Ginsburg, General Manager Dawn Kamalanathan, Director of Planning and Capital Division Brett Desmarais, Project Manager Subject: Glen Canyon Recreation Center Renovation Contract Value Increase Agenda Wording Discussion and possible action to amend the contract with Roebuck Construction for the Glen Canyon Recreation Center renovation project (3209V) to increase the change order amount allowed under the contract from $953,750 to an amount not to exceed $1,211,850, which is greater than 10% over the original approved contract amount. Strategic Plan Strategy 1 - Inspire Place Objective 1.2: Strengthen the quality of existing Parks & Facilities Strategy 2 Inspire Play Objective 2.2: Strengthen and promote the safety, health, and well-being of San Francisco youth and seniors Strategy 4 Inspire Stewardship Objective 4.1: Conserve and Strengthen Natural Resources Background The requested change order increase is proposed to allow for the replacement of the Sussex Street steps, which are located adjacent to the recently renovated Glen Canyon Recreation Center located at 70 Elk Street in Glen Park (D8). Under the 2012 Bond Program this circa 1936 regional recreation center has been transformed into a modern LEED-Certified facility featuring three multipurpose rooms, restrooms, a

2 basketball gymnasium, kitchen, and the Department s first indoor climbing wall. Exterior improvements include front and rear plaza spaces with amenities such as new all-gender restrooms, benches, pedestrian boardwalks, picnic tables, a bottle filler and drinking fountains, public artwork, native water-efficient planting, and a trash enclosure. An existing stairway connects the pedestrian pathways behind the Recreation Center to the sidewalk at the intersection of Elk Street, Diamond Heights Boulevard, and Sussex Street (see plan and photo attachment.) The stairway receives heavy use but is in poor condition with degraded wood nosing and eroded earthen treads. Consequently, an impromptu trail has formed adjacent to the stairway, which now exhibits erosion and degradation of the natural hillside. Members of the Glen Park community have expressed concerns regarding the safety of the existing stairway and have urged its replacement. The proposed stairway is a code-compliant design featuring a combination of wood steps and stringers mounted to reinforced concrete piers embedded in the hillside. The design uses steel nosing as well as handrails on each side of the stair. A portion of the existing pathway would be replaced with box steps featuring a single handrail on one side. Alignment to the existing sidewalk and trails would remain unchanged. Justification This project is fully funded and this request is not for additional funds. The Office of Supervisor Sheehy has arranged with the Mayor s Budget Office to provide full-funding of the stair replacement in the FY budget. Given the urgent need for this improvement and the reduced costs associated with an already-mobilized contractor, the Department intends to fund the stair replacement with Lease Revenue Bond funding in the immediate term. A reimbursement of equal value would be received from the Mayor s Office when funds become available in FY This agreement has been documented. Summary of Contract Changes A summary of the project s change orders to-date and their respective component values are outlined below. Unforeseen Conditions: $525,561 (5.52% of contract value) Replacement of exterior walls with dry rot discovered during demolition Modification of foundation due to conditions discovered during demolition Code changes requiring domestic water backflow Code changes requiring revisions to the landscape drainage system Code changes requiring the addition of a cellular-enabled fire alert system Rerouting of domestic water line due to inaccurate survey information Owner Requested Changes: $686,289 (7.20% of contract value) Waterproofing of basement and sump pump replacement Upgrades to the existing boiler system

4 Staff Recommendation Staff recommends that the Commission approve increasing the change order amount allowed under the contract Roebuck Construction for the Glen Canyon Recreation Center renovation project (3209v) allowed under the contract from $953,750 to an amount not to exceed $1,211,850.
