1 BROOKS PATTERSON-COUNTY EECUTIVE EHIBIT II SCOPE OF CONTRACTOR'S SERVICES Provide construction management services for various projects as directed by OCFM and/or OCPRC. The scope of services for each assignment will be established jointly between OC and the CM. The CM will be responsible exclusively to the and act in the 's interests at every stage of each project. The CM will be expected to offer advice, uncolored by any conflicting interest, on matters such as: Optimum use of available funds Control of the scope of the work Project schedule Optimum use of design and construction firms' skills and talents Avoidance of delays, changes and disputes Enhancing project design and construction quality Optimum flexibility in contracting and procurement Services will generally include, but are not limited to, the following: Pre-Construction Phase Initiate programming meetings (project team meetings with the, AlE and consultants) to develop construction solutions to solve current needs or problems Identify parameters required for the AlE to prepare schematic design drawings sufficient for scope development and estimating purposes Prepare project budgets and preliminary construction schedules during pre-design Reevaluate and update budgets and schedules at each design phase; compare against OC budgets and schedules, and provide input as required to align the design cost and timing accordingly Monitor the design process, assist with the formal review of project construction documents, identify all value engineering opportunities Develop and prepare project bid packages Submit construction documents for appropriate AHJ review and required permits Coordinate meetings with AHJ,, and AlE as needed Advertise, solicit, recruit bidders, and manage the bid process Promote and conduct pre-bid project meetings and walk-thrus Conduct formal bid opening. Identify apparent lowest qualified bidder, evaluate all construction bids and recommend construction contract awards Initiate and hold all construction contracts Review and facilitate review of all contractor submittals with appropriate members of the project team, including, and AlE as appropriate Page 19

BROOKS PATTERSON-COUNTY EECUTIVE OAKLA D COUNTY Construction Phase Schedule and coordinate all contractor work Conduct all necessary construction progress meetings and distribute records Closely monitor construction costs against design estimates and OC's budget Recognize and manage the campus' sensitivity to quality, communication, uninterrupted on-going operations, safety, security, and environmental issues Monitor construction progress Review, approve, and submit all contractor invoices for payment with the monthly application and certificate for payment Ensure all permits are secured/posted, schedule inspections, and address all issues related to regulatory processes and requirements Properly prepare, document, and obtain necessary authorizations for change orders Develop, maintain, and distribute master project schedules, detailed construction schedules, submittal schedules, inspection schedules, and occupancy schedules Assist in the coordination of 's and CM's third party contractors and vendors as required Coordinate timing, delivery, and installation of provided equipment, furnishings, etc. Coordinate surveyors, special consultants, and testing lab services identified by the as required Prepare and distribute project status reports at intervals established in the preconstruction meeting Provide all project accounting services, coordinating with OCPRC, OCFM, OC Purchasing and OC Fiscal Services as required Project Close-out Coordinate with OC representatives regarding the completion of final punch list and project closeout requirements Administer post-construction close-out and warranty collection, training, start-up, and transition to in a timely manner Develop and deliver warranty log. Summarized log shall identify product, firm information, warranty start and stop dates, and any special warranty period, i.e., roofs, compressors, etc. Coordinate attic stock for turnover to Compile and deliver to project close-out manual to include record submittals, cut sheets, maintenance and training schedules, and other information as required Coordinate receipt of Certificate of Occupancy Provide all As-built drawings indicating actual locations of work elements which vary from design documents Additional Services Cost estimating Preliminary Scheduling Page 20
