Building sustainably, how does CEEQUAL assist in designing and constructing sustainable infrastructure projects Ian Nicholson, Managing Director, CEEQUAL Part of the BRE Trust Agenda What is CEEQUAL The benefits of CEEQUAL some case studies What does CEEQUAL assess? The future Q&A Award presentations 1

What is CEEQUAL? Improve the environmental quality of civil engineering Incentive of an Award Scheme Project & Process improvement What is CEEQUAL? Civil Engineering Environmental Quality Award scheme First UK and international scheme for civil engineering, infrastructure, landscaping and public realm Launched in 2004, 690+ projects since then, over 40bn construction value Originally owned by Institution of Civil Engineers and 13 other shareholders, acquired by BRE in 2015 Strong reputation including Crossrail and the London 2012 Olympics UK and international (Sweden, Hong Kong, Norway, Finland, Malaysia, Dubai and Qatar) Projects and Term Contracts schemes Focus on team process to deliver sustainability 2

What is CEEQUAL; who uses it? UK; Sweden; Norway, Finland, Hong Kong; Middle East, Malaysia Rating system Influencing tool Improving sustainability through best practice Team-based selfassessment Evidence-based Independent verification + Award In the UK: Clients: Crossrail ; NI Department of Rural Development; Environment Agency; Highways Agency; Network Rail; Port of Dover Designers: Aecom/URS; Arup; Atkins; Capita Symonds; CH2M; Jacobs Engineering; Mouchel; Mott Macdonald; WSP Parsons Brinckerhoff; Ramboll Contractors: Amey; Balfour Beatty; BAM Nuttall; Carillion; Costain; Kier Group; Laing O Rourke; Morrison; NCC; Skanska; Volker Stevin Key features of CEEQUAL 3

What effects do we have? Some case studies What effect do we have Manage and drive performance Provides an independent confirmation of performance Provides a framework for stretching sustainable performance of a project Enables knowledge sharing and embedding of best practice into future projects CEEQUAL engenders a collaborative approach 4

Thameslink: Blackfriars Bridge Station CEEQUAL helped the project to both measure and drive performance all three organisations were challenged in the areas of carbon and material use as a key aspect of the projects nine sustainability objectives. This was delivered by: PV roof canopy, saving 550 tonnes CO 2 per year 14,000 tonnes of materials were bought to site and 8,000 tonnes removed via barge As a result, for the next and final phase of the Thameslink programme, new targets and objectives have been established to build on these achievements. Athea Wind Farm Athea Wind Farm The CEEQUAL assessment was used to provide a systematic and coherent approach to tracking the management activities and associated sustainability impacts of the project. The outcome demonstrated the importance of incorporating the CEEQUAL principles from concept to completion. The total GHG emissions associated with the project were 140k tco2e with a carbon payback period of 2.69 years. The OAA judges complimented the robust and quantified approach to carbon emissions during planning, design and construction and not solely relying on the energy generated from wind to demonstrate a low carbon development 5

Olympic Park Olympic Park (17 packages) CEEQUAL Outstanding Achievement Award 2013 Public Realm: Winner -Landscape Highly Commended for Water Environment Structures, Bridges, Highways : Highly Commended for Energy and Carbon Eric Hughes Award for Outstanding Contribution to Improving Sustainability in Civil Engineering 82.0%-98.3% 93.8% overall Whole Project Award Project Team Client: Olympic Delivery Authority Designer: Various Construction: Various John Armitt: It is very good for the industry and profession to have challenging tools like CEEQUAL available to us to test out and measure our performance. So in addition to being very proud of the Authority s role in delivering the Organising Committee s sustainability vision, and of all the design and construction teams we hired, I also want to thank CEEQUAL for all its work in developing the assessment scheme for the use and benefit of civil engineering and society. M25, Design, Build, Finance, Operate CEEQUAL actively used to track environmental performance throughout the project to identify areas where improvements could be made. It provided a framework for ensuring that environmental considerations were included at design stage and implemented during construction. No areas designated for ecological or landscape value were affected directly by the project, although new structures for reptiles, invertebrates, birds and bats were installed as part of the completed project. The project was a net waste importer, using 2.4m tonnes of recycled and secondary aggregates along with waste glass from domestic recycling; in total 92% of aggregate was from non-primary sources. 79.5%-92.5% 86.0% overall 6

Crossrail, London Crossrail: Thames Tunnel CEEQUAL Excellent (89.1%) Whole Project Award Client: Crossrail Ltd Designers: Arup / Capita Symonds Constructor: HOCHTIEF Solutions AG / J. Murphy & Sons Ltd JV (HMJV) By using high GGBS and PFA replacement concrete, 100% recycled steel, and Winner CEEQUAL Outstanding recycled granular fill the project achieved an overall recycled content in the Achievement Awards 2016 Water materials used of 35%. Resources HMJV employed an unusual technique for launching the two Tunnel Boring Machines (TBMs): removed the need for the large concrete blocks ( tonnes) and steel frames ( tonnes) that could not be reused reduced the noise associated with breaking them out, Avoided the lorry movements associated with pouring the concrete and disposing of the broken out material. removed the need for a total of 20 sacrificial tunnel rings (500 tonnes of concrete and steel fibres) during the four launches. Replacement of the jet grout blocks for launching TBMs with a 1 metre thick slurry wall panel removed the requirement for 8000m3 of jet grouting and the associated 8000m3 of grout soil waste slurry. M53 Bidston Moss Viaduct CEEQUAL was a tender commitment and a key project target to stretch the sustainable performance of the project. It aided the measurement and review of processes to ensure continual improvement. CEEQUAL ensured that evidence was collected as the project progressed in order to demonstrate the sustainable approach taken and provide third party confirmation of the sustainable practices undertaken. The collaborative approach taken, involving the designers and key subcontractors in the development of the strengthening solution, ensured input from all parties; ensuring the most environmentally and socially responsible methodology, minimising disruption to the public, impact to the environment and delivering savings to the client. 7

Highway E4, Stockholm Sparvag City Line, Stockholm CEEQUAL as a tool has provided guidance in every phase of the project, providing traceability in all areas. Focus has shifted from constant checks to a desire and appreciation for continuous improvement. CEEQUAL has had an influence across the whole project (client, designer and contractor). This has been shown through initiatives including: rainwater collection, test walking/travelling, use of recycled materials, accessibility. 17% saving of carbon emissions when compared to production calculations Weekly goals and analyses to reduce number of worker and machine hours Project bicycles for commute between different sites 8

Crossrail, London Crossrail: Connaught Tunnel and Surface Railway CEEQUAL Excellent CEEQUAL (86.7%) was Whole a key Project factor Award in the project achieving its sustainability goals. Client: Crossrail Sustainability Ltd was considered and looked at through each stage of the Designer: Atkins project, from design, through to final review at the end of the project. Contractor: VINCI Construction UK Ltd CEEQUAL influenced the design to bring considerable environmental benefits as well as over 1.8m in cost-savings: Automated Instrumentation and monitoring 1m saving Piling method changed 300K saving Vehicle restraint wall built into track slab 250K saving Reuse of track ballast in load transfer platforms 100K saving Changes to dewatering system 185K saving Reduction in site visits and deliveries Removing night works removed the need for task lighting Reduced noise and vibration impacts Reduction in materials required Reduction in material/waste sent off site Increased proportion of on-site recycled material What does CEEQUAL assess? 9
