYN WESTIN, 148 SYDNEY STREET Emma provided the Board with an overview of the application for 148 Sydney Street. The application is for the renovation of the existing exterior addition and update of rear secondary exits. The Heritage Officer explained that there are two additions (one addition from 1930s and one from the 1950s) at the property that are proposed for renovation as one entity in the application, along with the rear exiting for the upper storey apartments. The applicant is proposing that the addition to the north be extended by four feet and filled in to create a full rectangular addition that connects to the other addition, maintaining the current height and roof style. She explained that new Marvin aluminum-clad hung windows would be installed on the north and west facades with a new door facing west on the rear of the new addition. The applicant is proposing that the windows on the north be a two window assembly, double hung and both of 6/6 configuration. The window on the western façade would also be double hung but in a 8/8 configuration, with a steel door with nine lite half windowed door with two lower panels. Emma advised that the door and windows would be painted in an approved heritage paint scheme. The Heritage Officer explained that on the rear of the original building, the applicant proposes to remove and replace the existing secondary exit and associated structure with a new design and layout. The new structure would still be wood construction, but would use detailing more consistent with the standard as detailed in the Practical Conservation Guidelines for Stairs, Decks and Fire Escapes. Mr. Lomax explained that while reviewing the 1930s addition, it was discovered to be constructed entirely from concrete blocks. Emma explained that for this reason the owners wish to parge the concrete blocks to match the rear of the original house no materials would be altered. The Board held a brief discussion regarding the compatibility of the configuration of proposed windows for the addition. The Board requested that the contractor discuss with the applicant and reconsider the configuration to be 2/2 rather 6/6 or 8/8 and be of a more vertical proportion with the intent to be more in keeping with the original windows. The contractor advised the Board that

3 3 the applicant has not placed the window order to date and would most likely be in agreement with the Boards decision. MOVED by Blake Armstrong, SECONDED by Rod Stears to approve a Heritage permit to renovate the existing exterior addition and replace the existing secondary exit; with the modification that the proposed windows be modified to be a style more vertical in height proportion and be of a 2/2 configuration and that revised drawings be approved and provided to the Heritage Officer prior to installation. ITEM 5.2 APPLICATION FOR A HERITAGE PERMIT # MICHEL SANSCARTIER & PAM MUNN, 188 GERMAIN STREET Emma provided the Board with an overview of the application for 188 Germain Street, which is located one lot in from the corner of Germain Street and Duke Street. The Heritage Officer explained that the application is to construct a ground-level, L-shaped rear deck. The proposed deck would be installed at the end of the rear ell, projecting 11-0 out and spanning 10 6 across. The L of the deck would be 6-0 in length toward the front of the house, 3-6 in width. The deck would be accessed through an existing rear door, replacing a small flight of wooden stairs, and new black steel stair access to the ground would be added at the eastern edge of the deck. The perimeter edge of the deck was initially proposed to be framed by black C channels, but has since been amended to black aluminum metal. Emma explained that the applicant has specified a 36 high black aluminum rail, with ¾ pickets space 3¾ o.c.. The Heritage officer explained that while the choice of black aluminum rails, stairs and detailing, is not necessarily consistent with traditional material selection, the materials have been previously approved by the Board, and is in keeping with previous renovations to the property; the patio door and the rear windows on the property are black aluminum-clad products installed in The Heritage officer recommended approval of the application. The Board had no questions of the applicant or staff. MOVED by Bob McVicar, SECONDED by Councillor Armstrong to approve a heritage permit to build a rear deck and stairs.. ITEM 5.1 APPLICATION FOR A HERITAGE PERMIT # S. KHUNGAY, 297 DOUGLAS AVENUE Emma provided the Board with an overview of the application for installation of a new steel rear door. She explained that for security purposes the applicant is proposing a full steel door of either two designs: a four-panel style which would be staff s recommendation or their preference would be a contemporary three panel style, both by Novatech. It is the applicant s intention to paint the door in an existing approved colour scheme for the property.

4 4 The Board briefly discussed that the four panel style was a closer representation of the original door and would be a more appropriate choice. MOVED by Councillor Armstrong, SECONDED by Rod Stears to Approve a Heritage Permit to install steel a new steel four panel style door at the rear of the property. ITEM 5.4 APPLICATION FOR HERITAGE PERMIT # FRANK MAGEE, 115 ORANGE STREET Emma declared conflict of interest on the application. Emma provided the Board with an overview of the application to construct a new stair off an existing deck and to construct a privacy fence. She explained that the proposed work is to construct an L-shaped stair off the existing deck at the rear of the house, and to construct a 6-0 tall privacy fence, enclosing a 30 x 40 area off the western façade of the house. The applicant also owns the adjacent vacant lot on Orange Street. There is currently a 6-0 deep deck off the rear (north) of the house. The applicant is proposing to open the western rail to install an L- shaped stair that will turn toward Orange Street at approximately 40 away from the house. The stair will be detailed and painted to match the existing style and colour of the deck, including chamfered newel posts and wooden post caps. As mentioned previously, the applicant also owns the vacant lot to the west of the property. This lot has sat vacant since a building was demolished in The Heritage officer advised that no determination has been made as to a finish for the fence at this time. The Heritage officer recommended approval of the application. The Board had no questions of staff. MOVED by Councillor Armstrong, SECONDED by Rod Stears to Approve a Heritage Permit to construct stairs off an existing deck and to build a three-sided privacy fence. ITEM 6.0 REPORTS ITEM 6.1 HERITAGE PERMIT SUMMARY FOR THE MONTH OF JUNE There were eleven (11) permits issued in June King Street East- Addition with gate to existing fence to enclose rear yard Germain Street- Masonry repair and repointing Queen Square South- Masonry repair and repointing Orange Street- Masonry repair and repointing King Street East- Remove metal siding to reveal wood siding, new paint Germain Street- Masonry repair and repointing

5 Douglas Avenue- Repair and refinishing of front door King Street East- Paint King Street- Paint Queen Street- Paint Princess Street- Masonry repair and repointing, wood window and front entrance repair ITEM 7.0 OTHER BUSINESS ITEM 7.1 Norwood Windows Presentation Mark Gallant of Norwood Windows manufactured in Scoudouc, NB provided the Board with window demonstration of their line of both wood and aluminum clad wood windows. He presented a full wood window and explained that they can fully customize to match any grill patterns, available in 300 colours, 6 difference hardware colours and that they can even customize colours to match. He presented the aluminum clad wood window sample and explained that the 6 standard colours provide a 20 year manufacturer s warranty and the remaining 300 provide a 15 year warranty. He explained that the cladding is installed over top of a fully finished wood window and is very tight and well formed. Mr. Gallant explained that because the wood window is finished there is no raw wood exposed to the elements and that the aluminum cladding adds further durability. The Board requested that Mr. Gallant speak to the profile of the aluminum clad wood window and explained that finding a profile compatible with that of traditional wood windows is the issue. Mr. Gallant explained that the sash profile can be customized because the entire window is manufactured from raw lumber to a finished window. The Board asked about the longevity of the Norwood wood windows and Mr. Gallant responded that there are many windows in the field today that have stood the test of time mainly due to their manufacturing process that weatherproofs all sides of the wood prior to being assembled. Mr. Gallant replied that they are competitive in price with wood windows. Following discussion the Board expressed that they were pleased with the presentation and that the profile of the aluminum clad wood window was a compatible option for heritage homeowners. Staff photographed the sample windows for the record. MOVED by Councillor Armstrong, SECONDED by Bob McVicar to add Norwood windows to the list of approved manufacturers for aluminum clad wood windows. ITEM 7.2 Heritage Board By-law Workshops The Board discussed dates for the first of a series of in camera workshops to work on the heritage by-law. The consensus was that the first meeting would be held at 5:00pm on Wednesday July 11, Shane Goguen leaves meeting at 6:35pm.

6 6 ITEM 7.3 Old City Hall (116 Prince William Street) It was requested that the Heritage officer speak with the owners of 116 Prince William Street regarding the standard aluminum door being used as an exterior door and request that an application be made to the Board.
