3 Overview Largest project in CDOT history Improves and widens one of the state s most critical interstate segments 4 acre highway cover the first in Colorado Removes 50-year old viaduct (second largest bridge in the state)

4 The Project Remove 50-year-old viaduct between Brighton Blvd and Colorado Blvd Build the Partially Covered Lowered (PCL) Extend one Express Toll lane in each direction between I-25 and I-225 Add 4 acre cover over highway

5 The Project A final determination regarding the designation of the Partial Cover Lowered Alternative as the preferred alternative will not be made until the completion of the NEPA process and the issuance of a Record of Decision (ROD). While the Final Environmental Impact Statement may recommend the Partial Cover Lowered Alternative, there is no guarantee that this will be the result.

13 Project Delivery Pursuing public-private partnership Design, Build, Finance, Operate and Maintain (DBFOM) model Similar process to other Design-Build Projects CDOT selects concessionaire team based on RFQ and RFP process Federal DBE and OJT requirements will apply to concessionaire Emphasis on transparency More public meetings planned at each juncture

14 Disadvantaged Business Enterprise: Goal Setting Will be coordinated with overall CDOT-wide DBE goal for FY 2016-FY2018. This process requires CDOT to develop a report describing each step in the goal setting process and the ultimate goal determinations. CDOT currently breaking down the phases into expected subcontracting opportunities on the project. These are general and will not represent every opportunity. CDOT must also engage industry partners and stakeholders for comment on the process and its determinations. Public involvement will begin in late April/early May and conclude at the end of June. We will attend industry meetings and hold a hearing for public comment. There will be a design and a construction goal for the project. Commitments will not be required from proposers in the SOQ or SOI. CDOT will require a strategic plan and mandated networking/outreach sessions.

15 Exclusivity & Release: RFQ.Proposers may enter into and maintain exclusivity arrangements with DBEs, recognizing that, in the interests of a competitive procurement that maximizes opportunities for DBEs to meaningfully participate in the Project, the Procuring Authorities discourage Proposers from seeking out and entering into exclusivity arrangements with two or more DBEs that provide similar services. Additional details will be included in the RFP. If a Proposer is not selected as a Short-listed Proposer, then following public announcement of the identity of the Short-listed Proposers the members of each unsuccessful Proposer team will be free to participate on Short-listed Proposer teams, subject to compliance with the still applicable requirements of this RFQ 70/i-70-east/i-70-east-rfq
